SECTION 01 11 00 – SUMMARY OF WORK
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: The project is located on Wilmington International Airport (ILM) at the Air Traffic Control Tower at 2220 Control Tower Dr, Wilmington, NC.
B. Project Scope: This project consists of replacing the chain link cantilever sliding gate at the entrance to the facility along with the motor operator, safety sensors, detection loops, photelectric sensors and the manual pedestrian gate adjacent to the vehicular gate.
C. Work Must include all labor, materials, and equipment to complete the following:
1. Measure existing conditions to ensure new gate will be sized to fit the existing opening.
2. Remove existing chain link cantilever vehicular gate.
3. Remove the chain link pedestrian gate adjacent to the vehicular gate.
4. Remove the detection loops on either side of the gate.
5. Remove photoelectric sensors on existing gate posts and save for reuse.
6. Remove existing motorized gate controller.
7. Install new 18-foot-wide chain link vertical pivot gate, motor controller, pedestrian gate with new spring closer hinges, and additional chain link fence. As shown on sheet TSC- 24-161-005.
8. Relocate pedestrian gate card reader as shown on sheet TSC-24-161-005.
9. Replace and relocate breaker box adjacent to operator pad.
10. Install barbed wire on top of gates and fence per details on sheet TSC-24-161-005 and
TSC-24-161-007.
11. Install photo electric sensors.
12. Install reversing sensor on bottom edge of gate.
13. Install new detection loops on either side of cantilever gate. Reversing loop on non-secure side and reversing loop and free exit loop on secure side of gate.
14. Install new motor controller on new concrete pad.
15. Install bollards as shown on sheet TSC-24-161-005
16. Provide grounding for the gate system per sheet TSC-24-161-007.
17. Test and adjust gate as needed to operate properly.
1.2 WORK SCHEDULE
A. Acceptable hours of construction are M-F, 7:00AM-3:00PM.
B. The notice to proceed will be issued when the contractor demonstrates, by virtue of material and equipment on site, that they are able to commence the work in earnest. Work will continue during the stated normal working hours until the work is complete. Requests for longer daily hours or

weekend work will be considered if deemed necessary. Notice will be given to the FAA at least 48 hours in advance of any request to extend the normal working hours.
1.3 COORDINATION WITH FACILITY OPERATIONS/ACCESS
A. Contractor Must closely coordinate all work activities with the Contracting Officer’s Representative (COR). Contractor is advised that the work area is at an Air Traffic control facility. Work must be closely coordinated with the COR as to not have an adverse impact on the operation of air traffic on the airport. Workers will be continually escorted by FAA personnel.
B. The contractor will be required to provide security at the gate at all times during construction by means of traffic control and temporary fencing as needed to maintain a secure entrance at the end of each shift.
1.4 ONGOING MAINTENANCE AND OPERATIONS AND WORK UNDER OTHER
CONTRACTS
A. Contractor is made aware of other ongoing operations, other construction contracts and maintenance activities at this facility. All activities must be closely coordinated with the COR as to not impact the operation of the Airport.
B. Cooperate fully with separate contractors and maintenance entities so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract.
1.5 IMPACT TO FACILITY
A. Contractor is made aware that this facility is responsible for the control and navigation of air
1.6 traffic. Contract work and workers must operate in a manner which will not have any adverse impact to the operation of this facility. Contractor Must assure the complete protection to the existing equipment. Closely coordinate all proposed activities with the COR.
PROTECTION DURING CONSTRUCTION
A. Contractor is responsible for providing the proper protection for the existing equipment and the proper protection for the surrounding areas to include protection from physical damage, fumes, dust, and excessive dirt. Construction operations cannot adversely impact the surrounding environment.
1.7 TEMPORARY FACILITIES
A. The Contractor Must provide temporary facilities, as required, to include but not limited to illumination for construction needs, temporary platforms and scaffolds, ensuring an absolute safe working environment. All work Must comply with OSHA standards.
B. The contractor Must be permitted to use facility utility service power after close coordination with the COR for the use of small power tools.

C. Contractor is advised that restroom facilities will not be available for use by contractor personnel.
The contractor will not be allowed to use the facility rest rooms. Temporary sanitation facilities will need to be provided for contractor’s personnel.
D. Contractor is advised that running water is available at this facility.
1.8 CLEANUP AND RESTORATION
A. Contractor is responsible for maintaining the worksite in a clean and safe condition during the
1.9 work shift as well as after work hours. The contractor Must restore the site to original condition upon completion of the project.
PERMITS
A. If permits are required, they will be obtained by the FAA from the Airport Authority.

SECTION 01 14 10 - JOB MANAGEMENT
PART 1 - GENERAL
1.1 SUMMARY
A. This section describes the required performance of administrative job-related requirements necessary for the proper conduct of the work as indicated in this section.
PART 2 - PRODUCTS
2.1 MATERIALS
A. Materials used on this project Must be in accordance with the requirements of the individual sections of these specifications and drawings.
2.2 MATERIALS CONTAINING ASBESTOS
A. No materials or products which contain asbestos in any form may be introduced for use on this project.
PART 3 - EXECUTION
3.1 FIELD MEASUREMENTS
A. Contractor is responsible for making complete field measurements. Check all dimensions at the job site for components requiring fit to surrounding conditions. Check shop drawings and indicate the actual dimension available at all locations.
3.2 PROJECT SAFETY AND HEALTH PROGRAM REQUIREMENTS
A. All on-site work under this Contract Must be performed in compliance with the requirements of all Federal and State Occupational Safety and Health laws and regulations as they apply to construction site activity.
1. Comply with applicable Occupational Safety and Health Standard (29 CFR 1910 and 1926) promulgated pursuant to authority of the Occupational Safety and Health Act of 1970.
2. Comply with any other applicable Federal, State, or local regulations governing workplace safety to the extent that they do not conflict with other clauses of this contract. If a conflict exists between sections of this Contract, the more stringent requirement takes precedence.
3. Take all other proper precautions to protect the safety and health of the contractor’s employees, Federal Aviation Administration employees, and the public. Provide and maintain barricades, guard rails, covered walkways, lighting devices and other protective devices necessary to warn and protect the workmen and public from hazards at the construction site.
4. Contractor Must maintain a Project Safety and Health Plan which Must address site-specific safety and health requirements and procedures to include, but not limited to excavations, fall protection, electrical safety, scaffold safety, cranes, steel erection, welding, burning, and cutting safety, concrete and masonry work.
5. In addition to compliance with applicable statutory and regulatory requirements, the Project Safety and Health Plan Must contain provisions for mandatory safety orientation for every

contractor, subcontractor, and vendor employee assigned or sent to the site. Safety orientation Must cover as a minimum the rules and regulations governing on-site construction activities, special known hazards, accident prevention, emergency procedures, and personal protection equipment requirements. Upon completion of the safety orientation, each attendee will be issued a hard hat sticker. No contractor, subcontractor or vendor employee will be allowed to enter or remain on-site without a hard hat bearing a valid safety orientation sticker. 6. As work progresses, the Plan Must be updated to adapt to new situations and new conditions. Changes to the Project Safety and Health Plan Must be made only with full concurrence of the COR.
7. If any unforeseen hazard should become evident during the performance of the work, bring such information to the attention of the COR, verbally and in writing. Take the necessary action to re-establish and maintain safe working conditions.
8. The Project Safety and Health Plan Must include Safety Data Sheets (SDS) for materials and products to be used on the project. SDSs Must be maintained at the project site where all employees will have access.
B. The Project Superintendent Must act as Safety Director and be responsible for the implementation, execution and oversight of the Project Safety and Health Plan. The Superintendent Must have authority from the contractor to stop work to abate hazardous conditions or unsafe practices, and to eject any contractor, subcontractor, or vendor employee from the project site for failure to comply with safety requirements. The Project Superintendent’s authority, responsibilities, and duties in the capacity of Safety Director Must be incorporated as part of the written Project Safety and Health Plan. These responsibilities Must include, but not be limited to conducting subcontractor pre-construction safety program reviews, conducting the employee safety orientation training, conducting weekly safety meetings, conducting daily site safety inspections, auditing subcontractor safety compliance, conducting accident investigations, and preparing required periodic and special safety reports.
C. When the Contractor is notified by the COR of non-compliance with the safety or health provisions of this contract, the contractor Must immediately, unless otherwise instructed, correct the unsafe or unhealthy condition. If the Contractor fails to comply promptly, all or part of the Work will be stopped by notice from the COR. There will not be any allowance for time or compensation due to work stoppage for an unsafe condition.
D. The contractor will maintain an accurate record of exposure data and all accidents incidental to work performed under this Contract. The contractor must report the exposure data and accidents to the COR.
E. All subcontracts and vendor purchase orders related to this project Must contain provisions requiring compliance with the contractor’s approved Project Safety and Health Plan.
F. Prior to commencing construction, representatives of the Contractor, including the Project Superintendent, Must hold a Safety Meeting with designated representatives of the Contracting Officer for the purpose of reviewing the approved Project Safety and Health Plan and discussing the implementation of the plan.
G. The Contractor Must take all necessary precautions to prevent injury to the public, occupants, or damage to property of others. The public and occupants includes all persons not employed by the Contractor or a subcontractor.
H. Wherever practical, the work area Must be fenced, barricaded or otherwise blocked off from public or occupants to prevent unauthorized entry into the work area.

1. Provide traffic barricades and traffic control signage where construction activities occur in vehicular areas.
2. Corridors, aisles, stairways, doors and exit ways Must not be obstructed or used in a manner to encroach upon routes of ingress or egress utilized by the public or occupants, or to present an unsafe or unhealthy condition to the public or occupants.
3. Store, position and use equipment, tools, materials, scraps and trash in a manner that does not present a hazard to the public or occupants by accidental shifting, ignition or other hazardous activity.
4. Store and transport refuse and debris in a manner to prevent unsafe and unhealthy conditions for the public and occupants. Cover refuse containers, and remove refuse on a frequent regular basis acceptable. Use tarpaulins or other means to prevent loose transported materials from dropping from trucks.
3.3 FIRE PROTECTION
3.4
A. Maintain fire extinguishers at construction site in sufficient number to adequately protect the structures during construction. Provide at least one 20-pound ABC fire extinguisher at intervals not to exceed 500 feet. Provide at least one fire extinguisher for welders or other trades using open flames in the execution of their work. All construction trailers Must possess at least one 10 pound ABC fire extinguisher. Maintain “Fire Watch” personnel, with fire extinguisher in hand, during all welding/cutting or other open flame operations on, within, or near existing facility.
B. Maintain the telephone number of the local fire department and emergency services. Keep number posted conspicuously near telephones throughout site.
DISRUPTION TO SERVICES
A. The loss or shut down of existing FAA air traffic control equipment or associated support equipment for any amount of time will jeopardize safety of the flying public.
B. Disruption to existing utilities, piping, or electrical services must be held to a minimum. Carefully plan work in a manner that such disruptions are coordinated with the COR. Any operation which requires shut down of some portion of the facilities operation must be closely coordinated 10 days in advance with the COR.
C. Maintain storm sewers and sanitary sewers in service at all times. If it becomes necessary to disrupt one of the utilities, provide temporary service around the construction or otherwise construct the structure in a manner that the flow is not curtailed.
3.5 ENVIRONMENTAL PROTECTION AND POLLUTION CONTROL
A. The contractor Must perform all work necessary to implement and accomplish a program to prevent environmental pollution during or because of construction performed under this contract.
B. Take necessary precautions to prevent contamination of soil or atmosphere by the discharge of noxious substances resulting from construction operations. Provide equipment and personnel and perform emergency measures necessary to contain any spillage. If contamination of the soil does occur, excavate contaminated soil and dispose of at an off-site location in accordance with applicable Federal, State and local regulations. Fill resulting excavations with suitable backfill and compact to the density of the surrounding undisturbed soil.
C. Take measures to prevent dispersal of pollutants into the atmosphere. Do not dump or otherwise discharge noxious, volatile, or harmful fluids into drains or sewers.

3.6 HANDLING OF HAZARDOUS MATERIALS
A. If suspect hazardous materials are encountered during this project notify the COR immediately. Do not disturb suspect hazardous materials.
3.7 BLASTING
A. Blasting will not be permitted at this site.
3.8 HAUL ROUTE
A Coordinate a haul route with COR which will minimize impact to the airport operations.
3.9 MATERIALS AND EQUIPMENT
A. Ordering of Materials: Orders for materials and equipment Must be made promptly after approval of submittal to avoid any delay to project schedule.
B. Transportation and Delivery: Arrange for delivery to avoid impact to project schedule and to avoid impact to the operation of the existing facility. Deliver materials and equipment in their original, unopened containers bearing the manufacturers label.
C. Storage: Store materials and equipment to provide protection from damage from damage, dust and moisture. Store all flammable or volatile materials properly outdoors.
D. Store granular materials in a well-drained area on solid surfaces to prevent contamination.
E. Arrange storage in a manner to provide easy access for inspection.
F. Manufacture and Fabrication: Design, fabricate and assemble materials and equipment using the best engineering and shop practices. Manufacture all like parts of duplicate units to standard sizes and gages, to be interchangeable. Two or more items of the same kind Must identical. Equipment capacities, sizes and dimensions shown or specified Must be adhered to unless variations are approved in writing.
G. Manufacturer’s Instructions: When contract documents require that the installation of the work Must comply with the manufacturer’s printed instructions, obtain and distribute copies of such instructions to those involved in the installation, including (2) copies to the COR. Maintain one set of instructions at the job site. Strict adherence to the manufacturer’s instructions is required. When project conditions or unique circumstances require deviation from the printed instructions, consult with the COR for further guidance. Do not proceed until clear direction has been obtained.

SECTION 32 31 10 VERTICAL CHAIN LINK PIVOT GATES
PART 1 - GENERAL
1.1 SUMMARY
A. Section Includes:
1. Vertically pivoting low voltage electrically operated vehicle access gate.
a. Fully welded gate frame.
b. Gate operator of a vertical pivot type, for opening and closing the gate.
c. Receiving yoke.
2. Concrete and earthwork for operator and yoke pads.
3. Contact Edge and Photoelectric non-contact external entrapment protection devices.
1.2 PERFORMANCE REQUIREMENTS
A. Gate Dimensions
1. Width - 18 feet as indicated on drawing # TSC-24-161-004.
2. Height - Operator Pad surface to top of gate 8 feet which includes 7 feet of chain link fabric and 1 foot of barbed wire. As indicated on drawing TSC-24-161-006.
B. Structural Performance: Engineer, fabricate, and install gate systems to withstand gate dead loads and wind live loads of 75 mph.
1.3 SUBMITTALS
A. Product Data: Submit sufficient manufacturer's data to indicate compliance with these specifications. Mark data to indicate:
1. Details of material and construction.
2. Recommended installation requirements to properly accommodate the proposed gate and accessories.
B. Shop Drawings: Submit shop drawings for fabrication and installation. Include plans, elevations, and detail sections. Indicate materials, methods, finishes and types of joinery, fasteners, anchorages, and accessory items. Provide setting diagrams and templates for anchorages, sleeves, and bolts installed by others. Shop drawings to be field verified by installer.
1.4 REFERENCES
A. Comply with applicable Federal, State and Local codes and project standards. Comply with requirements of Authorities Having Jurisdiction (AHJ) in project location.

B. Chain link Fencing Standards:
1. Fencing and Gates: Chain Link Fence Manufacturer's Institute "Specifications for Fenceposts, Gates and Accessories". Install in accordance with ASTM F567.
1.5 QUALITY ASSURANCE
A. Gate Operator Manufacturer Qualifications: Minimum three (3) years documented experience producing systems specified in this section. Furnish UL 325 Listing Certification from the Nationally Recognized Testing Laboratory for Gate Operator specified in this section.
B. Gate Panel Fabricator Qualifications: Minimum three (3) years documented experience in automated gate panel fabrication. Furnish detailed drawing of gate panel construction/fabrications that is following ASTM F2200.
C. Installer Qualifications: An experienced installer who has completed fences and gates similar in material, design, and extent to those indicated for this Project and whose work has resulted in construction with a record of successful in-service performance as well as compliance with section 1.5 A. 1. previously outlined.
1.6 DELIVERY, STORAGE AND HANDLING
A. Store components to avoid damage from moisture, abrasion, and other construction activities.
Carefully store materials off the ground to provide proper protection against oxidation caused by ground contact.
1.7 PROJECT CONDITIONS
A. Field Measurements and Verification: Installer Must measure, verify, and generate dimensions where Gate and Operator are to be located. Indicate specific location of gate regarding existing roadways, proposed roadways, curb locations, grade changes and elevations. Indicate specific location of Gate Operator and its respective concrete foundation; include surrounding landscaping, fencing, buildings and other fixed stationary objects near the gate operator and gate panel in both open and closed positions.
1.8 COORDINATION AND SEQUENCING
A. Coordinate gate installation with line fencing and paving. Gate and Operator can be installed independent of paving providing that the Operator concrete foundation is in place, including

electrical control conduits. Upon completion of installation, place the Gate in an open position and maintain vertically clear of traffic and surrounding fence line installation.
B. Operators are designed for 120-volt 20-amp primary service and 24 Volt DC battery back-up (recommended two (2) Group 24, sealed 12V, Marine Starting batteries to be field supplied and installed). Installer is to coordinate electrical service with electrical design and electrical trades.
Service connection is supplied via underground conduit and recommended to include a GFCI circuit breaker (subject to code or project specifications). Connection is made into a 4" x 4" handy box inside the Operator. Within the box wire GFCI Duplex Receptacle “HOT” off the main breaker. Receptacle may be used for loads under 20 Amps such as hand tools and the like.
1. Operators in specific geographic areas ordered with Infrared Heaters require a separate independent 15 Amp power service to power the heater.
1.9 WARRANTY
A. Standard Warranty: Provide manufacturer's standard three (3) year warranty against defective materials and workmanship after Date of Substantial Completion.
PART 2 - PRODUCTS
2.1 ACCEPTABLE MANUFACTURER
A. Acceptable Products: AutoGate, Inc. Berlin Heights, Ohio. Model VPG2490 Vertical Pivot Gate System.
1. Chain Link 300 - mesh and diagonal bracing.
2. Other manufacturer’s products can be submitted for approval if they are equal in construction and functionality.
2.2 GATE CONSTRUCTION
A. Materials:
1. Aluminum Assembly Framing:
a. Plate, Shapes and Bar: ASTM B221, alloy 6061-T6 or 6063-T6.
b. Extrusions: Alloy and temper 6063-T6 except formed elbows Must be 6063-T4:
c. Round Aluminum Pipe: Standard weight extruded structural aluminum pipe, alloy
6063-T6, mill finish, complying with ASTM B429.
d. Provide lock washer or other locking device at all bolted connections.
2. Threaded Fasteners:
a. All exterior screws, bolts, nut, and washers Must be 300 Series non-magnetic Stainless steel.

b. Provide lock washers or other locking devices such as deformed thread lock or nylon locking nuts at all bolted connections.
B. Fabrication:
1. Fabricate frames of gates from aluminum tubing. Assemble gate frames by welding at corners. Infill gate frames with panels to match adjacent fence panels or project specifications.
2. Configuration: Size and space members in compliance with applicable codes and project specifications. All gate framing members Must be unspliced single pipe or tube length.
3. Bracing:
a. Provide diagonal welded pipe gate trusses to prevent sag.
b. Cable Wind Bracing: Required for gates between 16' or more in length and up to
20' in length. Provide 3/16 aircraft coated cable anchored to the operator and at approximately 2/3 the length of the gate.
c. Masted Wind Bracing: Required for gates over 20' or more in length or more than 7' in height, and/or code requirement beyond 75 mph winds.
1) Provide continuous tube elements which attach to the operator and extend a minimum of 2/3 the length of the gate. Wind bracing is also secured to the bottom of the gate with strut plates.
4. Fully assemble gate leaves in the manufacturer’s shop with no joints, splices, or bolted sections. Open tube ends or sections are not acceptable.
5. Welding: Make exposed joints butt tight, flush, and hairline. Continuously seal joined members by continuous welds.
C. Fabricated frame and infill fabrics: Unpainted mill finish fabrics to match fence line or project specifications color.
D. Barbed wire assemblies: Extend gate post and vertical frame members 12 inches above top of chain-link fabric.
E. Provide components required for receiving yoke anchorage of gate ends. Fabricate anchors and related components of material and finish matching gate frame or specified color.
2.3 GATE OPERATORS
A. Provide gate operator system, including gate operator, field supplied manufacturer recommended batteries, external entrapment B1 type non-Contact sensing devices and external entrapment B2 type Contact Sensing devices.

6. Control Circuitry: Solid state coated Control Board in electrical enclosure. Sealed gate position sensor ensures weather and moisture-proof integrity.
a. Internal Operator Factory Wiring: 16 & 18 Ga. single conductor. Copper w/electrolytic copper compression terminals tin-plated for maximum corrosion prevention.
b. Accessories. Consult accessory manufacturer for installation and specific wiring instructions.
B. Gate Operator System Must be Listed to UL 325 Class IV and the gate panel Must be fabricated in accordance with ASTM F2200.
1. Type A Entrapment Sensing Device - Operator Must have inherent gate position and speed sensing system as part of the gate operator system. Type A Must be constructed such that it may not be removed or bypassed.
2. Operator Must have provision for connection of Control System and for connection of External Entrapment Sensing Devices specified herein after.
C. External Entrapment Sensing Device: Provide the following external entrapment protection devices as appropriate for the specific site conditions to address all potential entrapment zones.
All entrapment areas/zones must be identified by the installer and have physical restrictions of pedestrian access such as fence sections or barrier screening preventing reach through or standing in the entrapment zone, or the installer Must supply additional external entrapment protection devices to protect pedestrians in all entrapment areas.

C. Provide retro-reflective tape on gate frame (MUTCD, FHWA, etc. compliant)
D. Solenoid Lock System: Electromagnetic solenoid system latches preventing internal compo-nents from allowing the gate to be opened from its secure closed position. Automatically en-gages/disengages when an authorized command is sent to the gate operator or if the system is manually bypassed after gaining secure entry into the operator.
E. Optional Items:
1. Gearmotor Heat Cable: Provide thermostatically controlled electric heat cable to maintain favorable operational temperature.

2.6 SETTING MATERIAL
A. Ready-mixed concrete complying with ASTM C94: Normal-weight concrete 3000-psi 28 days compressive strength, 3-inch slump, and aggregate.
1. Portland cement: ASTM C150, Type I.
2. Aggregates: ASTM C33, 1-inch maximum size.
B. Reinforcing Bars: ASTM A615 or governing code/project specification. See drawing TSC-24- 161-006 for pad details.
C. Service and control conduit: Rigid Schedule 40 PVC embedded in concrete. All other conduit and wiring as specified in Division.
D. Expansion Bolts: Threaded or wedge type; galvanize ferrous castings, ASTM A47 malleable iron or ASTM A27 cast steel.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Installer's Examination: Examine conditions under which construction activities of this section are to be performed and ensure all specified criteria is adhered to.
B. Submit written notification to Architect/Engineer, Authority Having Jurisdiction, and system manufacturer if such conditions are unacceptable or in question.
C. Beginning installation constitutes installer's acceptance of conditions.
3.2 ELECTRICAL SERVICE & CONTROLS
3.3
A. Provide all power and control wiring required for the work in accordance with the applicable provisions of NEC 70.
B. Perform all trenching and backfilling associated with this Section. Conduit Must be direct buried except under areas of vehicular traffic where it Must be reinforced concrete encased.
C. Grounding system: All equipment and branch circuits Must be grounded. Provide driven ground rod at service per installation manual, local code, and project requirements. Provide separate ground wire in all branch circuits.
PADS & RECEIVING YOKES
A. Foundations: Construct pads and yoke bases as indicated on the drawings with top of concrete flat and level.
B. Excavation:
1. Locate concrete foundations for operator base on firm, undisturbed soil.
2. Yoke Excavation: Drill or hand-excavate holes.

C. Vibrate or tamp concrete for consolidation. Finish top of foundations, smooth and even. Cure concrete 72 hours before place operator.
D. Fasteners: Install operators and receiving yoke plates with expansion bolts or hardware provided by the Gate system manufacturer.
3.4 OPERATOR INSTALLATION
3.5
A. Install units in accordance with the manufacturer's instructions.
1. Operator Expansion Bolt Mounting: Anchor through operator footpad holes to concrete substrate only after operator final position on pad has been confirmed for exact site needs and operation.
2. Install all loose shipped operator lower panels, debris shields if ordered, screening, and guarding per manufacturer instructions.
B. External Entrapment Sensing Device: Installer Must be responsible for providing, installing, and testing all external entrapment protection devices as appropriate for the specific site conditions to protect pedestrians in all potential entrapment zones. Identifying all potential entrapment zones and the proper operation of these safety devices Must be verified and training as to the operation and maintenance of these devices for the users and owners Must be conducted and documented.
GATE INSTALLATION
A. Connect gate to operator in accordance with gate manufacturer’s instruction.
B. Install gate so that it is plumb and level when fully closed within the following tolerances:
1. Maximum misalignment from true position: 1/4 inch (6.0 mm).
2. Maximum misalignment between adjacent separated members: 1/8 inch (3.0 mm).
3.6 ADJUSTING
A. Adjust and lubricate operating components for smooth, accurate operation free of binding and racking.
3.7 START-UP AND DEMONSTRATION
A. Manufacturer's Service Representative: Provide at least 2 hours of manufacturer's representatives time for start-up and initial operation. Make a final check of each gate operation with Owner's personnel present and immediately before date of substantial completion or commissioning.
B. Instruct Owner's personnel in proper use, operation, hazards, and maintenance of gate. Review emergency provisions, including procedures to be followed if gate does not close or open.
Review and demonstrate manually opening and closing the gate system in the event of total loss of power.

C. Instruct Owner’s personnel in proper use, operation, and maintenance of all accessories and entrapment protection devices and provisions such as but not limited to lights, vehicle presences systems, access controls, photo eyes, contact sensors, barrier screening or fencing, etc.
D. Train Owner's personnel in normal procedures to be followed in checking for sources of damage to wind bracing, operational failures, or malfunctions.
E. Full Wind Rating and Derating: Full wind load rating is subject to the wind bracing remaining in excellent condition and not compromised. Periodic inspection is a must to maintain full wind load rating. Any dents, bends, nicks, and loose bolts will affect the performance of the bracing must be corrected or repaired. Additional, non-factory supplied signage must be approved by manufacturer.
F. Determine that control systems and operating devices are functioning properly.
G. Fill out and sign manufacturer provided Gate Installation Checklist. Installer to retain copy for records. Provide copy to owner, General Contractor, and requesting parties or other Authorities Having Jurisdiction (AHJ).
3.8 CLEANING AND PROTECTION
A. Remove dust or other foreign matter from component surfaces. Clean finishes in accordance with manufacturer's instructions. Clean units in accordance with the manufacturer's instructions.
B. Protection: After installation, protect installed work until project completion.
1. Ensure that finishes and structure of installed systems are not damaged by subsequent construction activities.
2. If minor damage to finishes occurs, repair damage in accordance with manufacturer's recommendations; provide replacement components if repaired finishes are unacceptable to Architect/Engineer.

SECTION 32 31 13 – CHAIN LINK FENCES AND GATES
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes the following:
1. Galvanized steel chain-link fabric.
2. Galvanized steel framework.
3. Barbed wire.
4. Chain link personnel swing gates
1.2 DEFINITIONS
A. CLFMI: Chain Link Fence Manufacturers Institute.
B. Zn-5-Al-MM Alloy: Zinc-5 percent aluminum-mischmetal alloy.
1.3 SUBMITTALS
A. Product Data: Material descriptions, construction details, dimensions of individual components and profiles, and finishes for the following:
1. Fence and gate posts, rails, and fittings.
2. Chain-link fabric, reinforcements, and attachments.
3. Gates and hardware.
4. Barbed wire.
B. Shop Drawings: Show locations of fence, each gate, posts, rails, and tension wires and details of extended posts, extension arms, gate swing, or other operation, hardware, and accessories.
Indicate materials, dimensions, sizes, weights, and finishes of components. Include plans, elevations, sections, gate swing and other required installation and operational clearances, and details of post anchorage and attachment and bracing.
1.4 QUALITY ASSURANCE
A. Installer Qualifications: An experienced installer who has completed chain-link fences and gates similar in material, design, and extent to those indicated for this Project and whose work has resulted in construction with a record of successful in-service performance.
B. Source Limitations for Chain-Link Fences and Gates: Obtain chain-link fences and primary personnel gates, including accessories, fittings, and fastenings from a single source.

PART 2 - PRODUCTS
2.1 CHAIN-LINK FENCE FABRIC
A. Steel Chain-Link Fence Fabric: Height indicated on Drawings. Provide fabric fabricated in one-piece widths for fencing in heights indicated on Drawings. Comply with CLFMI's "Product Manual" and with requirements indicated below:
1. Zinc-Coated Fabric: ASTM A 392, with zinc coating applied to steel wire before weaving according to ASTM A 817, Type II, zinc coated (galvanized) with the following minimum coating weight:
a. Class 2: Not less than 2 oz./sq. ft. of uncoated wire surface.
2. Coat selvage ends of fabric that is metallic coated during the weaving process with manufacturer's standard clear protective coating.
3. Mesh and Wire Size: 2-inch mesh, 0.148-inch diameter (9 gauge).
B. Selvage: Twisted and barbed finish at top and bottom selvage.
2.2 INDUSTRIAL FENCE FRAMING
A. Round Steel Pipe: Standard weight, Schedule 40, galvanized steel pipe complying with ASTM F 1083. Comply with ASTM F 1043, Material Design Group IA, external and internal coating Type A, consisting of not less than 1.8-oz./sq. ft. zinc, and the following strength and stiffness requirements:
1. Line, End, Corner, and Pull Posts and Top Rail: Per requirements for Heavy Industrial Fence.
B. Terminal Posts: Standard weight, Schedule 40 3.375-inch O.D. galvanized steel pipe.
C. Post Brace Rails: Match top rail for coating and strength and stiffness requirements. Provide brace rail with truss rod assembly for each gate, end, and pull post. Provide two brace rails extending in opposing directions, each with truss rod assembly, for each corner post and for pull posts. Provide rail ends and clamps for attaching rails to posts.
1. Minimum 1.660 inches OD pipe.
D. Top Rails: Fabricate top rail from lengths 21 feet or longer, with swedged-end or fabricated for expansion-type coupling, forming a continuous rail along top of chain-link fabric.
1. Minimum 1.660 inches OD pipe.
E. Extended Members: Extend end and corner posts above top of chain-link fabric 12 inches as required to attach barbed wire assemblies.

2.3 TENSION WIRE
A. General: Provide horizontal tension wire at the following locations:
1. Location: Extended along bottom of fence fabric; provided within the bottom 4-inches of fabric.
B. Galvanized 9-gage, coiled spring wire, provided within the bottom 4 inches of the fabric. Zinc coating Must weight 1.6 ounces per square foot minimum. Attach to fence fabric with 9-gage rings on 14-inch centers. Crimp rings tight to prevent noise. No loose or rattling equipment will be allowed.
2.4 GATES, GENERAL
A. Primary personnel gates Must be manually operated, self-closing and have provisions for a “Best Lock” padlock.
B. Primary vehicle gates Must be power operated and activated by an electronic access control system.
2.5 FITTINGS
A. Stretcher Bars: Fabricate one-piece lengths equal to full height of fabric with a minimum cross section of 1/4-inch by 3/4-inch. Provide one stretcher bar of each gate, end post, and two for each corner or pull post.
B. Stretcher Bar Bands: Heavy pressed steel, spaced not over 14 inches on center to secure stretcher bars to end, corner, pull and gate posts. Bands Must be within 4 inches of the top and bottom of fence fabric.
C. Taut reinforcing wires Must be 9-gage installed and interwoven with or affixed with 9-gage fabric ties spaced uniformly between the top and bottom of the fence fabric.
D. Barbed Wire Arms: Twelve-gage pressed steel increasing the height of the gate to a minimum of 8 feet overall. The arms Must extend straight up from the gate frame. Arms Must be capable of withstanding without failure 250 pounds downward pull at the outermost end of the arm. Fasten wires to the arm slots of heavy pins. Arms Must match existing fencing in area, of one of the following:
1. Type I, single straight arm.
E. Tie Wires, Clips, and Fasteners: Provide the following types according to ASTM F 626:
1. Standard Round Wire Ties: For attaching chain-link fabric to posts, rails, and frames, complying with the following:
a. Hot-Dip Galvanized Steel: Nine-gage wire; galvanized coating thickness matching coating thickness of chain-link fence fabric. Spaced at 14 inches OC.

2.6 BARBED WIRE
A. Twisted Aluminized Steel Barbed Wire: Comply with ASTM A 585, Chain-Link Fence grade for the following two-strand barbed wire:
1. Standard Size and Construction: 12-gage line wire with 14-gage diameter, 4-point round barbs spaced not more than 4 inches o.c.
2.7 CAST-IN-PLACE CONCRETE
A. General: Comply with ACI 301 for cast-in-place concrete.
B. Materials: Portland cement complying with ASTM C 150, aggregates complying with ASTM C 33, and potable water.
1. Concrete Mixes: Normal-weight concrete, air entrained with not less than 3000-psi compressive strength (28 days), 3-inch slump, and 1-inch maximum size aggregate.
2.8 GROUT AND ANCHORING CEMENT
A. Nonshrink, Nonmetallic Grout: Premixed, factory-packaged, nonstaining, noncorrosive, nongaseous grout complying with ASTM C 1107. Provide grout, recommended in writing by manufacturer, for exterior applications.
B. Erosion-Resistant Anchoring Cement: Factory-packaged, nonshrink, nonstaining, hydraulic-controlled expansion cement formulation for mixing with potable water at Project site to create pourable anchoring, patching, and grouting compound. Provide formulation that is resistant to erosion from water exposure without needing protection by a sealer or waterproof coating and that is recommended in writing by manufacturer for exterior applications.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Examine areas and conditions, with Installer present, for compliance with requirements for a verified survey of property lines and legal boundaries, site clearing, earthwork, pavement work, and other conditions affecting performance.
1. Do not begin installation before final grading is completed, unless otherwise permitted by
COR.
B. Proceed with installation only after unsatisfactory conditions have been corrected.
3.2 PREPARATION

A. Stake locations of fence lines, gates, and terminal posts. Do not exceed intervals of 500 feet or line of sight between stakes. Indicate locations of utilities, lawn sprinkler system, underground structures, benchmarks, and property monuments.
3.3 INSTALLATION, GENERAL
A. General: Install chain-link fencing to comply with ASTM F 567 and more stringent requirements specified.
B. Post Excavation: Drill or hand-excavate holes for posts to diameters and spacings indicated, in firm, undisturbed or compacted soil.
1. Drill holes for post footings in firm, undisturbed or compacted soil. Holes Must have a diameter equal to 4 times the diameter of the post except where otherwise indicated on the drawings.
2. Excavate hold depths approximately 3 inches deeper than post bottom with bottom of lineposts set not less than 48 inches in concrete base.
C. Post Setting: Set terminal, line and gate operator-mounting posts in concrete footing. Protect portion of posts aboveground from concrete splatter. Place concrete around posts and vibrate or tamp for consolidation. Using mechanical devices to set line posts per ASTM F 567 is permitted. Verify that posts are set plumb, aligned, and at correct height and spacing, and hold in position during placement and finishing operations until concrete is sufficiently cured.
1. Maximum spacing between line posts is 10 feet.
2. Set keepers, stops, sleeves, and other accessories into concrete as required.
3. All posts Must be able to pass a pull test when a force of 48 pounds is applied perpendicular to the fence at the top of the post. The post should not deflect more than 1 inch at the location where the force is applied.
4. Post tops Must be riveted or Must be spot-welded. No loose or rattling fittings will be allowed.
5. Concealed Concrete Footings: Stop footings 2 inches below grade to allow covering with surface material.
3.4 CHAIN-LINK FENCE INSTALLATION
A. Terminal Posts: Locate terminal end, corner, and gate posts per ASTM F 567 and terminal pull posts at changes in horizontal or vertical alignment of 15 degrees or more.
B. Line Posts: Space line posts uniformly at 10 feet o.c.
C. Post Bracing Assemblies: Install according to ASTM F 567, maintaining plumb position and alignment of fencing. Install braces at end and gate posts and at both sides of corner and pull posts. Locate horizontal braces at midheight of fabric on fences with top rail and at two-thirds fabric height on fences without top rail. Install so posts are plumb when diagonal rod is under proper tension.

D. Tension Wire: Install according to ASTM F 567, maintaining plumb position and alignment of fencing. Pull wire taut, without sags. Fasten fabric to tension wire with 0.120-inch- diameter hog rings of same material and finish as fabric wire, spaced a maximum of 24 inches o.c.
Install tension wire in locations indicated before stretching fabric.
1. Bottom Tension Wire: Install tension wire within 4 inches of bottom of fabric and tie to each post with not less than same gage and type of wire.
DI. Top Rail: Install according to ASTM F 567, maintaining plumb position and alignment of fencing. Run rail continuously through line post caps, bending to radius for curved runs and terminating into rail end attached to posts or post caps fabricated to receive rail at terminal posts. Provide expansion couplings as recommended by fencing manufacturer.
DII. Chain-Link Fabric: Apply fabric to outside of enclosing framework. Leave 2 inches between finish grade or surface and bottom selvage, unless otherwise indicated. Pull fabric taut and tie to posts, rails, and tension wires. Anchor to framework so fabric remains under tension after pulling force is released.
DIII. Tension or Stretcher Bars: Thread through fabric and secure to end, corner, pull, and gate posts with tension bands spaced not more than 14 inches o.c.
DIV. Tie Wires: Use wire of proper length to firmly secure fabric to line posts and rails. Attach wire at one end to chain-link fabric, wrap wire around post a minimum of 180 degrees, and attach other end to chain-link fabric per ASTM F 626. Bend ends of wire to minimize hazard to individuals and clothing.
1. Maximum Spacing: Tie fabric to line posts 12 inches o.c. and to braces 24 inches o.c.
DV. Fasteners: Install nuts for tension bands and carriage bolts on the side of the fence opposite the fabric side.
DVI. Barbed Wire: Install 3 strands of barbed wire parallel on each extension arm, on the exterior side of fence, unless otherwise shown. Barbed wire support arms Must have a tight press-fit or Must be spot-welded to preclude surreptitious removal. No loose or rattling fittings will be allowed. Pull wire taut to ninety pounds of tension.
3.5 GATE INSTALLATION
A. General: Install gates according to manufacturer's written instructions, level, plumb, and secure for full opening without interference. Attach fabric as for fencing. Attach hardware using tamper-resistant or concealed means. Install ground-set items in concrete for anchorage.
Adjust hardware for smooth operation and lubricate where necessary.
