About this file
This document is a College Response to Vendor Written Inquiry for RFP FRCC-17-05-W regarding an Enterprise Resource Planning (ERP) System for Front Range Community College (FRCC). The inquiry addresses ten substantive questions submitted by potential vendors regarding system requirements and functionality. Key areas of inquiry include payment processing for multiple funding sources (grant funds, company funds, and Colorado 1st funds), refund and reimbursement handling for bulk registrations, state reporting capabilities, system integration with existing ERP platforms (particularly Banner), and electronic voucher acceptance. FRCC also seeks segmentation analysis functionality to track student demographics, service metrics, client industry information, and marketing effectiveness. The college projects administering approximately 2,367 unduplicated trainees annually through programs generating combined revenue of $1,094,000 in FY2017, which will be managed through the proposed ERP system.
Regarding system specifications and desired functionality, FRCC indicated that integration with its existing Banner ERP system is beneficial but not mandatory, classified as a "nice-to-have" feature rather than a requirement. The college does not currently issue vouchers but requires the system to accept vouchers as a payment form from Workforce Centers in PDF document format. State reporting customization is desired, particularly for tracking Colorado 1st Training Grant program data including proposed versus actual trainees and grant dollars; this capability is also classified as a nice-to-have feature. Vendors were requested to provide pricing information based on the projected annual revenue of $1,094,000 and annual enrollment metrics of 2,367 unduplicated trainees to develop accurate cost proposals for the system implementation.

College Response to Vendor Written Inquiry RFP FRCC-17-05-W, ERP System
1. Section: 3.6 Payment Methods/Secure Transactions Requirement: How does the system handle? Payments from multiple entities for the same class (ie grant funds & company funds). Please provide examples of the grant funds used by Front Range.
Grant funds used by FRCC may include:
· Colorado 1st funds through the Office of Economic Development administered through the colleges
· WIOA or other grants from the Workforce Centers used to register their clients in classes
· TAA incumbent worker grant funds used to register people in classes
· Other DOL grant funds
2. Requirement: How does the system handle? Reimbursement for one or more students paid on one invoice/receipt. Please provide an example business scenario for reimbursement situations. Is a reimbursement equivalent to a refund?
Yes, in this question a reimbursement is equivalent to a refund. So if a business pays for multiple employees to attend a class, and all the registration fees are paid on one credit card transaction, how does the system recognize and refund the payor?
3. Section: 3.9 Program Development Tools and Analysis Reports Requirement: Can the system accommodate required State reports?
Please provide state reporting requirements and an example report.
Relevant to sections 3.9, 3.10, and 3.11:
As an example: The Colorado 1st Training Grant program has report templates that track data items including number of trainees proposed and actual and grant dollars proposed and actual. If the ERP system is able to store report templates and we can track related data for those templates within the ERP system, which can then be rolled up into a summary report, that would be beneficial.
This is a “nice-to-have”, but not necessary.
4. Section: 3.11Integration/State Reporting Customizations Requirement: How does the product integrate with other ERP systems (such as SCT Banner, Datatel, PeopleSoft, Jenzabar, etc.)?
Is integration with Front Range’s ERP a requirement for the system or a nice-to-have feature?
Integration with Banner is beneficial but not entirely necessary. It’s a “nice to have” feature.
5. 3.6 Payment Methods/Secure Transactions RFPQuestion: "Can this system produce and accept electronic vouchers?"
‐> How do your electronic vouchers work today? Please describe in more detail the functionality envisioned.
Workforce Centers will occasionally use vouchers in the form of pdf documents as a payment form to register clients in our classes. Does the ERP system recognize vouchers as a form of payment in addition to cash and credit card options? We don’t currently issue vouchers so we don’t need the system to produce them.
6. 3.9 Program Development Tools and Analysis Reports RFP Question: "Does the system provide Segmentation Analysis?"
‐> What is meant by "Segmentation analysis"? Would you like to know where your students are coming from, what courses bring you the most revenue, what payment levels / options are the most popular, etc.? Please provide more detail.
We would like segmentation information on
· Student demographics (income, ethnicity, education level, etc)
· Service demographics (which courses have highest registration, highest gross/net revenue)
· Client demographics (which industries & companies use which of our services)
· Marketing segmentation (what marketing methods are yielding the greatest registration & income)
7. 3.10 Finance and Accounting RFP Question: “(Does the system support) Integration/State Reporting Customizations?”
‐> What state reporting integrations/customizations are needed? What is the desired behavior from the system?
See answer in response to question #3.
8. 3.11 Integration/State Reporting Customizations RFP Question: “How is the software designed to handle State required reporting?”
‐> What are the specific state reports that need to be accommodated? Can you provide examples? What is the desired behavior from the system?
See answer in response to question #3.
9. RFP Question: “Does the system’s reporting functionality assist in supporting a program required to use other systems to run the program? If so, how?”
‐> please clarify your requirements for this question.
This is no longer required.
10. 4.1 Pricing RFP Question: Pricing Sheet ‐> In order to provide pricing, we would like for FRCC to provide us with the follow metrics What is the total annual revenue for all programs that will be administered by the system?
What is the total number of annual enrollments that will be administered by the system?
FY2017 combined program projections:
| Revenue | $1,094,000 | |
| Unduplicated Trainees | 2367 |
