The scope of work includes deep cleaning and sanitization of walls, laundry rooms, common areas, interior windows, floors (both carpets and hard surfaces), vents, bathrooms, and all surfaces. The mandatory virtual pre-bid conference is scheduled for May 20, 2026, at 11:00 AM Mountain Time via Microsoft Teams, and attendance by a company representative is required for qualification. Written questions must be submitted by May 22, 2026, at 2:00 PM MT, with responses issued by May 26, 2026. An optional site visit/walkthrough is available on May 28 or 29, 2026. The anticipated contract start date is July 1, 2026, with award determination based on the lowest responsible bidder considering price as the primary factor, along with service quality and lead time.

Vendors must provide unit pricing with separate additive line items for "spot clean" weeks, with pricing judged on the base deep cleaning proposal. All pricing must be comprehensive, including labor, materials, and any associated fees. CNCC will provide weekly housing for cleaning crews, so pricing should reflect this accommodation. Pricing must remain firm during the initial contract term. Required submission documents include a signature page, W-9, proof of insurance with workers compensation coverage, and the CNCC Response Sheet (Exhibit C). Vendors must demonstrate minimum three years of experience in deep cleaning services, provide at least three relevant client references, and include information on organizational structure, management and cleaning staff experience, staffing controls, and proposed completion timelines. Colorado resident bidders and those utilizing Colorado labor receive preference under state law. Vendors must be registered to do business in Colorado, participate in the federal E-Verify program, and comply with all state tax exemption provisions, conflict-of-interest disclosures, and debarment verification requirements.
