Subject: Revised Cost Proposal – Targeted Brownfield Assessment at Former King Maritime Group (AKA: Port of Fort Pierce), Fort Pierce, St. Lucie County, Florida

Dear Ms. Johnson:

Tetra Tech Inc., (Tetra Tech) is pleased to submit to the Florida Department of Environmental Protection (FDEP) this revised cost proposal to conduct Targeted Brownfield Assessment activities at the Former King Maritime Group Site at 101 Port Avenue A, Fort Pierce, Florida (See Figure 1).

This site is owned by St. Lucie County.

Two phases of site assessment activities, a Phase II Environmental Site Assessment (ESA) and a Preliminary Contamination Assessment (PCA), have been conducted by St. Lucie County’s consultant, including the collection of 59 soil samples and collection of 47 groundwater samples.

In the County’s PCA report and application for CERCLA funding, eight areas of soil and/or groundwater contamination were described. Upon review of the assessment reports prepared for the County by Ardaman and Associates, several other areas or issues were identified that may also warrant further assessment. Table 1 provides a summary of all areas of contamination and issues proposed to be addressed. These areas are identified in Figure 1 (The attached figures are for general costing purposes only and new figures will be generated as part of the work plan subtask.

There is currently no locational data for the borings or monitoring wells used in the earlier phases of assessment at this site.)

Soil Contamination. Total Recoverable Petroleum Hydrocarbons (TRPH) in soil is the contaminant of concern identified by the County and their consultant as being most significant across the site and requiring delineation and potentially soil removal due to the number of locations where its concentration is greater than the Florida Industrial Soil Cleanup Target Level (ISCTL).

TRPH is also present at some locations at concentrations lower than the ISCTL but greater than the Florida Residential Soil Cleanup Target Level (RSCTL), which also requires delineation under Chapter 62-780, FAC. This proposed scope of work includes additional soil sampling to complete vertical and lateral delineation of TRPH to below the Florida RSCTL at several locations. In addition to delineation, the TRPH, components need to be characterized using TPRH Fractionation analysis, the results of which may reduce the need for remediation (see FDEP Memorandum on

Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com

Chapter 62-770, F.A.C., Soil Cleanup Target Levels Application to Site Rehabilitation Decisions, February 1, 2011). The proposed locations, numbers of borings, sampling methodology and number of analyses for TRPH and TRPH Fractionation are included in Table 1.

Arsenic (As) was also found in soil at several locations exceeding its ISCTL and at many locations exceeding its RSCTL and the Florida Leachability to Groundwater Cleanup Target Level (LGCTL).

This proposed scope includes delineation of As at locations where it was found at concentrations exceeding the ISTCL and spot sampling for As at select soil boring locations to confirm its presence in areas where it was previously identified at concentrations exceeding the RSCTL. This will help FDEP in evaluating the appropriate remedy for what appears to be a widespread condition. The proposed locations, numbers of borings, sampling methodology and number of analyses for As are included in Table 1.

There were several other analytes identified in Tetra Tech’s review of previous reports and data for which there were FDEP soil criteria exceedances that may warrant further delineation or assessment. At one location in Area B, Lead (Pb) was found in a soil sample at a concentration significantly greater than its ISCTL and at another location (in Area C) 1,1,2-Trichloroethane (1,1,2- TCA) was found at a concentration exceeding its ISCTL. Also, at this Area C location, Isopropyl benzene was greater than its LGCTL in the soil. The proposed locations, numbers of soil borings, sampling methodology and number of analyses for Pb and 1,1,2-TCA are included in Table 1.

Groundwater sampling at the location of the Isopropyl benzene exceedance is proposed to evaluate its leachability. In addition, pesticides analysis of soil samples is recommended for two locations (one in Area C and one in Area D), which may be adjacent to a former citrus processing area.

These are also described in Table 1.

Groundwater. St. Lucie County’s application described two groundwater contamination issues that were identified in the previous work, As and Ammonia.

Arsenic concentrations above the Groundwater Cleanup Target Level (GCTL) were reported in groundwater samples from 10 locations scattered across the 12-acre site. These groundwater samples were collected from hand-installed temporary wells that were removed after sampling.

Before doing additional work to define the area of apparent As contamination, it is proposed that temporary wells be installed and sampled at seven of the locations where As concentrations were greatest using a conventional drilling methodology and low-flow sampling techniques that would minimize turbidity and other factors that could bias the results for As. As described in Table 1, at four of these locations select parameters will also be included in the analyte list to help evaluate leachability of soil contaminants of concern (Pb, TRPH, 1,1,2-TCA and Isopropyl benzene). Figure 2 shows the proposed monitoring well locations. The groundwater sampling rationale, proposed monitoring well locations, numbers of samples, sampling methodology and analytes for each well are included in Table 1.

During the Phase II ESA, Ammonia was detected in one of the temporary monitoring wells at a concentration exceeding its GCTL. Subsequently, additional temporary wells were installed and sampled during the PCA. At present, this work appears to sufficiently delineate the area of Ammonia contamination and additional assessment is not included in this scope of work. FDEP may determine that more work may be needed at this location to further assess Ammonia at a later date.

Services provided in this proposal will be completed as four subtasks including: Subtask 1, Project Management; Subtask 2, Work Plan and Health and Safety Plan (HASP); Subtask 3, Fieldwork

Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com including Soil Sampling, Monitoring Well Installation, and Groundwater Sampling; and Subtask 4, Report. These subtasks will include the following activities:

Subtask 1 - Project Management: Project Management includes managing the project scope, schedule, and budget. The level of effort is based on the HW560 Contract requirements and assumes 14 hours for Task 1.

Subtask 2 - Work Plan & HASP: This task includes pre-intrusive field activities including a site reconnaissance and GPS survey of previous and proposed sampling locations; ; preparation of a Work Plan; and preparation of a Health and Safety Plan for the monitoring well installation and sampling activities.

Site reconnaissance. This project will be conducted under the supervision of a Senior Scientist (Scientist V) based in the Tetra Tech Tallahassee, FL office who is experienced in site assessment under the FDEP CERCLA/Brownfields program and will have direct contact with FDEP throughout the project. A Senior Scientist (Scientist IV) based in the Tetra Tech Stuart, FL office will be field operations lead for the project. Prior to other field activities, these individuals will conduct a site walkover with County representatives and locate and use a GPS (with sub-meter accuracy) to survey previous and proposed boring and well locations.

Work plan and Health and Safety Plan. After the site reconnaissance is conducted, the project work plan and HASP will be prepared by Tallahassee-based staff.

The level of effort assumes 23 hours for a Senior Scientist (Scientist V) for the reconnaissance and workplan review; 10 hours for a Senior Scientist (Scientist IV) for the reconnaissance; 21 hours for a Staff Engineer (office health and safety officer); and 5 hours for processing GPS data and figure preparation.

Subtask 3 – Soil Sampling, Well Installation, and Groundwater Sampling: This subtask includes subsurface utility location, monitoring well installation, groundwater sampling, soil sampling and other field activities. The field activities and level of effort summary are described below and the level of effort, subcontractor, equipment, travel, and supplies needed for this subtask are described in the cost estimate worksheets. Proposed sampling locations are described in Table 1 organized by areas shown in Figure 1. Monitoring well locations are shown in Figure 2.

Utility location. Prior to intrusive field activities, underground utilities on the property will be marked and all proposed monitoring well and soil boring locations will be cleared for underground utilities. In addition to the standard 811 one call location of public utilities, a private utility location service will be employed to clear proposed well and boring locations.

This service will be provided by GeoTech, a subcontractor that has provided these services in the past for Tetra Tech and FDEP. A TetraTech will be on site to coordinate the work provided by the subcontractor.

Monitoring well installation and shallow soil coring. Temporary monitoring wells will be installed at seven locations by a direct push drilling subcontractor. The wells will be small diameter (micro) PVC wells installed by a direct-push drilling contractor, each well will be completed to an estimated depth of 12-15 feet below land surface. Actual well depths and screen placement will be determined based on lithology and depth to groundwater encountered in continuous core hole advanced at each well site. Screens will be placed so that the upper 1/3 of the screen is above the water table. Each well will be constructed

Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com of 1-inch-diameter PVC casing with a 10-foot-long pre-packed well screen, with a fine sand seal above the well screen. Clean bagged sand will be used to fill the annular space above the seal. As soon as the wells are installed, they will be developed by pumping until the discharged water is clear. By using this method for well installation, there will be no drill cuttings to collect as investigation-derived waste (IDW). Development water will be allowed to infiltrate into the soil near the well sites. After Tetra Tech completes sampling and a top-of-casing/water level survey, the wells will be abandoned in place by grouting using the tremie method, with the well casings cut off below land surface, and the surface restored to the pre-existing condition. While onsite for well installation, the drill rig will be used to cut asphalt and underlying base material at the soil boring locations to be included in soil sampling.

Soil sampling. Soil samples will be collected from 30 proposed boring locations described in Table 1. Soil samples will be collected from two depth intervals, 0-2 ft and 1 ft above the water table (estimated to be 3-4 ft interval). Specifics on soil sampling, including the analytical methods, are detailed in Table 1. The proposed sample depths correspond to the depths from which samples were collected during previous sampling events in order to compare. In addition to chemical analyses, soil samples from each interval will be collected for screening for organic vapors. Soil sample aliquots for all analytical categories except volatile organics will be collected using pre-cleaned stainless-steel hand augers and homogenized in Pyrex bowls (or approved alternative) prior to transfer to sample containers. Each aliquot for volatile organic compound analysis will be collected directly from the hand auger bucket using a syringe-type core sampler and transferred to sample vials according to U.S. Environmental Protection Agency (USEPA) 5035 methodology.

After sampling, excess soil will be returned to the boreholes and asphalt cold patch or concrete will be used to complete restoration.

Groundwater sampling. The seven temporary wells will be sampled after the wells have been developed and allowed to set for a minimum of 24 hours. Each well will be purged with a peristaltic pump and polyethylene tubing using low-flow sampling procedures and samples will be collected for laboratory analysis for As and other analytes as described in Table 1.

In addition, Quality Assurance/Quality Control samples will be collected for analysis. These include field duplicates for both soil and groundwater (1 per 10 sample minimum), equipment rinsate samples for both soil and groundwater sampling equipment (1 per 20 sample minimum), and one trip blank for volatile organics. Temperature blanks will be carried in all coolers.

A Trimble GeoXH hand-held global positioning system (GPS) will be used by Tetra Tech staff to survey latitude and longitude coordinates of the sampling stations during the reconnaissance and during soil and groundwater sampling. In addition, all monitoring well tops of casings will be surveyed by Tetra Tech staff to a common onsite datum and at least one synoptic set of depth-to-groundwater measurements will be taken prior to abandonment of the temporary wells.

The field personnel conducting monitoring well installation and sampling activities will mobilize from the Tetra Tech Stuart, FL office to minimize travel costs, commuting to the site from their home location. Total hours for the Tallahassee-based Senior Scientist (Scientist V) is 1. Total hours for the Stuart-based Senior Scientist (Scientist IV) and the Scientist, including utility location, equipment staging, field work and mobilization are 64 and 42, respectively. The field operations staff in Tetra Tech’s Stuart office assigned to this project have extensive experience with the FDEP Consolidated Contract and working specifically for the FDEP Waste Cleanup Program. All staff are thoroughly trained and experienced in FDEP standard operating procedures for collection of soil and groundwater samples.

Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com

Well installation and sampling activities should be completed in slightly more than 1 week.

Subtask 4 - Report:

The level of effort assumes 4 hours for a Senior Scientist (Scientist V), 40 hours for a Staff Engineer, and 4 hours for figure preparation. Report tasks include preparation of draft and final reports documenting the field activities, site conditions, and results of the sampling effort. The report will adhere to the FDEP approved template for Targeted Brownfield Assessment Reports.

It will include as appendix the detailed documentation and results of the assessment. The document will include a site location map, sampling location map, a map showing direction of groundwater flow, and maps showing contaminant concentrations in soil and groundwater. The appendix will also contain tables of summary information for the groundwater and soil samples collected, monitoring well construction, depths to and relative elevations of groundwater, summary data from the laboratory analyses, and comparisons of analytical results to FDEP groundwater and soil cleanup target levels. Appendices will also be provided that include the laboratory analytical data sheets, copies of field notes, groundwater sampling forms, field equipment calibration sheets, chain of custody forms, and photographs of the sampling sites.

Tetra Tech’s cost proposal is based on the following assumptions:

Amy- We have been asked by FDEP to put together a proposal for sampling a site that includes a building that once was a citrus packing plant. I wanted to see what pesticide methods TestAmerica can perform, the analytes, pricing and detection limits. I think we would be looking for residual concentrations of fungicides and insecticides in the wastewater from washing. Site went back to the 1930s. Anything you could steer me to would be appreciated.

Also, I do need a price for TRPH Fractionation (TPHCWG method) for soil. Can you give me a per sample price for that? It is not in our rate sheet for that contract with FDEP

RE: Utility Locating Services – 29 Bore Locations, Port of Ft. Pierce, FL

Mr. Hicks, GeoTek Services is pleased to respond to your request for Utility Locating services at the Port of Ft. Pierce, Florida. We will scan a 10’ x 10’ area around the 29 proposed bore locations with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as vehicles, fencing, or buildings. We will scan as close as reasonably possible to fixed objects such as obstructions, landscaping, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects; however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $1,500.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

Best Regards, Martin (Bud) Connor GeoTek Services, LLC
