Salient Characteristics Document Summary
This is a Salient Characteristics specification document for a duplex oil-less scroll air compressor system intended for federal laboratory and research facility compressed-air service. The document establishes minimum technical requirements for a 10-horsepower system consisting of two independently-operating 5-HP pumps in a factory-integrated tank mount configuration. The system must deliver a minimum of 20 standard cubic feet per minute (SCFM) at 145 pounds per square inch gauge (PSIG), operate at a maximum pressure of 145 PSIG, and include an integrated 80-gallon compressed-air receiver. The specification identifies the Powerex STD0503HP as the reference model while permitting equivalent alternatives through brand-name-or-equal procurement.
The required salient characteristics include oil-less dry scroll technology with no lubricating oil in the compression chamber, duplex redundancy capability allowing one pump to operate independently while the other remains available for standby, three-phase electrical service at 460VAC (with 208/230-volt options), sound level of approximately 75 dBA or lower, and manufacturer-standard sequencing controls for duplex operation. The system must be factory-engineered rather than field-assembled, maintain compatibility with existing facility compressed-air distribution systems and FPL equipment, and include commercial support for replacement parts and technical documentation. Evaluation standards require offerors to answer "Yes" to all mandatory characteristics or provide objective manufacturer documentation demonstrating equivalent or superior performance, with the Government authorized to request technical specifications, drawings, and other verification documentation.

SALIENT CHARACTERISTICS
Duplex Oil-Less Scroll Air Compressor Federal Acquisition / Powerex STD0503HP or Equal Technical Requirements
Purpose This document establishes the minimum salient characteristics for a duplex oil-less scroll air compressor system intended for laboratory/research facility compressed-air service. The characteristics are written to identify the Government's required performance, configuration, reliability, and interface requirements.
Basis for Configuration Laboratory requirements dictate a 10-HP, three-phase, oil-less scroll tank mount duplex system using two 5-HP pumps, an 80-gallon tank, and 25.0 SCFM at 145 PSIG and 145 PSIG maximum pressure. Specification also identifies 75 dBA operation and 208/230/460-V three-phase electrical options.
Technical Rationale
• Oil-less operation: eliminates compressor lubricating oil as a source of contamination and is appropriate where clean compressed air is important to laboratory/research operations.
• Duplex redundancy: two 5-HP pumps provide operating redundancy rather than depending on one larger compressor. This can improve continuity of compressed-air service during maintenance or a pump failure.
Required Salient Characteristics – Yes/No Compliance
No. Requirement Yes No 1 Duplex compressor system consisting of two independently-operating, alternating compressor pumps in one factory-integrated system.
2 Each compressor pump shall be rated at 5 HP, for a total system rating of 10 HP.
3 Compressor technology shall be oil-less and dry scroll, with no lubricating oil introduced into the compression chamber or compressed-air stream.
4 System shall provide ≥ 20 SCFM at 145 PSIG when equipped/configured for the high-pressure option.
5 System shall have a maximum operating pressure of 145 PSIG.
6 System shall include an integrated compressed-air receiver with a minimum nominal capacity of 80 gallons.
7 Compressor shall have maintenance compatibility with existing FPL compressed air systems. (PowerEx scroll compressors) 8 System shall operate on 460VAC, three-phase electrical service, as applicable to the facility configuration.
9 System shall provide independent/duplex pumping capability so that one pump can operate while the other remains available for standby or redundancy.
10 System shall be suitable for laboratory/research applications where oil-free compressed air is required.
11 Compressor shall use scroll technology with low vibration and relatively low noise suitable for installation in or near an occupied laboratory/facility environment.
12 System sound level shall be approximately 75 dBA or lower under the manufacturer's stated test conditions.
13 System shall be a factory-engineered tank mount duplex package rather than requiring the Government to separately engineer and integrate two independent compressors.
14 System shall include manufacturer-standard controls for sequencing and alternation of duplex compressor operation.
15 System shall be capable of connection to the existing facility compressed-air distribution system without changing the system footprint, required operating pressure, or reducing required airflow.
16 System shall be commercially supported with replacement parts, technical documentation, maintenance information, and manufacturer/distributor support.
• High-pressure capability: the HP configuration provides operation to 145 PSIG with approximately 25 SCFM at that pressure.
• Integrated package: the duplex pumps, receiver, controls, and associated components are provided as a factory-engineered system, reducing the need for Government engineering and field integration.
• Facility compatibility: 208/230/460-V three-phase options and the 80-gallon receiver support integration with typical industrial/laboratory utility infrastructure.
• Laboratory suitability: specifically require oil-less scroll technology for laboratory/research applications and low maintenance and low noise.
Procurement Note These salient characteristics should not be used to assert that no other manufacturer can meet the requirements unless the Contracting Officer has completed and documented the required market research. For a Brand Name or Equal solicitation, an offeror should be permitted to demonstrate compliance with each requirement. If the Government has additional site-specific requirements—such as exact footprint, connection size, existing controls, electrical configuration, dryer/interface requirements, or compatibility with an existing installation, those requirements should be added because they may materially distinguish the required configuration.
6. Suggested Evaluation Standard An offered product shall be considered technically acceptable only if the offeror answers “Yes” to every mandatory salient characteristic or provides objective manufacturer documentation demonstrating equivalent or superior performance. The Government may request manufacturer data sheets, technical specifications, drawings, wiring information, and other documentation necessary to verify compliance.
