CO309-22
Amendment 0001
PART I: QUESTIONS & RESPONSES
1. Would the government confirm if the market analysis should include a feasibility assessment or a cost-benefit analysis of acquiring potential manufacturing capabilities to produce proposed new products?
RESPONSE: This is not a required deliverable.
2. Would the government confirm if they are interested in repatriating products manufactured overseas by U.S. companies, or products purchased directly from foreign-owned companies overseas?
RESPONSE: FPI would be interested in repatriating the overseas products manufactured by both the U.S. and Foreign Companies.
3. Will the government be providing the data on Federal Agency purchases made from non-U.S.
vendors? If "yes," can the government state the type of data (e.g., units, price paid, and product description) that would be provided?
RESPONSE: The awardee will be expected to secure and provide this data.
4. Would the government inform us if the scope of the market analysis is only focusing on purchases within the last 2 years?
RESPONSE: The deliverable for this item indicates the last two (2) fiscal years.
5. Would the government confirm if the market analysis should include an analysis of FPI's current manufacturing capabilities? If "no," will the government provide documentation of FPI's current manufacturing capabilities?
RESPONSE: The market analysis should include an analysis of FPI’s current manufacturing capabilities. Other than what is shared on the website, the awardee should perform an analysis of
FPI’s manufacturing capabilities.
6. Would the government inform us if the competitor analysis would include U.S. manufacturers who have contracted out their manufacturing overseas and import products to supply government agencies, or would the competitor analysis only pertain to overseas manufacturers?
RESPONSE: Similar to question 2 above, the competitor analysis should include both U.S. and
Foreign Companies.
7. So that offeror’s can provide as accurate pricing as possible, could the government please provide additional insight into the scope of the Market Analysis Report? For example, is the government looking for offeror’s to identify and assess 100 new products? Or 1,000 new products?
RESPONSE: The focus for FPI is identification of US companies and all their products that are currently being manufactured overseas. All products under this umbrella are of interest however similar products being manufactured by UNICOR are of primary interest for this analysis.
Secondary focus is on foreign companies that produce similar products to UNICOR offerings and a comparison of pricing and value of the competitive product for review.
Tertiary focus would be on products from both US and Foreign companies currently manufactured overseas that are within UNICOR’s current manufacturing capabilities and business models for potential new product offerings. This last scope could be interpreted to every single product being manufactured overseas and is not the desired focus of our request. There is no specific number of products to be included, further discussions on UNICOR’s capacity and capabilities will determine the scope of this last focus area.
8. When assessing the feasibility of onshoring a given product, is FPI interested in exploring only those products capable of being manufactured in-house by FPI, or those that could be manufactured either in-house or domestic contract manufacturing via FPI?
RESPONSE: FPI is interested only in products capable of being manufactured in house. FPI will procure components required for this manufacturing but does not intend to outsource the primary manufacturing.
9. Can you confirm that the list of bullets under the Deliverable heading in 3.1, Project Kickoff
Meeting, are objectives and data needs for discussion at the kickoff meeting, and do not represent research or analysis that the Contractor is expected to have completed in advance of the kickoff meeting?
RESPONSE: The Contractor should have a working knowledge of the objectives in order to have a meaningful two-way discussion with UNICOR’s Project Team.
10. Can proposals be submitted in Powerpoint?
RESPONSE: PowerPoint is not acceptable for proposal submission. However, PowerPoint would be an acceptable platform if an oral presentation is requested by UNICOR.
11. Can you confirm that the “Federal Stock Classification (FSC)” codes referenced on page 5 of the solicitation are the same as Federal Supply Class (FSC) codes managed by DLA and published in the FPDS Product and Services Code Manual?
RESPONSE: Yes, they are the same.
12. Are all personnel considered key, or only the first three employees, one of each level?
RESPONSE: The RFQ indicates that FPI requests three (3) Key Personnel provided by the
Contractor; Project Manager – Level III, Strategy & Data Analyst – Level II, and Strategy & Data
Analyst – Level I. Additional personnel would not be considered Key Personnel.
13. Would the government consider additional staff apart from the listed Key Personnel, in order to provide price discounts to the government?
RESPONSE: Not including the Key Personnel required, the offeror can determine additional staffing requirements needed.
14. Can we bid additional LCATs beyond the 3 stipulated in the RFQ? And if so should we include them in the Pricing Table (Appendix A) using the same format as Key Personnel?
RESPONSE: Yes, additional Labor Categories can be included and should be listed in the
Pricing Table.
15. Can staff in certain roles be part-time?
RESPONSE: The offeror is responsible for determining the number of labor hours needed for successful contract performance.
16. Can staff begin work for the government upon submission of their NCIC, working offsite and on their own laptops?
RESPONSE: Project Management Team will work with awardee to obtain any needed clearances prior to commencing work on the contract.
17. Since this solicitation is not being issued under the GSA MAS or established GWAC and, in order for industry to provide the best solution with the most competitive pricing, would the government consider removing the Best Commercial Customer Category clause?
RESPONSE: This clause will be removed as award will be DD/DQ Firm-Fixed Price type contract. Please see PART II of this amendment.
18. Can the 3 required references be the same as the case studies, or do you prefer 3 references that are separate from the case studies? Further, do we need to name the client in the case study or is anonymity OK as many of our commercial clients require anonymity?
RESPONSE: The 3 required references should be connected to the case studies submitted.
Regarding anonymity, we require the ability to confirm the validity of the references as well as the content of the case study submitted.
19. The RFQ stipulates that large businesses have to submit a subcontracting plan with their response. If we determine per FPI 1000K2 Subcontract Certification that the contract doesn’t provide for subcontracting possibilities, is a subcontracting plan still required?
RESPONSE: No - if no subcontracting possibilities, a plan is not required. A completed FPI
1000K2 Subcontract Certification would still be required.
20. Will the government please provide a copy of the for FPI 1000K2 Subcontract Certification?
RESPONSE: Yes, this document is attached to the amendment.
21. Can you confirm that this procurement is not a GSA Schedule purchase?
RESPONSE: Confirmed. This is not a GSA Schedule purchase.
PART II – REMOVE CLAUSE
The following clause is removed from the solicitation:
BEST COMMERCIAL CUSTOMER CATEGORY:
Contractor agrees that FPI is in the category of the most favored or best commercial customer category of the Contractor and as such, the Contractor will:

1. A price reduction shall apply to purchases under this contract if, after the award date, the Contractor-
i) Revises downward its commercial catalog, price list, schedule, etc., to its best commercial customers (or category of customers) below the awarded price under this contract;
ii) Grants more favorable discounts or terms and conditions to its best commercial customers than those contained in this contract that would result in prices below the awarded price under this contract, an/or
iii) Grants special discounts to its best commercial customer (or category of customers) that would result in prices lower than the awarded price under this contract.
2. The Contractor shall offer the price reduction to FPI with the same effective date, and for the same time period, as extended to the commercial customer (or category of customers).
The Contractor may offer the Contracting Officer a voluntary price reduction at any time during the contract period.
The Contractor shall notify the Contracting Officer of any price reduction subject to this clause as soon as possible, but not later than 15 calendar days after its effective date.
PART III – FPI 1000K2 FORM
FPI 1000K2, SUBCONTRACT CERTIFICATION, This contract does ( ) does not ( ) provide for any subcontracting possibilities. If answer is in the affirmative, offeror will submit a subcontracting plan in accordance with the requirements of FAR 52.219-9, FPR Temp. Reg. 50;
