Inspection and Acceptance:
Inspection and acceptance of deliverables will be performed at destination by the Point of Contact (POC) identified in the contract award. All deliverables will be delivered to Vandenberg SFB, CA 93437.
SECTION 4 — EVALUATION FACTORS FOR AWARD
Addendum to FAR 52.212-2, Evaluation — Commercial Products and Commercial Services (Nov 2021) The Government intends to award a Firm-Fixed-Price (FFP) purchase order to the responsible quoter whose quote, conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In accordance with RFO 12.203(c)(2), the Government is not required to establish a competitive range, score quotations, or have evaluation plans before communicating with quoters or soliciting revised quotations. The evaluation procedures are not subject to FAR Part 15 or FAR Part 14. The following factors shall be used to evaluate quotes in the order listed:
Factor 1 — Price The Government will evaluate all quotes for price, ranking them from lowest to highest Total Evaluated Price (TEP). The Total Evaluated Price is the sum of all Contract Line-Item Numbers (CLINs) in Attachment 2 – Pricing Schedule. Quoted prices must be all-inclusive, incorporating all shipping and handling, delivery fees, applicable tariffs, transaction fees, and any other costs associated with complete delivery of the required items. The Government will not be responsible for any costs not included in the quoted TEP. The Government will determine the reasonableness of the lowest priced technically acceptable offer based on price competition received in response to this solicitation.
Factor 2 — Technical Capability (Including Delivery) The Government will evaluate the quote of the lowest priced quoter to determine whether the offered product(s) meet or exceed all requirements set forth in Attachment 1 – Salient Characteristics. Technical acceptability will be determined on a pass/fail basis using the stated salient characteristics as the standard of evaluation. Additionally, the Government will evaluate the quoter's proposed delivery schedule to confirm it meets or exceeds the Government's required delivery timeframe of 90 days after the date of award. If the lowest priced quoter's offer is determined to be technically unacceptable, or if the proposed delivery schedule does not meet the Government's required delivery timeframe, the Government will proceed to evaluate the next lowest priced quote. This process will continue in order of price ranking until a quote is determined to be technically acceptable in all respects, or until all quotes have been evaluated.
Past Performance Past performance is not an evaluated factor for this acquisition. The commercial nature, well-defined requirements, and dollar value of this purchase make past performance evaluation unnecessary and administratively disproportionate to the acquisition risk.
Responsibility Determination Prior to award, the Contracting Officer will determine that the selected quoter is a source in accordance with RFO 9.103 and RFO 9.104-1. A quote determined to be technically acceptable will not result in award if the quoter is determined to be non-responsible. In such case, the Government will proceed to the next lowest priced technically acceptable quote.
(End of Provision)
