About this file
This is a Request for Proposal (RFP) for Firm-Fixed-Price Non-Personal Healthcare Staffing Services for temporary pharmacist support at the Standing Rock Service Unit (SRSU) of the Indian Health Service.
The solicitation number is 75H70626R00022, issued by the Great Plains Area Indian Health Service. The requirement is for qualified pharmacist personnel to support pharmacy operations at Fort Yates Hospital and McLaughlin IHS Clinic in North Dakota and South Dakota. The anticipated contract is a Firm-Fixed-Price (FFP) non-personal healthcare services contract with a base period of six months (September 15, 2026 – February 28, 2027) and nine optional six-month extension periods, for a maximum five-year duration. The Government estimates a need for approximately 2.0 full-time equivalent pharmacist positions but does not guarantee minimum staffing levels or workload. Offerors must submit firm-fixed-price proposals for each month of service (MOS), with pricing covering all personnel, benefits, supervision, management, credentialing, licensing, administrative support, and overhead costs. The Government will evaluate proposals based on technical capability, past performance, management approach, and price, with non-price factors being significantly more important than price. The solicitation is issued as an Indian Small Business Economic Enterprise (ISBEE) set-aside under NAICS Code 561320 with a size standard of $34.0 million. Proposals are due August 21, 2026, at 12:00 PM CDT, with questions due by August 10, 2026. The contractor must provide all required certifications, licensing documentation, training completion records, and credentialing materials. Invoices must be submitted electronically through the Department of Treasury Invoice Processing Platform (IPP), with payment based on satisfactory completion of services rather than hours worked.

The Government intends to award a
Firm-Fixed-Price, Non-Personal Healthcare
Services Contract to the responsible Offeror whose proposal conforms to all solicitation requirements and is determined to provide the best value to the Government.
The Government intends to evaluate proposals and make award without discussions. Therefore, Offerors should submit their best technical and price proposal initially. The Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
Evaluation Factors: The following are the technical criteria that will be used to evaluate the proposals for this contract effort, along with their relative weight of importance. The individual members of the evaluation team will determine an overall rating based on completeness of information, qualifications, experience, and education.
The Government will evaluate proposals using the following factors:
1. Technical Capability;
2. Past Performance;
3. Management Approach; and
4. Price.
Technical Factor Rating Definitions
