1. Background

Federal Prison Industries, Inc. (FPI) was established by statute and Executive Order 6917 in 1934 with a mission to rebuild the lives of individuals who have taken wrong turns in life. FPI’s program provides federal inmates with valuable job and life skills, which, upon release from prison, will enhance their prospects for employment and success within their communities, and it does so without spending American tax dollars. FPI is unique in that it is a manufacturing organization operating within the U.S. Federal Government.

Currently, FPI is comprised of seven (7) business sectors: Agribusiness, Electronics, Clothing and Textiles, Fleet Services, Recycling, Office Furniture, and Services. Throughout the history of FPI, these business groups have changed based on market opportunity and demand patterns. Combined, these business groups provide hundreds of products and services to multiple departments and agencies of the Federal Government such as the Department of Justice, Department of

Defense, and Defense Logistics Agency. While FPI has a private sector customer base, the majority of its customers are

Federal Government agencies.

Aside from producing products and performing services, FPI seeks to prepare inmates to return to society as law-abiding taxpayers with quality job skills, training, and work experience. To further its efforts to expand inmate employment, FPI is interested in expanding effective programs, and conducting ongoing research and data analysis on products purchased by Federal agencies that are manufactured overseas and could be manufactured by prisoners participating in a prison work program without reducing job opportunities for other workers in the United States.

2. Statement of Objectives

The primary objective of this effort is for a Contractor to provide the FPI Chief Executive Officer (CEO) and the General

Manager (GM) for Business Development with a well-defined analysis and identification of market opportunities regarding Federal Agency Overseas Purchases. Specifically, FPI seeks to obtain a thorough Market Opportunity Analysis advising FPI of products purchased by federal agencies that are manufactured outside the United States which might otherwise be procured through FPI.

Page 5 of 33ORDER NUMBER:

1620000004

Repatriation is defined as action by FPI to manufacture products that are commonly manufactured overseas, purchased by federal agencies, and amenable to manufacture by FPI without the reduction of job opportunities for other workers in the

United States. The Market Opportunity Analysis Report must include a detailed summary of the current government overseas purchases and product comparisons to FPI’s current goods and services offered.

3. Tasks

3.1 Project Kick-off Meeting

The Contractor shall lead a Project Kick-off Meeting conducted by its established Key Personnel and other Contractor personnel. The purpose of the meeting is to discuss the planned approach, activities, milestones, and outcomes for the project. The meeting will occur virtually on an online platform compatible with the Government’s system and security requirements.

Deliverable: Main objective of kick-off meeting is for Contractor to fully understand -

• FPI’s current demonstrated schedule of products (https://www.unicor.gov/sop.aspx)

• Federal Stock Classification (FSC) Codes and North American Industry Classification System (NAICS) Codes reviews

• Updated data regarding Federal Agency purchases made from non-U.S. vendors

• Identify off-shore products purchased that are currently being manufactured by FPI

• Identify off-shore products purchased that are within FPIs potential manufacturing capabilities

• What is defined as “Federal Agency Overseas Purchases

3.2 Market Analysis Report

The Contractor must develop a thorough Market Analysis, based on agreed definition of “Federal Agency Overseas

Purchases”, the scope of all Federal Government Agency overseas product purchases as it relates to the goods and services currently provided by FPI/UNICOR. The Contractor will recognize the difference between the legal right to pursue work and an actual opportunity that FPI has a reasonable chance of capturing and fulfilling considering FPI's capabilities

Page 6 of 33ORDER NUMBER:

1620000004 as understood by the Contractor based upon the Contractor’s research, which shall include interviewing FPI personnel and similar market analysis and/or research performed by FPI personnel. All previous and available market analysis and/or research will be provided to Contractor.

Deliverable: Contractor will develop a written report and make a presentation on its Overseas Market Analysis findings of potential products and services which FPI could produce currently produced or provided overseas. The report must include, but should not be limited to the following topics:

• Viable repatriation and manufacturing opportunities currently performed off-shore

Detailed and comprehensive report of related products purchased off-shore, agencies procuring those products, contract type, and amount spent in last two (2) fiscal years

• Competitive analysis of those companies competing in the markets identified by the Contractor

• Total Manufacturing (Products) Market Opportunity by potential repatriation efforts

• Identify products/services currently purchased overseas that are/can/should be purchased by Federal Government

Agencies from FPI under current authorities to align with federal procurement regulations.

4. Deliverable Schedule

The required deliverables are detailed in Table 1 below. All deliverables and performance schedules should be mutually agreed upon by the Government and the Contractor. If no agreement can be reached, the Government reserves the right to establish such schedules unilaterally. 10. Basis for Award

The evaluation of each response to this RFP will be based on the requirements set out in the solicitation.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Organizational Technical Capability

2. Key Personnel

The evaluation of organizational technical capability will be a subjective assessment based on a consideration of all relevant facts and circumstances. It will not be based on absolute standards of acceptable performance.

Offers will be assigned a Confidence rating but will not be scored. The Confidence levels are as follows:

High Confidence – The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract will little or no Government intervention.

Tradeoff Process: It may be in the Government’s best interest to consider award to other than the lowest priced offeror or other than the highest technical rated offeror. This process may include tradeoffs among cost/price and non-cost factors and allows the Government to accept other than the lowest priced proposal if the perceived benefits of the higher priced proposal are determined to merit the additional cost. The Government may make award without discussions; therefore, the offeror’s initial offer should contain their best pricing. Award will be based on the best value to the Government considering the evaluation factors listed above.
