About this file

This is a Combined Synopsis/Solicitation for commercial services issued by the Department of Veterans Affairs Central Western Massachusetts Medical Center for the repair or replacement of Generator 4A Switchgear. The acquisition is a 100% set-aside for small business concerns under NAICS code 811310 (Automotive Exhaust System Repair) with a $12.5 million size standard. Quotes are due by September 18, 2026, at 4:00 PM EST, submitted via email to Contracting Officer Juliette Buchanan. The contract location is the Edward P. Boland Campus at 421 North Main Street, Leeds, MA 01053, with an approximately 9-month performance period from Notice to Proceed. Offerors must submit signed quotes including solicitation number 36C24126Q0814, company information, UEI, technical proposal with OEM training certifications and detailed technical approach, past performance documentation (minimum three recent relevant contracts), itemized pricing for both repair and replacement options as firm-fixed-price proposals, and confirmation of active SAM registration and small business status. All work must comply with NFPA, VHA, OSHA, EPA, and Massachusetts DEP standards.

The scope requires contractors to provide either repair or replacement quotes (or both) for the existing 350KW generator switchgear, including temporary 3-phase 120Y208 generator and cables, installation of new or repaired switchgear capable of NFPA 99 compliance, required meters (ammeter, voltmeter, frequency meter, watt meter, hour meter), communications module for alarms via BACnet, and digital HMI. Labor cost line items include electrical foreman, electricians, and testing/commissioning hours, while material and service CLINs cover replacement parts, new switchgear, wire and accessories, overhead, subcontractors, travel, and other direct costs. Evaluation criteria prioritize technical compliance and past performance over price. The pricing schedule requires itemized costs for materials, labor, scope of work description, specifications, NFPA 99 compliance certification, equipment condition assessment with recommendations, and estimated project timeline. Offerors must hold prices firm for 60 days and comply with all applicable federal clauses including small business subcontracting limitations, system for award management requirements, and equal opportunity provisions.
