(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as an RFQ.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.
(iv) This procurement is set aside for total small business set aside. The NAICS code is 561730 and the Small Business Size Standard is 8 million.

(viii) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (NOV 2021) (Provision)
Addenda to provision 52.212-1:
The Offeror shall complete the schedule of items/price schedule and Quote that must be submitted by Email Only to: arthur.courtney@usda.gov no later than March 25, 2022, 5:00PM, Eastern Time
The Offeror shall be located within a 100-mile radius of the project location due to the nature of need and the emergency requirement.
1. Experience
The Offeror shall submit the Attachment 4, Experience Questionnaire of work experience of a similar nature, scope, complexity, and difficulty to that which will be performed under the prospective contract contemplated by this solicitation. Relevant experience is that obtained within the past 3 years providing or performing services of similar size and type of mowing services.
(ix) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) (Provision)
The Government intends to award one Firm Fixed Price contract resulting from this solicitation. Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose quote conforms to the solicitation requirements, and whose quote, evaluated by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer.
Trade-offs between /price and non- price factors are not permitted. Unreasonably high, unbalanced, inaccurate or incomplete price proposals, may be the grounds for eliminating quotes from competition.
The Government intends to make award based on initial quotes, without discussions, but reserves the right to conduct discussions, if determined necessary.
Each Offeror shall respond to the criteria listed below to be considered responsive.
The Offeror shall submit the Attachment 4. Experience Questionnaire of prior work experience and an Equipment List that is a listing of all equipment model, make, description, and capacity.
EVALUATION CRITERIA
Factor A: Experience
Factor A – Technical Capability. The technical factor evaluation provides an assessment of the offeror’s capability to satisfy the government’s minimum requirements. For a quote to be determined “technically acceptable” and receive consideration for award based upon lowest price submitted, the quote must receive a rating of “Acceptable” for each technical subfactor. The technical capability factor and each subfactor will receive one of the adjectival ratings defined below. The subfactor ratings will be used to determine an overall rating for the factor.
The award will be made to the lowest priced technically acceptable quote. Quotes will be evaluated for technical acceptability (including experience) but will not be ranked using the non-price factors (and subfactors). For an Offeror to be considered for award, the quote must receive an "Acceptable" rating in every non-price factor. A quote receiving a rating of “Unacceptable" in any non-price factor will not be eligible for award.
Factor B: Cost/Price
The Government’s contractor selection will be based on an integrated assessment of all of the evaluation factors, as defined in the section below.
Evaluation Factors
Factor A: Experience
The Government will evaluate contractor’s prior work experience of a similar nature, scope, complexity, and difficulty to that which will be performed under the prospective effort. Relevant experience is that obtained within the past 3 years providing or performing services.
Factor B: Cost/Price
(1) The Government will evaluate the Offeror’s cost/price proposal for realism, reasonableness, and completeness.
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
(2) Realism of the proposed cost/price by assessing whether the proposed price/cost elements are consistent with the Offeror’s technical approach.
(3) Reasonableness: Prices are reasonable in comparison to estimates, prior prices paid, and competition and can be supported by suitable estimating techniques. If a price is unreasonably low to realistically perform the work for the proposed price, the offer will be not considered in the competitive range and will not be considered for contract award. The Government will determine if the Offeror’s proposed cost/price, in nature and amount, do not exceed those which would be incurred by a prudent company in the conduct of competitive business.
(4) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the option(s).
(5) As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror’s final option period price to the offeror’s total price. Thus, the offeror’s total price for the purpose of evaluation will include the base period, first option year and second option year, and one-half of the second option year. Offerors are not required to enter a price for the six-month extension period.
The Government reserve the right to not award this contract to a contractor whose cost/price and total price is unrealistic.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
