About this file

This is Addendum No. 3 to a Request for Proposal issued by the Central Bidding Department of Colonial School District in Delaware for Behavioral Services and Support (RFP# 4-26-66), dated April 28, 2026. The addendum modifies the original specifications regarding acceptable service classifications and professional certifications. The district seeks qualified vendors to provide School Psychologists, Board Certified Behavior Analysts (BCBAs), Registered Behavior Technicians (RBTs), and School Social Workers for students aged 3-21 under IDEA. The RFP requires a full-time equivalent psychologist working 35 hours per week during the regular school year, with all placements available by August 4, 2026. Proposals must be submitted electronically to bids@dataservice.org by April 30, 2026, at 2:00 PM, with public opening occurring at that same date and time. The contract period runs from August 3, 2026, through August 2, 2027, with renewal options available by mutual agreement.

The addendum clarifies that the district will not review proposals for Behavior Technicians or Paraprofessionals as alternative service classifications but will accept Licensed Clinical Social Workers. The district is open to remote or hybrid pricing arrangements for School Psychologists. RBTs are not required to hold Delaware Para certification to be considered for selection. Notably, the district currently does not have BCBAs on staff to provide supervision for RBT provider certification hours. Vendors must submit a single hourly rate covering all services and provide a budget indicating the optimal number of students they can serve. Award decisions will be based on three equally weighted criteria: cost to run the program (30%), ability to service a broad range of student circumstances (35%), and qualifications and experience (35%). All contractors must provide proof of $1,000,000 in general liability and professional liability insurance, submit three business references, and undergo criminal background checks with appropriate state licensure or certifications required before work begins.
