C. Instructions to Offerors

1. Submit a Management Plan that adequately demonstrates the Contractor’s ability to meet the requirements of the attached Performance Work Statement, including, but not limited to: transition plan

(i.e., performance to start 1 May 2023, etc.), professional patient care, local recruitment plan, on-boarding new hires, monitoring performance, risk assessment, training, and protecting patient information IAW

HIPAA. Additionally, the Management Plan should contain samples of historical data reflecting targets/goals and results. NOTE: The Government may evaluate the Management Plan less advantageous if it’s determined that an Offeror’s plan does not provide enough staffing or if it’s determined that there would be a drop in quality in the event of staff loss.

2. The Government intends to include the Management Plan as a part of the contract, excluding sample historical data.

3. The Management Plan shall be submitted in size 12 font, Times New Roman style. Offerors may submit a 1-page cover sheet which does not apply to the 5-page limit. Sample historical data shall not exceed 10 pages and do not count against the 5-page limit of the Management Plan.

4. All pricing shall be submitted on “Attachment 2 - Quote Sheet.” Ensure that unit prices extend to no more than two (2) decimal places and are submitted in either Great British Pounds (GBP) or United States

Dollars (USD). Quotes submitted in GBP will be converted into USD using conversion rate of 0.7200 for the purpose of price evaluation.

5. Contractors do not have “civilian component” status under the NATO Status of Forces Agreement in the United Kingdom. Contractor employees may be required to pay UK taxes.

6. To be considered responsive, all responses must include Management Plan, completed price sheet

(Attachment 2), and completed FAR 52.212-3. Past Performance will be assessed during the responsibility check (absence of Past Performance is determined to be neutral). NOTE: Sources of Past

Performance may include, but not limited to information independently obtained from other Government and commercial sources during past performance evaluation, past performance information retrieved using all CAGE/DUNS/SAM ID of the Contractors who are part of a partnership/joint venture or teaming agreement identified in the Offerors proposal, inquiries of owner representative(s), in Contractor

D. Basis for Award

1. The Government intends to award to the responsible Offeror, IAW FAR Part 9.1, whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factor(s) considered. Failure to meet a requirement may result in an offer being determined unawardable. The following factors shall be used to evaluate quotes: MANAGEMENT PLAN and PRICE.

a. MANAGEMENT PLAN: Quotes must adequately demonstrate Contractor ability to meet the requirements of Solicitation Attachment 1 PWS and conform to C. Instructions to Offerors.

b. PRICE: Complete the Quote Sheet (Solicitation Attachment 2). Total Evaluated Price (TEP) shall be the aggregate of the base period, each option year, and 50% of the final option year of services IAW

52.217-8, Extension of Services. In doing so, the Offeror accedes to the contract terms and conditions as written in the solicitation with attachments. NOTE: Do not include complex formulas. It is the Offeror’s responsibility to validate errors.

2. Offerors should propose the best available pricing to the Government for each CLIN in arriving at the most competitive price. Price information submitted in each Offerors price proposal, as required by the

Instructions to Offerors, will be evaluated to determine if proposed prices are fair and reasonable.

3. MANAGEMENT PLAN is more important than PRICE. The Government will make a Best-Value decision based on MANAGEMENT PLAN and PRICE.

4. The Government will evaluate Offers for award purposes by adding the total price for all option years to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option year prices are significantly unbalanced. Evaluation of option years shall not obligate the

Government.
