SOLICITATION NUMBER: 20224361034

NOTICE TYPE: Combined Synopsis/Solicitation

SYNOPSIS: This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued separately.

This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04 dated January 30, 2022.

The solicitation number is 20224361034 and this solicitation is issued as a request for proposal (RFP).

This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 238210 Electrical Contractors and Other Wiring Installation Contractors, with a corresponding small business standard of $16.5 million. Only offers from small businesses will be considered for this solicitation.

Offer due date/local time: 2:00 PM MST on March 11, 2022. Please reference the solicitation number of 20224361034 in the subject.

Only questions submitted by email to carmella.speer@ibwc.gov and Sylvia.Grindstaff@ibwc.gov will be considered. Questions received from Offerors after 2:00 pm MST on 28 February 2022 may not be responded to.

SITE VISIT: A site visit may be scheduled by contacting Aaron Haynes at (915) 832-4782 or by email aaron.haynes@ibwc.gov. Site Visits will only be conducted 21 – 25 February 2022. It is highly recommended offerors schedule a site visit.

All vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves) while attending the site visit. Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted.

DESCRIPTION: The United States Section of the International Boundary and Water Commission (USIBWC), Security Services Division located at 4191 N. Mesa St., El Paso, TX 79902 requires electrical services to install high mast lighting at the American Dam Field Office located in El Paso, Texas, in accordance with the attached Statement of Work (SOW). The Contractor will install and employ security enhancements at the American Dam and Field Office. The enhancements are in accordance with the requirements of Presidential Policy Directive (PPD) 21, Critical Infrastructure Security and Resilience and Interagency Security Committee's (ISC), Risk Management Process for Federal Facilities, Appendix C.

The Government will award one Firm Fixed Priced contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on the Contractor’s Technical Approach, Expertise and Qualified Personnel to provide the services, and Past Performance.

TECHNICAL APPROACH: Quote must demonstrate the technical approach by providing a two to three-page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule.

PAST PERFORMANCE: Quotes shall demonstrate successful past performance of at least three (3), but not more than five (5) references for projects of similar scope and size. All prospective offerors must have past performance references complete the attached Past Performance Questionnaire and return the questionnaire via email to carmella.speer@ibwc.gov and sylvia.grindstaff@ibwc.gov.

Failure to submit required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given.

PROVISION 52.212-3 REQUIREMENT

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acuisition.gov.

DOL WAGE DETERMINATION: Service Contract Act Wage Determination 2015-5229 Revision 16 dated 21 December 2021 applies to this procurement.

COVID-19 REQUIREMENTS: Contractor employees must adhere to all CDC, OSHA COVID-19, and Executive Order 14042 requirements while on IBWC property and when participating in any type of function associated with this requirement. Pursuant to Executive Order (E.O.) 14042 contractors and subcontractors (at any level) must comply with prescribed COVID-19 workplace safety requirements for the duration of contracted work. Such requirements include a mandate for certain federal contractor employees to be vaccinated against COVID-19 by January 18, 2022, allowing for exceptions only as required by law.

In accordance with USACE EM 385-1-1 03.A.06 and OSHA recommended practices, an Infectious Disease Preparedness and Response Plan is required and must be submitted with the Accident Prevention Plan. If the contract does not require an Accident Prevention Plan, The Infectious Disease Preparedness and Response Plan must be submitted within 15 days after award.

INVOICE PROCESSING PLATFORM: The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S.

Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

Information concerning accessing the IPP system will be provided at time of award.
