About this file

This document contains responses to questions from vendors regarding a solicitation for the installation of high mast lighting. The International Boundary and Water Commission is seeking proposals to install high mast lighting at the American Dam Field Office in El Paso, Texas in accordance with the attached Statement of Work. Vendors asked questions about requirements for lights on poles, bollards, surveying pole locations, lightning protection, fencing removal, light specifications, 3-phase power systems, contractor/photocell requirements, and design specifications. The contracting officer provided responses to clarify that poles must provide 250 feet of illumination coverage, adjustments can be made to pole locations if needed, fencing may need to be removed and replaced on the west side of the dam, and vendors are responsible for meeting the illumination criteria and removing materials from the work site. No changes will be made to vendor recommendations after award. Proposals are still due by the original due date.

Responses to RFIs

Question: Will there be a red light on top of each pole?

Response: Unknown, however, it is believed that it would be required but dependent upon the height of the poles.

Question: On the road with the lights, will bollards be required around them? Please provide info.

Response: Yes.

Question: Can a more accurate survey be completed for the pole location? We are afraid of putting a pole in a spot and being 50ft or so off from what imagined.

Response: Adjustments can be made if necessary and this shouldn’t be an issue.

Question: Will the poles require lighting protection?

Response: I assume you meant lightening and they should be grounded to prevent damage from a lightning strike.

Question: There is a slight issue when removing the existing fence, it will be a bit defenseless. ACG thinks that completing this work in sections within the day would be the best solution.

Is this acceptable?

Response: You shouldn’t have to move any fencing to install the poles on the island. The only location that MAY require the removal and reinstallation of fencing is on the west side of the dam structure.

Question: There are no specs on the lights or the height of the pole. Can this be provided? ACG can propose what could be a solution but would not want this recommendation to be changed after awarded.

Response: We specified the area to be covered (250’) for each of the poles. We did not provide the specs for the lighting because it is up to the vendor to ensure the lights installed meet the requirements we have stated.

Question: A 3-phase system will save money on the utility bill but may cost more upfront. Is this acceptable?

Response: Maybe provide the difference in cost in your proposal.

Question: Do the lights require contractor/photocell?

Response: Yes.

Question: Who will be in charge of removing all the material on that dirt path during construction?

Response: This is the responsibility of the vendor.

Question: Is there a bases of design to reference?

Response: We did not provide the design specifications because the criteria is stated in Paragraph VIII A 4 of the SOW. It is up to the vendor to ensure their installation meets the stated requirement below. 250” covers the area we want illuminated.

Question: Would you happen to know the High Mast lighting fixture specifications for this project?

Response: Each new installed lighting system must be able to provide light across a minimum of 250’ around the installation point. The poles must be high enough to meet the minimum illumination distance from the installation point.
