Subject: Revised Cost Proposal – Site Inspection at Aurora Precision Metals, Ocala, Marion County, Florida
Dear Ms. Shirah:
Tetra Tech Inc., (Tetra Tech) is pleased to submit to the Florida Department of Environmental Protection (FDEP) this cost proposal to conduct the Site Inspection (SI) at the Former Aurora Precision Metals Site located at 325 SW 60th Avenue, Ocala, Marion County, Florida. Services provided in this proposal will be completed as four subtasks including: Subtask 1, Project Management; Subtask 2, Site Recon, Quality Assurance Project Plan (QAPP), and Health and Safety Plan (HASP); Subtask 3, Fieldwork including Monitoring Well Installation and Groundwater Sampling; and Subtask 4, Report. These subtasks will include the following activities:
Subtask 1 - Project Management: Project Management includes managing the project scope, schedule, and budget; and procurement of subcontractors. The level of effort is based on the HW560 Contract requirements and assumes 9 hours for Task 1.
Subtask 2 – Site Recon, QAPP & HASP: This task includes conducting a site reconnaissance, completion of a QAPP and HASP for the sampling event, submittal of a Marion County Right of Way (ROW) Utilization Permit application and to coordinate utility location. The level of effort assumes 1 hour for a Scientist V (Gerry Walker [GW]), 14 hours for a Scientist V (Rick Hicks [RH]), 36 hours for a Scientist I (David Huggins [DH]), 4 hours for an Engineer I (Misty Quandt [MQ]), and 4 hours for figure and permit site plan preparation (James Madden [JM]). Subcontracted services for a utility locate by Site Lines are also included in this subtask (three bids attached, lowest bidder).
The site reconnaissance will be conducted by the Scientist V and the Scientist I. At that time, proposed monitoring well locations will be staked and surveyed with a GPS. The Scientist I will return to the site to verify utility clearance, make adjustments based on the marked utilities and survey by GeoTek, make detailed site feature measurements for the background well proposed for installation on County ROW, and then prepare the documentation and drawings to submit for the ROW Utilization Permit for the background monitoring well. The cost of the ROW permit or the need for a modification of traffic (MOT) plan have not yet been determined. Any additional costs
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com related to the ROW permit or MOT plan development/implementation will be shared with FDEP in advance for approval.
Subtask 3 – Well Installation and Groundwater Sampling: This subtask includes monitoring well installation, groundwater sampling, and other field activities conducted by a Scientist I (DH).
The field activities and level of effort summary are described below, and the level of effort, subcontractor, equipment, travel, and supplies needed for this subtask are described in the cost estimate worksheets. Proposed monitoring well locations are shown in Figure 1.
Temporary monitoring well installation and abandonment. Four temporary monitoring wells are proposed. Groundwater occurs in the unconfined Floridan aquifer in this area. Based on the available data the site-specific direction of groundwater flow is inconclusive.
According to the regional potentiometric surface contour map for the Ocala area, the groundwater flow gradient is very low, based on regional groundwater flow the direction of groundwater movement from the site could either be eastward or southwestward.
Therefore, the spatial placement of the monitoring wells attempts to account for groundwater movement to the east, south and southwest from the former APM facility and former drainage area southeast of the building, with a background location to the north.
Depth to groundwater at the site is expected to be approximately 40 to 45 feet below land surface (bls) in the site vicinity.
The temporary monitoring wells will be installed as 2-inch diameter PVC wells installed using a rotasonic drilling rig (selected contractor is Preferred Drilling; see attached quotes).
Each well will be completed to an approximate total depth of 60 feet bls. Actual well depths and screen placement will be determined based on lithology and water yielding potential of the material encountered while coring each well boring. Screens will be placed so that the 10-foot screen is placed in the uppermost transmissive zone below the water table.
Each well will be constructed with a 10-foot-long pre-packed well screen. Clean bagged 20-30 grade filter pack will be emplaced around each well screen to a height of 1 foot above the screen and a 3-foot thickness of fine-grained sealer sand will be emplaced on top of the filter pack. Native material will be allowed to collapse into the boreholes on top of the seal. As soon as the wells are installed, they will be developed by pumping and then purged for sampling. After Tetra Tech completes sampling and a top-of-casing/water level survey, the wells will be abandoned in place by grouting using the tremie method, with the well casings pulled or cut off bls, and the surface restored to the pre-existing condition.
Abandonment of the wells will occur after the groundwater samples are collected, the wells are surveyed and the depths to groundwater are measured. It is anticipated that water and soil cuttings from the drilling activities and development and purge water will be spread and allowed to infiltrate into the soil at the well sites. However, if for aesthetic reasons investigation derived waste (IDW) materials from any of the well locations should be containerized for disposal as IDW, FDEP will be notified and an estimated cost provided in advance for approval. Similarly, if Tetra Tech anticipates changes in drilling scope dictated by field conditions that would increase cost, FDEP will be notified in advance and an estimate of the potential cost increase will be provided for approval.
Groundwater sampling. The four temporary wells will be sampled during the site inspection shortly after they have been developed, with no specific waiting period between development and sampling. Each well will be purged with a stainless-steel submersible pump and new high-density polyethylene tubing using low-flow sampling procedures and samples will be collected for laboratory analysis of 22 Target Analyte List of metals per Method 6010D plus Mercury (Hg) per Method 9470A; and Target Compound List Volatile
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com
Organic Compounds (VOCs, per Method 8260D). In addition, Quality Control (QC) samples are included in the cost proposal for your consideration. These include one field duplicate, one equipment blank for the water used in well drilling, one equipment rinsate blank for sampling equipment (for all analytical methods identified above), and one trip blank (for VOCs only). FDEP guidance (FC1000 in https://floridadep.gov/dear/quality-assurance/content/dep-sops) defers to programs on selection and number of field duplicate samples needed for a given project, although equipment and trip blanks are required. Temperature blanks will be carried in all coolers. A CLP-Like Level IV analytical data package will be provided by the subcontracted analytical services laboratory (TestAmerica) for their deliverable. There is no additional cost to FDEP for the Level IV deliverable.
Other field activities. A hand-held global positioning system (GPS) will be used by Tetra Tech staff to survey latitude and longitude coordinates of the sampling stations. In addition, all monitoring well tops of casings will be surveyed by Tetra Tech staff to a common onsite datum and depth-to-groundwater measurements will be taken during the study to document groundwater flow direction.
The field personnel will mobilize from Tetra Tech’s Tallahassee, Florida office, arriving on site to conduct a reconnaissance and meet with the utility contractor to locate buried utilities in advance of the sampling work and returning to the site to meet the driller and conduct the monitoring well installation and sampling activities. The proposed hours for this subtask include 8 hours for a Scientist V (RH, for coordination and deliverable review), 33 hours for the Scientist I (DH) (for mobilization and field work) and 3 hours for the Scientist I (DH) for the field task deliverable preparation. Tetra Tech’s Tallahassee staff assigned to this project have extensive experience in working for FDEP’s CERCLA and Brownfields Administration program.
The field work is anticipated to be completed in a three-day period, which includes mobilization, monitoring well installation, surveying, sampling, well abandonment, and demobilization.
Subtask 4 - Report:
The level of effort assumes 2 hours for a Scientist V (GW), 4 hours for a Scientist V (RH), 32 hours for an Scientist I (DH), and 4 hours for figure preparation (JM). Report tasks include preparation of draft and final reports documenting the field activities, site conditions, and results of the sampling effort. The report will adhere to the recently developed template for streamlined CERCLA Site Inspection Reports and will include information on site background and observations and findings of the SI. The document will include a site location map, sampling location map, a map showing direction of groundwater flow, and maps showing contaminant concentrations in groundwater. The report will also contain tables of summary information for the groundwater samples collected, monitoring well construction, depths to and relative elevations of groundwater, summary data from the laboratory analyses, and comparisons of analytical results to background concentrations; Florida Groundwater Cleanup Target Levels; and U.S.
Environmental Protection Agency (USEPA) Maximum Contaminant Levels. Appendices will also be provided that include the laboratory analytical data sheets, copies of field notes, groundwater sampling forms, field equipment calibration sheets, chain of custody forms, and site photographs.
Tetra Tech’s cost proposal is based on the following assumptions:
Site access to three of the monitoring well locations to complete the indicated fieldwork has been obtained by FDEP. Tetra Tech will seek ROW access and a ROW Utilization Permit
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com from Marion County for the background well location. There may be additional cost for the ROW Utilization Permit fee and (if required) an MOT plan for construction of the background wells.
The samples will be analyzed by TestAmerica using rates in Contract HW560. There is no additional cost for a Level IV deliverable package. Tetra Tech will coordinate the laboratory’s reservation and analysis.
Electronic copies of all reports and field information (field notes, well installation logs, groundwater sampling forms, etc.) and laboratory results will be submitted to FDEP. Paper copies of reports and project deliverables will not be submitted.
The drilling and sampling will be scheduled once the QAPP is approved by FDEP and
USEPA.
The selected subcontractors will provide the well installation and utility location services.
IDW is not anticipated to be containerized and the project does not currently include cost for IDW collection or disposal.
If additional costs are anticipated by Tetra Tech during implementation of this task, FDEP will be notified in advance for approval.
Tetra Tech is prepared to begin work on this project following receipt of a signed FDEP task order.
A signed task order will reflect the approval of this proposal and authorize use of associated funding required to commence project activities. The total fixed price cost to complete the activities described above is $31,792.71.
Please find a cost summary attached that provides details concerning this cost proposal. Tetra Tech anticipates completion of this project on a fixed price basis and will invoice costs incurred at 100% completion based on approval of deliverables and in accordance with deliverable due dates.
Period of Performance Tetra Tech will begin work on the QAPP and HASP upon receipt of the signed task assignment.
The draft work plan will be submitted to FDEP within 14 days of task assignment and the subsequent field activities and subcontracted services will be scheduled as soon as the work plan is approved. Draft and final deliverables will be provided promptly after laboratory results are reported from the sampling event.
If you have any questions, please call myself or Richard Hicks (850) 385-9899.
Sincerely yours, Gerald Walker, P.G.

COST QUOTE FOR
ROTASONIC WELL INSTALLATION SUPPORT
FDEP CERCLA Site Screening Site
Former Aurora Precision Metals
325 Southwest 60th Avenue
Ocala, Marion County, FL
BACKGROUND
Tetra Tech is requesting a cost quote for providing drilling, monitoring well installation, and well abandonment services for an FDEP site in Ocala, Marion County, FL. The site is an industrial property northeast of the Ocala Airport. Temporary monitoring wells will be installed at three locations on adjacent properties and county right of way surrounding the subject property. Exact monitoring well locations have not been determined, but the wells will be installed at locations accessible to a track-mounted rotasonic drilling rig and support vehicles. After installation and development, the wells will be sampled by Tetra Tech and then abandoned by the contractor. Level D health and safety protocol should be followed. Tetra Tech representative will be on site to coordinate. All site access will be obtained, and all utilities will be located via One Call by Tetra Tech and/or by a private utility locator in advance of subsurface work. The aquifer at this site is the unconfined Floridan aquifer. Depth to groundwater is approximately 40 to 45 feet below land surface. The material at the site includes sands and clays on top of weathered limestone. Well screens will be set in the upper part of the limestone.
SCOPE OF WORK
The scope of work will include:
1- Installing 4 temporary monitoring wells. Details include the following:
a. Post hole or auger each hole for well installation to confirm utility clearance.
b. Decontaminate casing and tools before and between well locations using liquinox and clean potable quality water.
c. It is anticipated that there will be no onsite source of water. Contractor is responsible for providing water for drilling and decontamination.
d. Using rotasonic drilling method, core and drill to an estimated total depth of 60 feet at each location. Retrieve cores for lithologic description by the onsite Tetra Tech representative. It is preferred that the rig used has a 10-foot stroke.
e. Install 4 temporary monitoring wells. Each well will be constructed of 2-inch-diameter polyvinyl chloride (PVC) with a 10-foot-long, pre-packed, 0.010-inch slotted, PVC screen.
A 20/30 grade sand filter pack will be installed to a height of 1 foot above the top of the screen through the direct push casing, followed by a 3-foot seal of fine sealer sand. The remaining annular space will be not be grouted as these will be abandoned after sampling. Each well will be an estimated 60 feet in total depth.
2- Develop each well with a submersible pump after installation. Develop until the amount of recovered water is approximately the same as the amount lost during drilling, or to the satisfaction of the onsite Tetra Tech representative.
3- Abandon the wells after sampling. The Tetra Tech representative will sample and survey the wells while the drill crew is on site. Abandon the temporary well bore holes by tremie grouting after sampling, survey and water level measurement in accordance with St. Johns River Water
Management District requirements.
4- It is not anticipated that investigation derived soil cuttings, mud or development water will need to be drummed. However, be able to provide drums in case some of the material needs to be drummed.
5- Decontamination site will be on porous ground and rinsate can be allowed to soak into the ground. Remove all trash generated from your activities.
6- Obtain all permits for well construction as appropriate.
7- It is not expected that any of the locations will require cutting of concrete or asphalt.
8- Tetra Tech will have each boring location cleared by a private utility locator in advance of doing the work.
9- Include mobilization and per diem costs as appropriate.
10- Drill crew members must have current health and safety training and medical monitoring, with documentation provided to the Tetra Tech project manager before mobilization.
11- Please provide an estimate of time needed to complete this work.
12- Work is anticipated to be performed during May 2021.
Please provide a quote via email to Richard Hicks (Richard.Hicks@tetratech.com) by March 26, 2021 and email or call (850-509-2720) with questions.

SITE LINES LLC PROPOSAL
SITE LOCATION
Aurora Precision Metals Site – 325 SW 60th Avenue, Ocala, FL
PROPOSED SCOPE OF WORK
Site Lines (“Company”) will use Ground Penetrating Radar (GPR) and conventional electromagnetic (EM) pipe and cable locators to determine the location of underground utilities at the site identified by Tetra Tech (“Client”). Of specific concern is the utilities within the area of approximately 4 proposed monitoring well locations. A map of the locations was provided and is attached to the back of this document.
RESULTS OF THE INVESTIGATION
The estimated depth and location of utilities identified during the investigation will be marked on the ground surface using spray paint or other method to be agreed upon by the parties. Designated utilities will also be documented on a field sketch.
The American Public Works Association Uniform Color Codes for the marking of underground utilities will be used.
PROJECT FEE
The fee to complete the project as described within this proposal is: Five Hundred Dollars [$500.00].
Client shall pay Company in full within thirty (30) days of the invoice date, unless the parties have agreed to another payment arrangement in writing. If during the investigation, Company determines that the goals of the project cannot be achieved with the resources available to Company, Company will notify Client as soon as reasonably possible. Under such circumstances, Company will charge Client only for time expended and materials used to date.
CLIENT REQUIREMENTS
Client is responsible for all site access, maintenance of traffic (MOT), site clearing and/or any other logistical considerations necessary to conduct the utility locate.
Client will also provide all pertinent maps of the project site, including those that show the boundaries of the utility locate, pertinent landmarks, and known utilities (if available). Company is not a substitute for Chapter 556, Florida Statutes.
Accordingly, Client is responsible for calling Sunshine State One Call of Florida
(811) before undertaking any invasive activities, whether through Company, any other entity, or on its own.
DESCRIPTION OF COMPANY INVESTIGATION AND LIMITATIONS
A GSSI SIR-4000 GPR system will be used with a 900, 400, or 270 megahertz antenna configuration depending on site conditions and desired targets. The GPR will assist in locating nonmetallic and metallic utilities. Physical surface conditions, subsurface conditions and technical limitations effect the ability of GPR to resolve targeted utilities and/or subsurface structures. Depth and/or diameter of the utility, soil type, moisture/ionic content of the soil, and electrical properties of the soil compared to that of the utility can prevent the GPR from identifying utilities at the site. The diameter of a utility cannot be determined by GPR data. Estimated depths of utilities are directly affected by soil conditions and the material of the utility. A margin of error of +/- 20-25% in depth should be expected when performing invasive activities.
An RD 8000 will be used for the EM survey. Electromagnetic induction which transmits a signal directly into the desired target and passive power detection which locates naturally occurring magnetic fields in energized lines will be identified by detecting and following the signals with a receiver. The EM survey will assist in finding only metallic utilities. The magnetic field and/or induced signal should emanate from the target in a circular geometry. When this occurs, the receiver will receive its peak signal directly above the target. However, when metallic utilities are running near each other, or there is environmental interference from fences, cars or overhead power lines, the signal can become distorted and the peak no longer can be directly over the utility. Care must be taken when doing any invasive work around the utilities. A margin of error of +/- 20-25% in depth should be expected when performing invasive activities. Company’s personnel are highly experienced and certified operators of GPR and EM pipe and cable locators.
Due to the limitations described above, when Client is working around indicated utilities, a minimum of two (2)-feet clearance from either side of the marked utility will be maintained. For absolute confirmation, Client is responsible for exposing any indicated underground utility.
Company will conduct utility investigations in accordance with the level of care and generally accepted professional practices as ordinarily exercised by members of the same profession practicing in the same locality under similar conditions.
REPRESENTATIONS AND WARRANTIES
Neither Company nor its employees or agents are licensed surveyors under Florida law, nor do they represent themselves as such. Accordingly, the work Company is to perform is not a substitute for work typically completed by a licensed surveyor.
Company specifically and expressly disclaims any liability for any type of property damage or personal injury, including but not limited to death, arising from client’s failure to determine that the services of a licensed surveyor are necessary or to retain a licensed surveyor to perform necessary services.
Limitations in technology, complexity of the physical characteristics of the subsurface conditions, and circumstances beyond Company’s control may limit the performance of Company’s utility investigation. For these reasons, Company expresses no guarantee that all utilities and underground structures will be identified and located during this project.
Company is responsible only for locating underground utilities, the presence of which is both known and indicated on site maps to be provided by Client to Company before Company performs the utility locate. Company will use its best efforts to locate both known and unknown utilities within the project boundaries. However, Company will only be responsible for locating utilities, the presence of which is known before Company undertakes its investigation.
Company expressly disclaims any and all warranties regarding specific or desired results.
