About this file
This is a Statement of Work (SOW) issued by the US Department of Agriculture (USDA) Forest Service for the acquisition and delivery of a duplex high-pressure air compressor system for the Forest Products Laboratory (FPL) Building 50.
The project requires procurement of a PowerEX STD0503HP 460v 3-phase duplex oilless rotary scroll air compressor or an equivalent meeting all specified technical requirements. The compressor must deliver over 20 scfm of volume at a minimum 145 psi supply pressure and feature duplex compressor heads for redundancy with an alternating control system. The unit must include an integrated ASME-registered storage tank with a minimum 80-gallon capacity rated for 200 PSIG working pressure, operate on 460v 3-phase 60Hz electrical service, be of oilless scroll-type design to ensure laboratory-grade air quality, incorporate an integrated automatic tank drain, and utilize a horizontal layout configuration. The compressor will replace the existing low-pressure laboratory air compressor and support nitrogen generators and specialized equipment requiring higher pressure than the standard 55 psi laboratory air supply. The FPL Research Facilities Engineering Department will be responsible for installation, service, and maintenance of the unit. Delivery is required no later than October 30, 2026. No travel, key personnel staffing, security requirements, data rights, Section 508 compliance requirements, or government-furnished items are specified in this SOW.

Project
High Pressure air supply, laboratory air compressor replacement.
General Information
1.0 Scope of Work
The Forest Service (FS) Forest Products Laboratory (FPL) Research Facilities Engineering (RFE) Department is requesting the acquisition of a duplex High Pressure air compressor to support Building 50 specialized equipment and the Nitrogen (N2) generators requiring higher than standard 55psi laboratory air supply. This air compressor will replace the existing low pressure laboratory air compressor. Existing laboratory branches not requiring high pressure will be regulated to 55 psi standard pressure.
To adequately support both the generation of nitrogen and the clean dry air high pressure required by specialized equipment, the compressor must be a stand-alone unit, separate from house air, capable of generating 145 psi of pressure and delivering over 20 scfm of volume. The new compressor must have an integrated storage tank, and be of duplex head configuration, to ensure the supply is uninterrupted during maintenance actions. The compressor must have a pre-installed duplex compressor alternator to ensure that compressor heads usage is equalized, and service intervals are met evenly. Additionally, this unit must be capable of 460v three-phase electrical service and must have an integrated automatic drain for the receiver tank. The duplex compressor heads must be of an oilless scroll-type design, to ensure the generation of clean, dry, laboratory grade high pressure compressed air. The compressor tank and head assembly must be of horizontal configuration to facilitate integration with the old supply system.
RFE will be responsible for the installation, service and maintenance of the new air compressor.
2.0 Background
Acquiring this High Pressure PowerEX STD0503HP 460v 3-phase duplex oilless rotary scroll compressor or Equal Technical
Requirements is essential to ensure the generation of clean, dry, high-pressure laboratory-quality air, nitrogen generation, and support of existing 55 PSIG lab air systems. Ensuring the consistent supply clean, dry high-pressure laboratory-quality air to Building
50 labs including the N2 generators and specialized equipment is crucial in guaranteeing the mechanical integrity and safety of these sensitive instruments.
