Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07.

This solicitation is set-aside for 100% Small Business.

The associated North American Industrial Classification System (NAICS) code for this procurement is 561621, with a small business size standard of $25 Million. The FSC/PSC is J063.

Boston Healthcare System Install Cameras VAMC Brockton Building 5 and 8

1.0 Introduction:

The Brockton VA wants vendor to add (5) new cameras to the existing Exacq system; (1) new camera in building 5, and (4) new cameras in building 8.

2.0 Background:

Vendor will install the 5 new cameras for the security and wellbeing of our Veterans, staff, and visitors.

3.0 Scope:

The scope of services will be provided at 940 Belmont St. Brockton, MA in buildings 5 and 8.

Describe in detail the following for:

Building 5:

· Install an Axis P4707-PLVE two sensor cameras on the wall outside the maintenance office.

· Conduit and cabling to the Data closet.

Building 8 Basement:

· Install and Axis P4707-PLVE two sensor cameras on the wall between the elevator and stairwell.

· Conduit and CAT6 cabling to the basement Data closet.

Building 8 1st floor:

· Install an Axis P3267-LV fixed dome camera at one end of the hallway.

· Recessed drop ceiling mount.

· CAT6 cabling back to the 1st fl. Data closet.

· Install an Axis P5654-E PTZ camera at the end of the hallway.

· Recessed drop ceiling mount.

· CAT6 cabling back to the 1st fl. Data closet.

Building 8 Awning:

· Install an Axis P3267-LVE fixed dome camera under the awning.

· Mount the camera to one of the support poles.

· Conduit and CAT6 back to the 1st fl. Data closet.

· Includes containment booth for Building 8 1st floor.

LOCATION OF SERVICES TO BE PROVIDED: The required service shall be conducted at 940 Belmont St., Brockton MA, 02301, Brockton VA Medical Center, building 5 and 8 described in above scope statement.

WORKING HOURS: If Contractor is required to be onsite, it must be between the hours of 6:00 A.M. EST – 2:00 P.M. EST on Monday – Friday (EXCLUDING FEDERAL HOLIDAYS). If one of the planned days were to overlap onto a holiday, it is on the Contractor to reschedule another day/time with the Contracting Officer’s Representative (COR), at no additional cost to the Government.

BADGING AND CREDENTIALING: Contractor shall ensure all staff have completed all necessary badging, credentialing, and information security requirements prior to staff performing work on VA property. The contractor will remove any staff who have not completed all requirements until such requirements have been met.

General Requirements: All federal, state, and local code/regulations/standards shall be followed. The Contractor will be responsible for installing & upgrading servers, hardware, and software, to update the video surveillance system to working order, in compliance with VA directives. Contractor will follow requirements of the VA Physical Security Design Manual. All system components must be monitored and controlled in the Security Control Center (SCC).

The work by the Contractor will include dust protection measures, if necessary, to prevent the introduction of dust into the hospital. The Contractor will take all precautions as required to control dust and not disrupt hospital operations. A safe environment will always be maintained. All procedures will be approved by the COR.

SPECIFICS:

Client Responsibilities:

• Provide a primary point of contact or Project Manager for coordination purposes with vendor.

• Provide all Network switches, POE ports, and/or network configurations including IP addresses are to be provided, operational and functional before integration begins.

• Providing a temporary secure storage area for project tools and equipment during a multiple day integration.

• Meeting all milestone dates agreed upon in the initial client coordination meeting (noted below)

• Project coordination with vendor PM.

Installation Exclusions:

• Ceiling tile replacement and or repair.

• All conduits, pull strings, high voltage circuits/wiring, panels, breakers, relays, standard back boxes, receptacles, etc.

• Concrete saw cutting and/or core drilling - Fire wall, ceiling, roof, and floor penetration - All millwork (moldings, trim, cut outs, etc.).

• Painting and patching and/or wall repair - UL Fire caulking, firewall penetrations/sleeves etc.

• Network Racks.

• Asbestos abatement or hazardous material containment.

• Emergency circuit electrical power for vendor PoE switches, servers, appliances, ETC.

• Installation of Owner Furnished Equipment (OFE) unless noted otherwise.

Assumptions:

• There is sufficient accessibility and space in ceiling area for infrastructure support hardware.

• All above ceiling cable runs are assumed to have an unobstructed path from end to end unless otherwise noted.

• Any walls, beams, etc. discovered during the installation process necessitating additional unplanned labor and time will result in a Contract Change Order (CCO) with additional costs.

• There is ready access to the building / facility and vehicle parking.

• This proposal is based on a continuous work cycle, with no third party or client induced delays, performed during normal working hours (8-hour shift between 6am-4pm). Monday through Friday, excluding company holidays.

• The documented Change Control process will be used to the maximum extent possible – the Client will have an assigned person with the authority to communicate/approve project Field.

Directed Change Orders and Contract Change Orders On-site.

• Secure and environmentally controlled equipment storage to be provided as required by client unless otherwise noted.

• Installation services (cable, termination, cable testing, and hardware device installation).

• If above assumptions, exclusions, or client responsibilities prove false, a Contract Change Order (CCO) may be required.

CERTIFICAITON(S):

1. Number of Employees. The Contractor shall always have available a sufficient number of capable and qualified employees to enable the contractor to properly, adequately, and safely perform all work required under the terms of this contract.

2. Addressable Systems. Technicians modifying the security surveillance equipment and network shall be certified in accordance with NECA 303-2005 code of practice (or other applicable technical standards including manufacturer’s instructions). All camera equipment shall be installed to ensure that all components are fully compatible as a system. Adhere to guidance provided by the National Electrical Contractors Association Standard, NECA 303-2005, Installing Closed-Circuit Television (CCTV) Systems. All equipment shall be installed in accordance with manufacturer instructions by technicians certified for installation by the manufacturer.

3. Licenses & Permits. Contractor and subcontractor personnel engaged in the activities specified by this contract shall be also required to possess certificates of training, licenses, and permits as required by the state, county, parish, city, and other local jurisdiction when the system is installed in a facility covered by such state, county, parish, city, and other local jurisdiction.

4. Documentation. The Contractor shall provide to the COR documentation of the certificates of training, licenses, and permits for all new employees not later than seven (7) days prior to that person beginning work under the terms of this contract. The Contractor shall ensure that all certificates of training, licenses, permits, and bonds are current and valid. All offers must include documentation and proof of the above certifications and qualifications for each employee.

DAMAGE TO SECURITY SURVEILLANCE SYSTEM: Any damage to the security surveillance system or associated equipment (e.g. wiring, encoders, flooring, walls, doors) caused by installation activities shall be repaired by the Contractor at no additional cost to the Government. At its discretion, the Government may have representatives present to witness any or all tests related to the repairs. All costs associated with this damage shall be borne by the Contractor.

GOVERNMENT FURNISHED PROPERTY: The Contractor shall provide all materials, equipment, labor, supervision, and transportation necessary to perform the required service. The Government will not provide any Government Furnished Property (GFP).

Contractor will complete all necessary paperwork for a VA issued PIV card. Contractor will be in possession of and wearing visibly their VA Issued PIV card after card is issued. Coordinate with the COR if PIV card is needed.

4.0 Applicable Directives:

The following directives provide the required measures and guidelines for this project:

1. VA Physical Security and Resiliency Design Manual, Chapter 10.6

2. The A&A requirements do not apply, and that a Security Accreditation Package is not required. 839.201 Contract clause for Information and Technology Security

A. Due to the threat of data breach, compromise or loss of information that resides on either VA-owned or contractor-owned systems, and to comply with Federal laws and regulations, VA has developed an Information and Information Technology Security clause to be used when VA sensitive information is accessed, used, stored, generated, transmitted, or exchanged by and between VA and a contractor, subcontractor or a third party in any format (e.g., paper, microfiche, electronic or magnetic portable media).

B. In solicitations and contracts where VA Sensitive Information or Information Technology will be accessed or utilized, the CO shall insert the clause found at 852.273-75, Security Requirements for Unclassified Information Technology Resources.

3. All contractors, subcontractors, and third-party servicers and associates working with VA information are subject to the same investigative requirements as those of VA appointees or employees who have access to the same types of information. The level and process of background security investigations for contractors must be in accordance with VA Directive and Handbook 0710, Personal Suitability and Security Program. The Office for Operations, Security, and Preparedness is responsible for these policies and procedures.

4. Contract personnel who require access to national security programs must have a valid security clearance. National Industrial Security Program (NISP) was established by Executive Order 12829 to ensure that cleared U.S. defense industry contract personnel safeguard the classified information in their possession while performing work on contracts, programs, bids, or research and development efforts. The department of Veteran Affairs does not have a Memorandum of Agreement with Defense Security Service (DSS). Verification of a Security Clearance must be processed through the Special Security Officer located in the Planning and National Security Service within the Office of Operations, Security, and Preparedness.

5.0 Equipment Specifications:

6.0 Performance Requirements:

Vendor will follow a foundational project delivery process which may include the following activities and deliverables as related to the project size, scope, complexity and duration. Vendor assigned Project Manager shall act as primary point of client contact, coordinate and/or provide the following services:

· Development of a project schedule.

· Project meeting coordination.

· System design validation and project submittals (as applicable).

· Submittal approval coordination (as applicable).

· Project billing.

· Change Order management (Client, and Field-Directed).

· Equipment procurement.

· Equipment receipt and deliveries.

· Resource scheduling, implementation, integration coordination.

· Substantial completion confirmation.

· Close-out documentation, owner manuals, as-builts, warranty statement (as applicable).

· Completion tracking of final punch list items.

· Project/client transition to service team.

Vendor on-site Installation and Commissioning services shall include:

· Pulling, managing, labeling, and terminating system cabling.

· Hardware installation, testing, programming, and commissioning.

· Assuring the finished system meets the design criteria and functions per the accepted proposal, and scope of work.

· Site cleanup and disposal, etc.

· Completion of final punch list items.

7.0 Deliverables:

1. Upon completion of the work, a review of the system will be conducted by the Contractor with the VA’s Physical Security Specialist for commissioning purposes.

2. The Contractor will provide all the manuals and operating instructions for the system to Police Service.

8.0 Warranty:

The contractor warrants that all hardware and software provided shall be free from defects in material and workmanship for the entire duration of this agreement. The contractor shall promptly replace or repair any defective hardware or software at no additional cost to the customer during the warranty period, except in cases where the defect is due to external factors beyond the Contractors control, such as power outages, acts of god, natural disasters, or third-part actions.

9.0 RECORDS MANAGEMENT OBLIGATIONS

A. Applicability This clause applies to all Contractors whose employees create, work with, or otherwise handle Federal records, as defined in Section B, regardless of the medium in which the record exists.

B. Definitions “Federal record” as defined in 44 U.S.C. § 3301, includes all recorded information, regardless of form or characteristics, made or received by a Federal agency under Federal law or in connection with the transaction of public business and preserved or appropriate for preservation by that agency or its legitimate successor as evidence of the organization, functions, policies, decisions, procedures, operations, or other activities of the United States Government or because of the informational value of data in them.

The term Federal record:

1. includes VHA records.

2. does not include personal materials.

3. applies to records created, received, or maintained by Contractors pursuant to their VHA contract.

4. may include deliverables and documentation associated with deliverables.

C. Requirements

1. Contractor shall comply with all applicable records management laws and regulations, as well as National Archives and Records Administration (NARA) records policies, including but not limited to the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), NARA regulations at 36 CFR Chapter XII Subchapter B, and those policies associated with the safeguarding of records covered by the Privacy Act of 1974 (5 U.S.C. 552a). These policies include the preservation of all records, regardless of form or characteristics, mode of transmission, or state of completion.

2. In accordance with 36 CFR 1222.32, all data created for Government use and delivered to, or falling under the legal control of, the Government are Federal records subject to the provisions of 44 U.S.C. chapters 21, 29, 31, and 33, the Freedom of Information Act (FOIA) (5 U.S.C. 552), as amended, and the Privacy Act of 1974 (5 U.S.C. 552a), as amended and must be managed and scheduled for disposition only as permitted by statute or regulation.

3. In accordance with 36 CFR 1222.32, the Contractor shall maintain all records created for Government use or created in the course of performing the contract and/or delivered to, or under the legal control of the Government and must be managed in accordance with Federal law. Electronic records and associated metadata must be accompanied by sufficient technical documentation to permit understanding and use of the records and data.

4. VHA and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Records may not be removed from the legal custody of VHA or destroyed except in accordance with the provisions of the agency records schedules and with the written concurrence of the Head of the Contracting Activity. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. In the event of any unlawful or accidental removal, defacing, alteration, or destruction of records, the Contractor must report to VHA. The agency must report promptly to NARA in accordance with 36 CFR 1230.

5. The Contractor shall immediately notify the appropriate Contracting Officer upon discovery of any inadvertent or unauthorized disclosures of information, data, documentary materials, records, or equipment. Disclosure of non-public information is limited to authorized personnel with a need-to-know as described in the [contract vehicle]. The Contractor shall ensure that the appropriate personnel, administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, documentary material, records, and/or equipment is properly protected. The Contractor shall not remove material from Government facilities or systems, or facilities or systems operated or maintained on the Government’s behalf, without the express written permission of the Head of the Contracting Activity. When information, data, documentary material, records, and/or equipment is no longer required, it shall be returned to VHA control or the Contractor must hold it until otherwise directed. Items returned to the Government shall be hand-carried, mailed, emailed, or securely electronically transmitted to the Contracting Officer or address prescribed in the [contract vehicle]. Destruction of records is EXPRESSLY PROHIBITED unless in accordance with Paragraph (4).

6. The Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material, and/or records generated under, or relating to, contracts. The Contractor (and any sub-contractor) is required to abide by Government and VHA guidance for protecting sensitive, proprietary information, classified, and controlled unclassified information.

7. The Contractor shall only use Government IT equipment for purposes specifically tied to or authorized by the contract and in accordance with VHA policy.

8. The Contractor shall not create or maintain any records containing any non-public VHA information that is not specifically tied to or authorized by the contract.

9. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from public disclosure by an exemption to the Freedom of Information Act.

10. The VHA owns the rights to all data and records produced as part of this contract. All deliverables under the contract are the property of the U.S. Government for which VHA shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Any Contractor rights in the data or deliverables must be identified as required by FAR 52.227-11 through FAR 52.227-20.

11. Training. All Contractor employees assigned to this contract who create, work with or otherwise handle records are required to take VHA-provided records management training. The Contractor is responsible for confirming training has been completed according to agency policies, including initial training and any annual or refresher training.

D. Flow down of requirements to subcontractors

1. The Contractor shall incorporate the substance of this clause, its terms, and requirements including this paragraph, in all subcontracts under this [contract vehicle], and require written subcontractor acknowledgment of same.

2. Violation by a subcontractor of any provision set forth in this clause will be attributed to the Contractor.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
