| 1 | How flexible is our time schedule? | The FS would like to work around the peak season use and would prefer October - December, however, we will look into the possibility of extending Period of Performance till March, 2020. | 1. The FS will work with Public Affairs to inform hikers of the construction period. The FS plans to close the area from the top of the falls to the bottom during construction for visitor and contractors safety. Trail will be closed at the top of the falls with barricades and signs. Both trailheads will be signed to inform hikers of closure. |
2. This is a high use trail, expect 200-400 hikers on nice days and weekends.
3. Rock is available on site for step and retaining wall construction.
4. Equipment can remain on site during construction.
5. Panther Creek is a class 3 trail and will need to be constructed to meet those standards.
6. The FS will authorize which materials can be used during construction, with an emphasis to spread out visual impacts and protect stream bank.
7. Any overnight use must follow leave no trace principles to minimize resource damage.
8. The FS may approve borrow pits for fill.
9. The intent of this project is to make the trail safe and sustainable. There is some uncertainty with slopes, bed rock and materials. All of these concerns will be worked through with coordination with the COR and CO.
10. All work must be conducted in the trail prism.
11. A technical question about area 0+60 – 0+80 on the trail log. It had to with reducing the size of the wall needed if contractors are able to break away more of the bedrock within that area. The FS would handle situations when they arise and the offerors will be submitting their quotations based on the Statement of Work, and the terms and conditions of solicitation. The main goal of this project is to build a safe sustainable trail.

| 5 | Can we use youth corps crews to help with construction? | No, only the Secretary of Agriculture shall determine the areas under their administrative jurisdictions which are appropriate for carrying out the programs using employees of the Corps in accordance with 16 USC Ch.37, 1703. |
