About this file
This is Addendum No. 2 to an RFP issued by the Central Bidding Department of Colonial School District in Delaware for Behavioral Services and Support (RFP# 4-26-66). The district seeks qualified vendors to provide School Psychologists, Board Certified Behavior Analysts (BCBAs), Registered Behavior Technicians (RBTs), and School Social Workers to support students across all Colonial schools, including specialty programs such as the Colonial Early Education Program. Services will be delivered district-wide as needed across multiple disciplines and building locations. The RFP opening date is April 30, 2026, at 2:00 PM, with proposals due by the same date and time. The contract period runs from August 3, 2026, through August 2, 2027, with renewal options available by mutual agreement. All staff placements must be available by August 4, 2026.
Funding will be provided through monthly deliverable-based payments with no maximum funding ceiling specified. The district anticipates awarding contracts to multiple vendors and will distribute service assignments based on identified need rather than by specific building, program, or discipline. School Psychologists will focus primarily on evaluation and testing activities, while counseling and MTSS support will be secondary components. Supervision structures for BCBAs and the specific number of full-time equivalents needed for each discipline remain undetermined at the time of this addendum. The district will not complete performance evaluations for contracted positions. All exceptions to RFP terms and conditions must be included within formal bid responses. Prior vendor rates and historical pricing information were not provided in the addendum response.
