About this file

This document is a Task Assignment Change Order (TACO #1) for Contract HW560 between the Florida Department of Environmental Protection (FDEP) and Tetra Tech, Inc. The change order pertains to Task Assignment BF602C for targeted brownfield supplemental site assessment activities at the Port of Fort Pierce (formerly King Maritime Group), located at 101 Port Avenue A, Fort Pierce, Florida 34950, in St. Lucie County. The work is being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement administered by the FDEP on behalf of the U.S. Environmental Protection Agency (EPA). The contract manager for FDEP is Megan Johnson, and the contractor representative is Misty Quandt of Tetra Tech.

The change order documents cost reductions resulting from scope changes that occurred during field work (Subtask 3) for soil and groundwater assessment activities. The original task amount was $50,164.34, which is reduced by $7,694.25 to a new task amount of $42,470.09. Cost reductions include: a $2,178.00 decrease in subcontracted drilling costs due to utilizing one pre-existing monitoring well instead of installing seven new wells; a $5,017.50 decrease in laboratory costs due to fewer soil and groundwater samples collected and reduced quality assurance samples; and a $498.75 decrease from eliminating the need for TerraCore kits for TPH-CWG sample analyses. The change order also extends the final deliverable due date for Subtask 4 (Targeted Brownfield Supplemental Site Assessment Report) from February 25, 2022 to April 15, 2022, and extends the overall period of performance from March 31, 2022 to May 13, 2022, representing a 43-day extension. The invoice schedule establishes three payment milestones: $10,014.85 upon FDEP approval of the QAPP/Work Plan and HASP; $25,371.71 upon approval of field notes and sampling logs; and $7,083.53 upon approval of the final report.

Task Assignment (TA) Change Order #1 – TA BF602CC1 Port of Fort Pierce aka: Former King Maritime Group Site ID # ERIC_15269 Targeted Brownfield Supplemental Site Assessment Activities

This Task Assignment Change Order (TACO) is for changes in cost associated with scope changes that occurred during the field work (Subtask 3) These changes include: a decrease in subcontracted drilling cost; a decrease in laboratory cost; and a decrease in number of Encore samples needed. This TACO also serves as a time extension to the final deliverable due date for Subtask 4 - Targeted Brownfield Supplemental Site Assessment Report and a time extension to the overall Period of Performance. This work was conducted at the Port of Fort Pierce aka: Former King Maritime Group site, located at 101 Port Avenue A, Fort Pierce, Florida 34950. The services under this task are being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement that is administered by the Department on behalf of the U.S.

Environmental Protection Agency (EPA).

Subtask 1: Project Management This TACO does not include any costs changes associated with this Subtask.

Subtask 2: QAPP/Work Plan and HASP This TACO does not include any costs changes associated with this Subtask.

Subtask 3: Targeted Brownfield Supplemental Site Assessment Activities Following the scoping site reconnaissance, it was decided to incorporate one pre-existing monitoring well into the groundwater monitoring network. This reduced the number of new monitoring wells from seven to six, reducing the subcontractor drilling costs, including the handling fee, by ($2,178.00).

Due to many areas of pavement which prevented the collection of surface soil samples and the presence of buried utilities or other obstructions at several of the pre-selected sampling locations, there was a reduction in soil samples collected. Due to a laboratory error, all samples for TPH-CWG analyses exceeded their holding time and were analyzed http://www.floridadep.gov/

March 24, 2022 www.FloridaDEP.gov by the laboratory at no cost. There were also fewer groundwater samples collected than originally scoped. Reductions in samples resulted in corresponding reductions in the number of QA samples required. This resulted in a decrease of ($5,017.50) for laboratory costs.

Previously TerraCore kits were needed for TPH-CWG samples. The laboratory no longer needs to use TerraCore kits for these analyses, therefore the cost of these kits, ($498.75), was removed.

The above changes resulted in a decrease of ($7,694.25) for this Subtask.

Subtask 4: Targeted Brownfield Supplemental Site Assessment Report Included in this TACO is a deliverable due date time extension for this Subtask. This TACO does not include any costs changes associated with this Subtask.

Summary The Department’s SRP Contract Manager and Tetra Tech’s Contract Manager have both agreed to the above changes. All changes noted above represent a total overall cost decrease of ($7,694.25). The changes were noted in the TACO Request received from Tetra Tech, Inc. on March 23, 2022. The final cost associated with this TA decreased from $50,164.34 to $42.470.09. Documentation of the changes is included in the attached TACO Request, the Delta LOE spreadsheet and the Cost Actual LOE spreadsheet, the subcontractor invoice, the laboratory chains of custody and sample receipts, and the TACO Form for BF602CC1 prepared by the Department. The final deliverable for Subtask 4 – Targeted Brownfield Supplemental Site Assessment Report, must be received by the Department no later than April 15, 2022.

Cleanup Programs Consolidated Contract HW560

Subject: Change Order Request – Phase 3, Targeted Brownfield Assessment at Former King Maritime Group (AKA: Port of Fort Pierce), Fort Pierce, St. Lucie County, Florida

Dear Ms. Johnson:

Tetra Tech is providing this change order request to the Florida Department of Environmental Protection (FDEP) to document changes in cost associated with scope changes that occurred during the field work (Subtask 3) for the third phase of Targeted Brownfield Assessment activities at the Former King Maritime Group Site at 101 Port Avenue A, Fort Pierce, Florida. We are also requesting a time extension for completion of the final report (Subtask 4) in this change order.

The scope changes necessitating the change order are described below and in the attached Change Order and Change Order Delta workbooks.

Subtask 1 - Project Management: No changes.

Subtask 2 - Work Plan & Health and Safety Plan (HASP): No changes.

Subtask 3 – Soil Sampling, Well Installation, and Groundwater Sampling:

A. Decrease in subcontracted drilling cost. One pre-existing monitoring well was incorporated into the groundwater monitoring network, which reduced the number of new wells from seven (7) to six (6). This reduced the drilling cost by $1,980.00. The invoice from the drilling subcontractor is attached.

B. Decrease in laboratory cost. Fewer samples were collected than those included in the original cost proposal. This was due to a decrease in the number of soil, water and QA samples actually collected or analyses invoiced by the laboratory. The reduction in soil samples was due to the many areas of pavement which prevented the collection of surface soil samples and the presence of buried utilities or other obstructions at several of the pre-selected sampling locations. All samples for TPH-CWG analyses exceeded holding time due to a laboratory error and were analyzed at no cost. Also, fewer groundwater samples were collected than were included in the original TA cost proposal. Reductions in samples resulted in corresponding reductions in the number of QA samples required. The changes in numbers of samples and resulting cost difference are shown in the Change Order Delta LOE 3 Worksheet. Actual samples collected are documented in the attached copies of the sample “Chains of Custody and sample receipts.

C. Decrease in number of Encore samples needed. Previously TerraCore kits were needed for TPH-CWG samples. The laboratory no longer needs to use TerraCore kits for these analyses, therefore this cost was removed from the project.

Subtask 4 - Report: Due to drilling subcontractor scheduling issues, the field work was conducted approximately four weeks later than anticipated in the original schedule for the task assignment.

Tetra Tech requests a change in the final deliverable due date from February 25, 2022 to April 15, 2022. Tetra Tech requests a change in the period of performance date from March 31, 2022 to May 13, 2022.

Change Order Amount These changes result in a $7,694.25 reduction in cost for this task assignment. The requested new task assignment amount is $42,470.09
