About this file

This is an Amendment to a federal solicitation containing Questions and Answers for Solicitation No. 75H70626R00022, issued by the Aberdeen Area Indian Health Service (Federal Building, 115 Fourth Ave SE, Aberdeen, SD 57401) on July 29, 2026, with an effective date of August 11, 2026.

The solicitation seeks temporary pharmacist support services to augment permanent federal staffing at two locations: Fort Yates Hospital Pharmacy and McLaughlin Clinic, both in North Dakota. The contract requires up to four (4) pharmacists per period and is structured as a firm-fixed-price award to be made on a best-value basis (not LPTA). The base period runs from September 15, 2026 to February 28, 2027, with nine optional six-month periods extending through August 31, 2031. Fort Yates Hospital Pharmacy operates 24 hours daily with potential night, weekend, and Federal holiday shifts (8, 10, or 12-hour shifts), while McLaughlin Clinic operates 8:00 a.m. to 4:30 p.m. Central Time with no after-hours coverage required. Contractor pharmacists may be required to support both locations, with approximately 28 minutes travel time between sites. Required qualifications include an active pharmacist license, BLS certification, and current Advanced Cardiovascular Life Support (ACLS) certification, with proficiency in inpatient and Emergency Department medications in a rural critical access hospital environment. Estimated pharmacy volumes are 250–300 prescriptions daily at Fort Yates and 150–200 prescriptions daily at McLaughlin. No onsite housing is available, no mileage reimbursement is provided, and no incumbent contractor is currently performing these services. Offerors must acknowledge receipt of this amendment prior to offer submission.

QUESTION 7. Can the Government clarify the expected work schedule for contractor pharmacists, including daily duty hours, shift lengths, after-hours coverage, and whether weekend or Federal holiday coverage will be required at either the Fort Yates or McLaughlin facilities?

GOVERNMENT RESPONSE: Schedules and shifts are expected to vary based on the need to augment permanent staff. The Fort Yates Hospital Pharmacy provides 24-hour coverage, and contractor pharmacists may be required to work nights, weekends, and Federal holidays at that location.

The McLaughlin Clinic operates from 8:00 a.m. to 4:30 p.m. Central Time, with no night, weekend, or Federal holiday coverage anticipated.

Depending on the duty location and permanent staff availability, shifts may be 8, 10, or 12 hours in length.

GOVERNMENT RESPONSE: The Fort Yates Hospital Pharmacy is staffed 24 hours per day to support inpatient and Emergency Department operations. If a contractor pharmacist is scheduled for a night or weekend shift, the pharmacist will be required to remain onsite in the pharmacy for the duration of the scheduled shift.

These assignments are not considered on-call or callback coverage. The proposed rate should be all-inclusive and account for any costs associated with overtime, night, weekend, or other required shift coverage, as applicable.

QUESTION 10. For the McLaughlin facility, can the Government confirm whether pharmacist services will be limited to normal Government business hours, or whether any after-hours, weekend, or holiday coverage may be required?

GOVERNMENT RESPONSE: The McLaughlin Clinic operates from 8:00 a.m. to 4:30 p.m. Central Time. No night, weekend, or Federal holiday coverage is anticipated.
