STATEMENT OF WORK
The contractor shall furnish labor, supervison, equipment, transporation, operating supplies, and incidentals to perform all services necessary to accomplish the below listed project for the Cherokee National Forests. Performing all work required to complete mowing of wildlife forage areas and recreation fields on areas of the Cherokee National Forest land on an "As Needed" requirements basis, multiple award schedule accordance with the terms and conditions of the contract:
Period of Performance
The period of performance of this contract is on or after April 1, 2022, through March 31, 2025.
Base Year: Contract Period April 1, 2022, through March 31, 2023
Option Year One (1): Contract Period April 1, 2023, through March 31, 2024

100 - GENERAL REQUIREMENTS
TECHNICAL SPECIFICATIONS
110 Scope of Work
This is a requirements contract in which all estimated total quantities are shown on the Schedule of Items. These estimates are not a representation that the estimated quantities will be required or ordered or that conditions affecting requirements will be stable or normal.
These estimates were obtained from records of previous requirements and consumption, projected need from work plans, or by other means, and are based on the most current information available.
120 Placement of Orders
Delivery orders will be placed in writing as needed via a standard delivery order form, and shall be authorized by the Contracting Officer or Purchasing Agent.
A Contracting Officer’s Representative (COR) will be designated for the Ocoee Ranger District. The COR will initiate delivery orders to be approved by the person above.
130 Description of Work
This work shall consist of:
mowing wildlife forage areas, recreation fields, and linear wildlife forage areas.
cutting and removing trees 6 inches or larger from road or field that would prohibit contractor access to the worksite(s)
140 Location and Description
Project areas are located within the boundaries of the Cherokee National Forest, Ocoee Ranger District in Monroe, McMinn, and Polk Counties, Tennessee. Sites are both linear and spot openings that typically vary between 0.5 and 5.0 acres in size. These sites are typically separated by viriable distances ranging from 1.0 to 2.0 miles, or more.
Please see attached map of the Ocoee Ranger District. Detailed maps will be issued with every delivery order.
150 Access to Work Areas
Contractor shall perform cutting and removal of downed trees 6 inches or larger in diameter or any other activities minimally necessary to obtain access to work areas. The Government will pay $15.00 for each tree 6 inches or larger cut. The Contractor will be responsible for physically marking and keeping a record for each tree removed for inspection and coordination with COR for payment.
Access on roads which are gated will be coordinated with the Contracting Officer's Representative. Contractor shall keep all gates locked at all times, unless otherwise directed by the COR.
DIVISION 200 - TECHNICAL SPECIFICATIONS
250 Mow Wildlife Forage Areas and Recreation Fields
Equipment requirements: Mowing of contract sites will be accomplished by utility tractor and standard bush hog and/or bat-wing type rotary mower attachment. Contractor shall keep cutter blades sharp so as to cut grass or brush cleanly and not lay it over or clump. Mower height shall be approximately 4 inches. Roads that are mowed as Linear Wildlife Openings shall be mowed from edge to edge, but include cut and fill slopes as well. For contracting purposes only, acreage shall also be based on one pass each side of the road, and shall equal 2.0** acres per mile of roadway mowed. Plot openings shall be mowed from edge to edge.
Contractor shall remove all grass, stems, limbs, dirt and other debris from mower and tractor before moving from one area to another to prevent transferring non-native invasive species.
Debris shall be removed by sweeping, blowing with forced air, water pressure, or other suitable methods to remove all debris.
All acreage has been calculated using GPS Equipment. Acreage of Linear Wildlife Openings is based on roads with an average width of 16.5 ft** Any additional passes made for wide spots, turnarounds, etc. have been estimated and acreage added based on most current information available. All acreage is rounded up to the nearest tenth of an acre.
** 16.5’ wide X 5280’ / mile = 87,120sqft/mile / 43,560sqft/acre = 2.0 ac/mile
Contractor shall remove any fallen trees or slash in the areas to be mowed. This debris will be removed to the perimeter of the work area, and the method of removal will be at the contractor’s option.
300 – INSPECTION AND ACCEPTANCE
310 – Inspection
Performance shall be inspected by the COR or his designated inspector in accordance with Clause 52.246.4, Inspection of Services—Fixed Price (AUG 1996) as the work progresses.
320 – Acceptance
Acceptance of the work shall be contingent upon approval of the COR.
400 – MEASUREMENT AND PAYMENT
410 – Measurement
Measurement for each payment shall be made to the nearest tenth of an acre using GPS equipment and rounded up to the nearest tenth of an acre.
420 – Payment
Payment shall be made for acres ordered, completed, and accepted. Invoices for payment must be submitted by contractor through the Invoice Processing Platform (ipp.gov); payments will be made by electronic funds transfer to bank account registered in the System for Award Management (sam.gov).
Deliveries or Performance
Commencement, Prosecution, and Completion of Work.
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than (see Contract Times listed below).* The time stated for completion shall include final cleanup of the premises.
*CONTRACT TIME for each Delivery Order issued shall be calculated thus:
