Request for Information (RFI)/Sources Sought (SS)
Pilot Candidate Selection Method (PCSM)/Test of Basic Aviation Skills (TBAS) System Support Services
This Request for Information (RFI)/Sources Sought (SS) seeks information regarding availability and capability of all 8(a) qualified firms to perform a potential requirement. This requirement is currently in the SBA 8(a) Program. Responses received will be used for acquisition strategic decision-making purposes only and will not be disclosed outside this agency. This announcement is for informational purposes only. The information obtained may be used for acquisition planning purposes. This announcement does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or otherwise pay for the information solicited. The Government does not intend to award a contract on the basis of this notice. Companies responding to this RFI/SS notice are advised that participation does not ensure involvement in any future solicitation or contract award. No proposals are being requested or accepted under this notice, and this announcement shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract, nor does this synopsis restrict the Government to a particular acquisition approach. Contact with Government personnel, other than those specified in this RFI/SS, by interested firms or their employees regarding this requirement is not permitted. The Government will not pay for any information submitted in response to this announcement.
Any costs associated with providing information to either this notice or any follow-up information requests shall not be reimbursed. Costs incurred as a result of this announcement shall be borne solely by the respondent and shall not be payable by the Government.
Description of the Requirement The 338th Enterprise Sourcing Squadron (ESS), at Joint Base San Antonio (JBSA) – Randolph, Texas (TX), is seeking information concerning the availability of technically capable 8(a) firms to provide non-personal services for the Air Force Personnel Center (AFPC) DP3DA, Accessions & Testing Branch, located at JBSA-Randolph TX, through the mandatory execution of the Personnel Classification Selection Method (PCSM) to all manned and unmanned Officer and Enlisted pilot candidates. These services are required IAW DAFMAN 36-2664, Air Force Military Personnel Testing, and ensure the selection of all manned and unmanned Officer and Enlisted Pilot Candidates are IAW federal Department of Defense and Air Force Regulations. PCSM is the Air Force pilot training subcomponent by which the Air Force selects pilot candidates. The goal is to identify the best qualified pilot training applicants and reduce attrition. AFPC has a need for contractor support and maintenance of its PCSM program and Test of Basic Aviation Skills (TBAS) system. This includes TBAS system maintenance, software maintenance/development, generation of quarterly and yearly status reports, phone support, and operation of the PCSM database to include tracking, scoring, and updating individual PCSM scores. The Service Provider (SP) shall be expected to meet all requirements and responsibilities identified in the attached DRAFT Performance Work Statement (PWS) dated 12 Dec 2023 (see Attachment 2). All interested 8(a) firms are invited to respond to this RFI/SS.
In addition, the 338th ESS is also requesting industry feedback regarding the attached DRAFT PWS.
Please indicate, at a minimum, any questions, suggestions, performance risks, ambiguities, and/or unclear or undefined areas in the DRAFT PWS. Additionally, please provide any recommended changes and/or updates that you feel are noteworthy. The government will not provide responses to any questions or comments received and will not share any information received with any other vendor. All interested

parties are requested to complete and include the attached Industry Feedback-Question and Comment Worksheet (see Attachment 3) with their response.
For purposes of this RFI/SS Notice, the main North American Industry Classification System (NAICS) code for the requirement will be 541513 – Computer Facilities Management Services, Size Standard $37M.
Small Business Information This requirement is currently in the SBA 8(a) Program. Any interested 8(a) concerns must provide sufficient written information to indicate their capability to successfully perform and manage all the requirements listed in the attached draft PWS.
Acquisition Information The Government is contemplating an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period. Information contained in this RFI/SS is subject to change. It is the responsibility of interested parties to check SAM.gov for any changes or updates.
Response Submission All interested parties who believe they can meet all aspects of the requirements are invited to complete the attached Contractor Capability Survey (see Attachment 1) describing their capability and qualifications to provide the required support services. The purpose of using the survey format, in lieu of a free format, is to obtain pertinent and uniformed information from all interested firms. Interested firms must be registered in the System for Award Management (SAM) to be eligible for payment from any Department of Defense activity. Information on registration and annual confirmation requirements may be obtained at www.SAM.gov.
