Combined Synopsis/Solicitation / 140A0423Q0002 / Wind River Agency / Removal and Disposal of Existing Garage Doors Materials and the Installation of a new Garage Doors W / ½ hp motors and remote operators buildings 123 and 5 new Garage Doors w/ ½ hp motors and operators at building 132 for the Bureau of Indian Affairs Rocky Mountain Region Wind River Agency in Fort Washakie, Wyoming.

NAICS Code: 333414 Heating Equipment Manufacturing

Set-aside: Indian Economic Enterprise Set Aside with exception for Total Small Businesses in the event there are no qualified IEE’s.

Quote Response Details: The quoter shall respond to this RFQ via email response to: Kathy.eder@bia.gov no later than 1700 MS Friday December 16, 2022.

A site visit will be conducted 10 days after issuance of solicitation, all Vendor's are recommended to attend. Location and Time will be scheduled 10 days after solicitation.

Magnitude of Construction Project:

Per the requirements of FAR 36.204, the project range is estimated to be between $100,000 and $250,000 .

Award Basis: The Government will review the lowest quote for technical acceptability (which will include a review of the quoted materials that are to be installed and the quoter’s demonstrated experience and technical capability), as well as make a responsibility determination of the vendor. The vendor must also be registered in SAM.Gov as an SB under the awarding NAICS code to be eligible for award. If the lowest quoted vendor is technically acceptable, is determined to be responsible and meets the set-aside requirements, that company shall receive the award (if pricing is determined to be fair and reasonable). If it is determined that the lowest quoter does not meet the requirements stated above, the government will review the next lowest quote and review in accordance with the steps as stated herein.

Davis Bacon Wage Rates apply to the work to be performed under this Contract and those rates are attached.

Pricing:

Contractor to provide a lump sum price to include all labor and material to complete the project as outlined in the Statement of Work and all applicable attachments. Bid price should be stated on Pages 2 and 3 of the SF-1442.

Work Hours:

The performance period established for this contract is based upon all work being conducted during regular working hours between 8:00am and 5:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made by the Government for access to the work site and inspection.

Safety and Quality Control Plan:

Contractor must have in place effective quality assurance and safety plans and to provide a copy if requested by the government.

Submittal of Questions:

Offeror is to consolidate questions related to this solicitation in a request for quote (RFQ) is to be emailed and attachment to the solicitation point of contact by December 5, 2022. All questions must be submitted in writing. Contacting questions can be directed to Kathy R Eder at Kathy.eder@bia.gov. Performance and Payment Bonds: See FAR 52.228-15.

The Contractor shall be responsible for obtaining and submitting the Contractor's performance and payment bonds and insurance certificates within ten calendar (10) days of contract award.

Liquidated Damages-Construction: Liquidated damages shall be assessed on 91st day after Award if the project is not completed and shall continue at the rate of $506.32 per day until COR confirms the project is completed.

Appointment of Contractor Representative/Superintendent:

Prior to commencement of work on this contract, the contractor shall provide to the Contracting Officer, the name and telephone number of at least one responsible individual who will serve to respond to operational problems and/or emergencies daily. The contractor agrees that the notice to the designated representative shall constitute notice to the contractor and agrees to be bound by any commitments or representations made by the representative.
