FA4608-21-Q-S001

This is a combined synopsis/solicitation for performance based, commercial Catholic Religious Education (RE) Coordinator services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate RFQ will not be issued.

This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4608-21-Q-S100, in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2020-06TA effective 5 June 2020). The North American Industry Classification System (NAICS) number is 813110 Administrative Services and PSC Code G099, and the small business size standard is $7.5 million. The proposed acquisition is set-aside for small businesses. All small businesses are encouraged to participate by submitting quotes.

2. Please respond to this RFQ by emailing response to: Delores Harris@ delores.harris.2@us.af.mil no later than 12:00 pm CST, February 20, 2021 (or sooner if possible) in order to be considered timely. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. 3. The Deputy Wing Chaplain will conduct interviews on 23 February 2021. Interviews will be conducted in person IAW CDC COVID 19 guidelines. 4. This requirement is a total set-aside for "small business". Only quotes submitted by "small business concerns" will be accepted by the Government. Any quote that is submitted by a contractor that is not “a small business concern " will not be considered for award.

5. 52.212-1- Instructions to Offerors –Commercial Items is incorporated by reference. The following addenda applies to the provision:

(c) Period for Acceptance of Offers. “The offeror agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes.”

6. 52.212-2—Evaluation Commercial Items

(a) The Government will award a contract resulting from this combined synopsis to the responsible vendor whose offer conforming to the PWS will be most advantageous to the Government. The following factors shall be used to evaluate offers:

i. Price – fair, reasonable, and balanced

ii. The technically acceptable lowest priced offer will be determined by an evaluation of the proposed solutions to meet the requirements of the PWS on an Acceptable/Unacceptable basis.

If the Government receives 3 or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives 3 or more initial quotes the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price.

Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

7. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.

8. Invoices. All invoices must be submitted electronically through WAWF.

9. The following FAR/DFARS provisions and clauses are applicable to this solicitation and may be accessed from http://farsite.hill.af.mil.

A. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items.

B. IAW FAR 52.212-2 – Evaluation – Commercial Items. The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the PWS will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

i. Price - fair, reasonable, and balanced. A potential six-month extension IAW the clause FAR 52.217-8 will be evaluated at the pricing of the final option year divided by two. In the event of an extension under the clause, it will be exercised at the prices of the prior contract year

ii. Technical Acceptability – determined by interview and meeting education requirements.

C. Offerors shall remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS IAW FAR 52.212-3, following the instructions as provided in the clause.

D. By offer submission in response to this RFQ the offeror agrees to comply with all terms and conditions IAW FAR 52.212-4 – Contract Terms and Conditions – Commercial Items.

E. Offerors shall comply with all items as indicated by “X” in FAR 52.212-5 – Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
