About this file

This is a Contract Data Requirements List (DD Form 1423) establishing data submission requirements for non-destructive testing (NDT) applications related to rails being procured for Watervliet Arsenal. The document specifies that contractors must submit a Certificate of Conformance (COC) for NDT applications (CN 9) with each shipment of rails, referencing DI-MISC-80678 authority and the QAP-APPX-WVA quality assurance procedure. One final copy of the COC must be submitted to the Department of the Army at TAWV-CQD-E, Bldg. 35-E, Watervliet Arsenal, 1 Buffington Street, Watervliet NY 12189-4000, with the first submission due upon first shipment and subsequent submissions required with each additional shipment.

The COC must include specific technical details for the magnetic particle inspection process, including the magnetizing method (head shot, coil, prods, yoke, or cable wrap), amperages used for each inspection field, sequential application details, and visual documentation through pictures or sketches showing part orientation. Additionally, the submission must specify where minimum gauss readings (30-60) are verified and the measurement equipment used (such as QQI or Hall Effect Probe), as well as identify the inspection medium type (wet fluorescent or dry particles using continuous or residual methods). The document was prepared by J. Cannon and approved by William Potter, TAWV-CQD-E, both dated March 3, 2025.
