Summary of Orange County Fire Stations Security Camera Upgrades Phase 2 Project Manual

This is a comprehensive project specification document for Orange County, Florida's Fire Stations Security Camera Upgrades Phase 2 (Solicitation Y26-709), which includes detailed technical requirements for installing digital IP-based closed-circuit television (CCTV) systems across 22 fire stations. The project encompasses the installation of digital cameras with Power over Ethernet (PoE) capability, Category 6 structured cabling infrastructure, network video recording systems, and integrated surveillance equipment. The work includes conduit installation, cable termination, camera placement at specified heights and field-of-view angles (including 180-degree and 270-degree coverage), grounding and bonding systems, and coordination with existing data communication infrastructure. The project spans 15 fire stations across Orange County with specific locations identified, requiring coordination with Owner-approved vendors for equipment procurement and system integration. A non-mandatory pre-proposal conference is scheduled for November 18, 2025, at 10:00 AM, with sealed electronic bids due by December 16, 2025, at 4:00 PM EST through the OpenGov e-Procurement Platform. Technical questions must be submitted by December 1, 2025, at 4:00 PM EST. The substantial completion timeline is 180 consecutive calendar days from the Notice to Proceed date, with work performed during normal business hours (7 a.m. to 5 p.m., Monday through Friday).

The estimated project budget is $745,000.00, with bidders required to provide a 25-year warranty for the cabling system and camera infrastructure covering both link and channel configurations. Contractors must hold a valid Florida low voltage contractors license, current manufacturer certifications as an approved telecommunications system installer, and demonstrate at least five years of direct experience with similar commercial installations within 50 miles of the project location. The project manager must possess current BICSI Registered Communications Distribution Designer (RCDD) certification. Bidding requirements include performance and payment bonds, 5% retainage, drug-free workplace certification, conflict of interest statements, anti-human trafficking affidavits, and proof of E-Verify system registration. Contractors are responsible for maintaining existing systems during construction, providing temporary power and lighting as needed, and ensuring no interruption to Owner operations. The specifications require compliance with TIA/EIA telecommunications standards, National Electrical Code (NFPA 70), 2017 Florida Building Code, and local authority having jurisdiction requirements. Category 6 cabling must meet EIA/TIA-568B.2-1 standards with 100% factory testing and field verification through certified testing equipment. All cable testing results, as-built documentation in AutoCAD format, and comprehensive project closeout materials must be provided prior to project finalization.
