About this file

This document is a Task Assignment Notification Form for the Florida Department of Environmental Protection (FDEP) under Contract HW560. The assignment authorizes Tetra Tech EC, Inc. to perform soil vapor extraction (SVE) system shutdown evaluation services at the Palace Dry Cleaners site located at 733 S. Orange Blossom Trail, Apopka, Orange County, Florida. The task assignment was executed on October 1, 2020, with FDEP Contract Manager Walsta Jean-Baptiste and Tetra Tech representative Jay McGovern, P.G. managing the engagement.

The scope of work comprises three subtasks: Project Management, SVE Shutdown System Pulsing, and Utility Invoice Services for October through December 2020. The task involves conducting a one-month system pulsing shutdown procedure followed by collection and analysis of influent and three vapor extraction well air samples using EPA Method TO15, with results incorporated into a final SVE system O&M report and site path forward recommendations. The total task assignment value is $10,571.04, consisting of $9,971.04 in fixed price costs and $600.00 in cost-plus fixed fee for utilities (with a $60.00 handling fee). The period of performance extends from execution through March 31, 2021, with the final deliverable due date of December 31, 2020 for the SVE Shutdown Evaluation and Recommended Path Forward Report. Cost allocation includes 47 hours of labor from project managers, scientists, and engineers, along with equipment, travel, laboratory analysis, and field expenses. The only cost-plus fixed fee component is the payment of utilities estimated at $600.00 over three months. No retainage applies to this task assignment.

Dear Ms. Jean-Baptiste:

Tetra Tech, Inc. is requesting a Task Assignment to start the SVE System shutdown procedure at the Palace Dry Cleaners site in Apopka. The following presents a scope of work (SOW) summary and the proposed schedule.

SOW – Field Activities The field activities associated with the proposed SOW will include travel to the site and after the O&M checklist is completed, shut down the SVE system to begin the one month of pulsing per the Department’s SVE System Shutdown guidance. Confirmatory soil sampling is not required, no soil sample collected during the site assessment exceeded a SCTL. After one-month the SVE system will be restarted and influent and three VEWs air samples will be collected and analyzed by EPA Method TO- 15 for the drycleaning constituents of interest. The SVE system will be left running until the next O&M visit.

The Task Assignment request also includes three months of Utility Invoice Services (Oct - Dec 2020) from Duke Energy to operate the SVE system, estimated at $200/month.

SOW – Reporting Following completion of field activities and receipt of the analytical data, the data will be incorporated into a final SVE system O&M report. An interpretation of the results and recommendations for further courses of action will be provided.
