About this file
This is a Request for Quotation (RFQ) issued under FAR Part 12 commercial simplified procedures for enterprise program support services. The Defense Microelectronics Activity (DMEA) Directors Action Group seeks professional, technical, and systems integration services to maintain, assess, and remediate its enterprise-wide risk management (ERM) and risk management and internal control (RMIC) program. The requirement encompasses compliance support for DoDI 5010.40, DoW OMB A-123 implementation, ISO 9001:2015 quality management systems, ISO/IEC 17025:2017 laboratory competence standards, and ISO 19011:2018 auditing guidelines. Services include systems integration, control testing and auditing, deficiency assessment and CPAR/DARA management, training execution, and annual A-123 Statement of Assurance deliverable preparation. Performance is scheduled to begin October 1, 2026, at the DMEA Complex in McClellan, California (Buildings 1, 2, and 600), with a one-year base period followed by four optional one-year periods exercisable at the Government's discretion.
This procurement is a Total Small Business Set-Aside restricted to Women-Owned Small Business (WOSB) concerns certified under 13 CFR 127.300 or with pending certification applications in the Defense Contracting Certification Database. The contract is firm-fixed-price on an open-market basis, with quotations evaluated on a best-value basis considering technical approach, staffing and labor mix realism, relevant experience/past performance risk, and price—with technical factors weighted significantly higher than price. Quotations must be submitted by August 10, 2026, at 4:30 p.m. Pacific Standard Time via email to Contract Specialist Ryan Tung (ryan.c.tung.civ@mail.mil), structured in two separate volumes: Volume I (technical approach, staffing plan with labor category mapping, and relevant experience) limited to 12 pages excluding appendices, and Volume II (fully burdened commercial rates, option pricing, and travel costs). All offerors must maintain active SAM.gov registration and current representations and certifications. The Government will not conduct discussions and intends to award a single contract without exchanges with offerors. Questions must be submitted by July 29, 2026, at 4:30 p.m. Pacific Standard Time.

3.0 INSTRUCTIONS TO OFFERORS (ADDENDUM TO FAR 52.212-1)
This solicitation is issued as an RFQ under open-market commercial simplified procedures. The Government intends to award a single contract resulting from this solicitation without discussions. Offerors are cautioned to submit their best technical and pricing terms initially.
Quotations shall be submitted electronically via email to ryan.c.tung.civ@mail.mil. The quotation shall be structured into two (2) separate and distinct volumes. The total page limit for the entire quotation is 12 pages, excluding the cover page, table of contents, and any resumes/certifications submitted as appendices.
Volume I: Technical Quotation (No Pricing Information) The Technical Quotation must demonstrate the offeror's capability, commercial experience, and clear understanding of the PWS requirements. It must address the following three elements:
Technical Approach:
Detail the methodology for executing systems integration, control testing/auditing, and deficiency assessment (CPAR/DARA management) across DMEA's operations.
Describe the approach to maintaining compliance with the specialized standards defined in the PWS (DoDI 5010.40, ISO 9001, and ISO 17025).
Outline the strategy for preparing the annual DMEA A-123 Statement of Assurance deliverables.
Staffing and Labor Mix:
Provide a comprehensive staffing plan identifying proposed personnel and their qualifications.
Include a Labor Category & Hours Mapping Matrix. The offeror MUST propose specific commercial labor categories and hours mapped directly to the PWS task requirements (System Integration, Control Testing, Training, and Program Management) to demonstrate realism and capability.
Relevant Experience:
Provide up to three (3) examples of recent (within the last 3 years) and relevant open-market, federal, or commercial contracts of similar scope, size, and complexity.

Representations and Certifications: A statement confirming that the offeror's representations and certifications are active and updated in SAM.gov in accordance with FAR 52.212-3.
Offer Submittal. Offers are due to the Contract Specialist, Ryan Tung, by 1400 (2:00 p.m.) Pacific Standard Time (PST), Friday, 7 August 2026. Via E-mail: ryan.c.tung.civ@mail.mil The Government may reject any or all quotations. The Government reserves the right to cancel this solicitation at any time. The Government will not reimburse any proposal preparation costs or other expenses incurred to respond to this notice.
4.0 EVALUATION FACTORS AND BASIS FOR AWARD (ADDENDUM TO FAR 52.212-2)
4.1 Basis for Award
This procurement is being conducted under open-market commercial procedures (FAR Part 12). Formal source selection procedures described in FAR Part 15 do not apply.
The Government intends to award a single contract to the responsible offeror whose quotation represents the Best Value to the Government, price and other factors considered.
No adjectival ratings or numerical scores will be assigned. Award will be based on a qualitative best-value assessment of the quotations received. The Government will conduct a comparative narrative evaluation of quotations, documenting specific strengths, weaknesses, risks, labor-hour realism, and price analysis to determine which quotation represents the overall best value.
4.2 Relative Importance of Factors
The evaluation factors are listed below:
Technical Approach Staffing and Labor Mix Relevant Experience / Past Performance (Evaluated as Performance Risk) Price Technical Approach and Staffing/Labor Mix, when combined, are significantly more important than Price. Relevant Experience/Past Performance will be considered primarily for assessing performance risk. Price will become more important as quotations are evaluated as becoming more technically equal.
4.3 Factor Evaluation Methodology
Factor 1: Technical Approach The Government will qualitatively evaluate the feasibility, efficiency, and clarity of the proposed methodology to perform the tasks in PWS Section 3.3.
This includes: the integration of IT process architectures with metric systems (PWS 3.3.1); the effectiveness of the proposed control testing and auditing process, root-cause assessment, and CPAR/DARA management (PWS 3.3.2 & 3.3.3); and the training execution plan (PWS 3.3.5).
Factor 2: Staffing and Labor Mix (Labor-Hour Realism) The Government will evaluate the proposed Staffing and Labor Mix for realism, balance, and alignment with the Technical Approach.
The Government will assess whether the proposed commercial labor categories and qualifications are appropriate for the highly technical requirements (e.g., ISO 17025 calibration lab environments and DoDI compliance).
Proposing an unrealistic labor mix, unqualified personnel, or insufficient labor hours may be assessed as demonstrating a lack of understanding of the PWS, which will be documented as a risk or weakness.
Factor 3: Relevant Experience / Past Performance The Government will evaluate the offeror's history of successful performance on recent and relevant projects to assign a Performance Risk Assessment (e.g., High Confidence, Low Confidence). This factor is utilized to assess the risk of unsuccessful performance.
Factor 4: Price The Government will evaluate the price quotation for completeness, mathematical accuracy, and reasonableness.
The Government will perform a labor-hour realism analysis on the price volume to ensure the pricing matches the staffing details provided in Volume I.
Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The evaluation of options shall not obligate the Government to exercise the option(s).
