About this file
This is a Task Assignment Change Order (TACO #1) for Contract HW560 under the Florida Department of Environmental Protection (FDEP) Consolidated Contract. The contract involves Tetra Tech, Inc. as the primary contractor, with the site located at the Port of Fort Pierce (formerly King Maritime Group) in Fort Pierce, Florida (Site ID: COM_386141). The work is being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement administered by FDEP on behalf of the U.S. Environmental Protection Agency (EPA). Key personnel include Kelly Crain (FDEP Contract Manager) and Gerry Walker, P.G. (Tetra Tech Contractor Representative).
The change order addresses a targeted brownfield assessment at the site and incorporates four main adjustments: a reduction in project management labor costs of $29.12 due to fewer hours expended; a decrease in Subtask 2 labor and travel costs of $2,346.08 resulting from COVID-19 travel restrictions that required using locally-based staff; an increase in Subtask 3 drilling and well installation costs of $2,257.00 with permanent wells installed instead of temporary wells and the driller assuming soil sampling responsibilities; and a net reduction in laboratory costs of $1,331.00 due to fewer samples collected. Additionally, the change order corrects a spreadsheet computational error that failed to include 42 labor hours for Scientist II in the original task assignment. The final task amount increased from $44,966.24 to $45,407.93, representing a net increase of $441.69. The Targeted Brownfield Assessment Report deliverable due date was extended from July 17, 2020 to August 21, 2020 (a 35-day extension). Invoice payment is contingent upon departmental approval of deliverables at three milestone stages: QAPP/Work Plan and HASP ($5,715.70), field notes and sampling documentation ($32,936.09), and the Targeted Brownfield Assessment Report ($6,756.14).

SUBJECT: Negotiation Summary – SRP18 Grant
Task Assignment (TA) Change Order #1 – TA BF602AC1 Port of Fort Pierce aka: Former King Maritime Group Site ID # COM_386141 Targeted Brownfield Assessment (TBA) Activities
This Task Assignment Change Order (TACO) is for a time extension to the deliverable due date for Subtask 4 - Targeted Brownfield Assessment Report, a correction of a spreadsheet computational error that was recently discovered, in addition to labor, laboratory, drilling, and other costs associated with scope changes, as well as the overall Period of Performance at the Port of Fort Pierce aka: Former King Maritime Group site, located at 101 Port Avenue A, Fort Pierce, Florida 34950. The services under this task are being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).
Subtask 1: Project Management A reduction in labor expended reduced the number of project management hours by 0.2 hours.
This resulted in a decrease of ($29.12).
Subtask 2: Site Reconnaissance, GPS Survey, QAPP/Work Plan, and HASP Due to the onset of COVID-19, out of town travel was restricted by Tetra Tech, Inc. and the Senior Scientist from the Tallahassee office originally intended to lead the site reconnaissance could not attend the reconnaissance and kickoff meeting. Instead this was led by the Scientist IV and assisted by a Scientist II based in the Tetra Tech, Inc. Stuart, Florida field office. This change resulted in a decrease of ($2,346.08).
Subtask 3: Site Assessment Activities While documenting level of effort changes for the TACO, Tetra Tech, Inc. discovered that there was an error in the “FS” worksheet in the original cost summary workbook on which the TA was based. This error resulted in a failure to calculate and include 42 labor hour costs for Scientist II under Subtask 3. Actual hours expended by this employee were far fewer than in the original TA, thus negating much of this increase. Addition of the 42 hours that should have been included in the original TA, plus a reduction of 30 unused hours, results in a net increase of 12 hours for Scientist II. There was an increase of 4 hours for Scientist IV.

Negotiation Summary – Task Assignment Change Order #1 TA BF602AC1 Port of Fort Pierce aka: Former King Maritime Group
COM_386141
June 23, 2020 www.FloridaDEP.gov
Additional changes in Subtask 3 included an increase in drilling subcontractor role in the project and installation of permanent wells instead of temporary wells, and a reduction in laboratory costs due to a reduction in numbers of samples collected. These changes resulted in an overall increase of $2,816.88.
Subtask 4: Targeted Brownfield Assessment Report Included in this TACO is a deliverable due date time extension for this Subtask. This TACO does not include any costs changes associated with this Subtask.
Summary The Department’s SRP Contract Manager and Tetra Tech’s Contract Manager have both agreed to the above changes. Due to a rounding error in Excel, the Delta LOE states an overall increase of $441.68, when it is actually $441.69. Therefore, all changes noted above represent a total overall cost increase of $441.69. The changes were noted in the TACO Request received from Tetra Tech, Inc. on June 16, 2020, revised June 22, 2020. The final cost associated with this TA increased from $44,966.24 to $45,407.93. Documentation of the changes is included in the attached TACO Request, the Delta LOE, and the Cost Actual LOE spreadsheet, and the TACO Form for BF602AC1 prepared by the Department. The final deliverable for Subtask 4 – Targeted Brownfield Assessment report, must be received by the Department no later than July 24, 2020.

Subject: Task Assignment Change Order Request – Targeted Brownfield Assessment at Former King Maritime Group (AKA: Port of Fort Pierce), Fort Pierce, St. Lucie County, Florida
Dear Ms. Johnson:
Tetra Tech Inc., (Tetra Tech) is pleased to submit to the Florida Department of Environmental Protection (FDEP) this documentation to support a Task Assignment Change Order (TACO) for the Targeted Brownfield Assessment activities at the Former King Maritime Group Site at 101 Port Avenue A, Fort Pierce, Florida.
The TACO request for this project includes a correction of a spreadsheet computational error that was recently discovered in addition to labor, laboratory, drilling and other costs associated with scope changes. These changes result in an increase in project cost of $441.69.
Subtask 1 - Project Management: Project Management includes managing the project scope, schedule, and budget. The level of effort is based on the HW560 Contract requirements and assumes 14 hours for Task 1. A reduction in labor expended during the field subtask reduced the number of project management hours by 0.2 hours.
Subtask 2 - Work Plan & HASP: This task includes pre-intrusive field activities including a site reconnaissance and GPS survey of previous and proposed sampling locations; preparation of a Work Plan; and preparation of a Health and Safety Plan for the monitoring well installation and sampling activities.
Due to the onset of the COVID-19 virus, out of town travel was restricted by Tetra Tech Corporate and the Senior Scientist V (RH) from the Tallahassee office originally intended to lead the site reconnaissance could not attend the reconnaissance and kickoff meeting. Instead this was led by the Scientist IV (SO) based in the Tetra Tech Stuart, FL office. A Scientist II (JE) from the Stuart
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com office also assisted in the reconnaissance. This change resulted in a $2346.08 reduction in labor and travel costs.
Subtask 3 – Soil Sampling, Well Installation, and Groundwater Sampling: This subtask included subsurface utility location, monitoring well installation, groundwater sampling, soil sampling and other field activities. Several changes in scope during development of the project workplan resulted in net cost saving to the project. Changes are described as follows.
While documenting level of effort changes for the change order, Tetra Tech discovered that there was an error in the “FS” worksheet in the cost summary workbook on which the task assignment was based. This error resulted in a failure to calculate and include 42 labor hour costs for Scientist II (JE) under Subtask 3. Actual hours expended by this employee were far fewer than in the original task assignment, thus negating much of this increase. Addition of the 42 hours that should have been included in the original task, plus a reduction of 30 unused hours, results in a net increase of 12 hours.
Increase in drilling subcontractor role in the project and installation of permanent wells instead of temporary wells. FDEP approved an increase in drilling subcontractor costs so that the driller could collect soil samples and repair all the soil bore holes instead of Tetra Tech staff. In addition, at a relatively minor increase in cost the seven (7) monitoring wells were completed as permanent wells instead of temporary wells. Drilling services increased by $2,257.00. The invoice for drilling services is attached. The increased role by the driller allowed Tetra Tech to reduce field staff on site during the drilling and soil sampling activities. The Scientist II level of effort for this subtask was reduced by 30 hours
Reduction in laboratory costs. There was an overall $1,331.00 reduction in laboratory costs due to a reduction in numbers of samples collected. One irrigation well and two soil sampling locations in the original scope were not sampled. In addition, due to the low concentrations of Total Recoverable Petroleum Hydrocarbons (TRPH) at sites designated for TRPH fractionation analysis, the number of samples run for fractionation analysis (per TPH-CWG) were reduced by 4.
In summary the change order addresses the following:
• Decrease in Project Management cost due to overall reduction in labor cost [-$29.12]
• Decrease in labor and travel cost resulting in decrease in Subtask 2 cost [-2,346.08]
• Increase in Subtask 3 drilling cost [+$2,257.00]
• Decrease in Subtask 3 laboratory cost [-$1,331.00]
• Change in Subtask 3 labor cost [+$1,488.97]
These changes result in an increase of $441.69 from the original task assignment amount to $45,407.93.
Please find attached cost delta and cost summary workbooks that document the changes and the drilling invoice. Some of the laboratory work is still pending, so we do not yet have invoices
Due to Excel rounding, the amount is shown on the delta LOE Spreadsheet as $441.68, but it is actually $441.69. The changes to Subtask 3 also assume a [+$225.70] Handling Fee on the drilling cost, [+$27.31] Other Direct Costs on labor, and [+$148.90] Completion Fee. -MJ
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com documenting all laboratory work performed. This documentation, if needed, can be provided as soon as we receive them.
If you have any questions, please call myself or Richard Hicks (850) 385-9899.
Sincerely yours, Gerald Walker, P.G.
