About this file
This document is a Task Assignment Notification Form for Florida Department of Environmental Protection (FDEP) Contract HW553, issued under the authority of the state of Florida. The task assignment (DC002M) was executed between FDEP and WSP USA, Inc. (Ecology and Environment, Inc.), with Brandie Stringer serving as the FDEP Contract Manager and Brad Anders, P.G., as the contractor's Project Manager. The work is being performed at the Prestige Cleaners Inc. site located at 3044 W Tharpe Street, Tallahassee, Leon County, Florida (ERIC_4873), which is in the monitoring phase of environmental remediation.
WSP will conduct annual groundwater monitoring at the Prestige Cleaners site, collecting samples from nine monitoring wells (MW001, MW002, MW003, MW004, MW005, MW006RR, MW007S, MW007I, and MW007D) for volatile organic compound (VOC) analysis using EPA Method 8260B. AEL Lab will perform all analytical work. The task includes depth-to-water measurements, on-site treatment of investigation-derived waste via air sparging with Color-Tec field screening, and preparation of an Annual Groundwater Monitoring Report with GIS/ADaPT data. The total fixed-price task assignment value is $7,397.23 with no retainage, due for completion by May 21, 2021, with the final deliverable report due April 2, 2021. The invoice schedule requires FDEP approval of the Annual Groundwater Monitoring Report and completion of project management subtasks before the full amount is invoiced.

Annual Groundwater Monitoring
DATE: February 15, 2021
WSP will conduct annual groundwater monitoring at Prestige Cleaners as detailed in the attached January 8, 2021 scope of work. One revision to the Cost Estimate Form was required prior to processing this task.
Samples will be collected from MW001, MW002, MW003, MW004, MW005, MW006RR, MW007S, MW007I, and MW007D for analyses of VOCs using EPA Method 8260B. AEL Lab will conduct all analyses. Depth-to-water will also be gauged in select monitoring wells to determine groundwater flow direction. All IDW will be treated onsite with air sparging and will be evaluated via Color-Tec method before being disposed. WSP will provide an Annual Groundwater Monitoring Report as a final deliverable.
Total task amount is $7,397.23. WSP’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable is due April 2, 2021.
Task completion date is May 21, 2021.

Re: Cost Proposal for 2021 Annual Groundwater Monitoring at the Prestige Cleaners Site, Tallahassee, Leon County, Florida (ERIC_4873; TA No. HW553-DC002M)
Dear Brandie:
WSP USA, Inc. (WSP) is submitting to the Florida Department of Environmental Protection (FDEP) this cost proposal for the 2021 annual groundwater monitoring event at the above-referenced site.
This cost proposal package includes a proposed field work and reporting schedule for the completion of subtasks and cost estimate (attached Excel file). A brief summary of the Scope of Work is provided below:
Task 1: Project Management Costs and hours associated with this subtask consists are calculated based on 12.5% of the direct labor cost.
Task 2: Annual Groundwater Monitoring Event and Report During the annual groundwater monitoring event, groundwater samples will be collected from monitoring wells MW001, MW002, MW003, MW004, MW005, MW006RR, MW7S, MW7I and MW7D. For quality assurance/quality control (QA/QC) purposes a duplicate groundwater sample and a trip blank will be collected for analysis. Groundwater samples will be collected following the FDEP Standard Operating Procedures (SOPs). Groundwater samples will be collected using an electric submersible pump and polyethylene tubing. During purging, the polyethylene tubing will be connected to a flow-through cell. A YSI Multiprobe 556 will be inserted into the flow-through cell via an airtight fitting on the lid. The YSI Multiprobe 556, which will be calibrated prior to use, has the capability to measure temperature, pH, dissolved oxygen (DO), conductivity, and oxidation-reduction potential (ORP). A calibrated FDEP approved turbidimeter will be used for the collection of turbidity measurements.
The groundwater samples, duplicate groundwater sample, and a trip blank will be delivered to the Advanced Environmental Laboratories, Inc. for analysis of volatile organic compounds (VOCs) using United States Environmental Protection Agency (USEPA) Method 8260B.
Ms. Brandie Stringer January 8, 2021
Depth-to-water will be gauged and recorded in select monitoring wells to determine groundwater flow direction(s) across the site.
Purge water (investigation-derived waste [IDW]) will be containerized in a 55-gallon drum onsite. E & E will air sparge the drum for approximately 45 minutes to one hour to reduce potential concentrations of VOCs from the purge water. E & E will perform field screening of the IDW using Color-Tec method until there is not a visual response through the Colorimetric tube. Once air sparging is complete, E & E will dispose of the treated water on site.
The Annual Groundwater Monitoring Report will include a professional certification, tabulations of current and historical field measured parameters, groundwater analytical results and water level elevations, a groundwater contaminant concentration figure, a groundwater elevation isopleth map, summary of the groundwater sampling event, conclusions, and recommendations.
Upon FDEP approval of the Annual Groundwater Monitoring Report, an electronic copy of the Annual Groundwater Monitoring Report and updated geospatial information systems (GIS) data tables will be submitted to FDEP via the FDEP File Transfer Protocol (FTP) site or by electronic mail (e-mail).
Schedule The proposed task schedule is as follows:
Annual Groundwater Monitoring Fieldwork: May 7, 2021 Annual Groundwater Monitoring Report Submittal: May 28, 2021 Task Assignment End Date: June 6, 2021
If you have questions regarding this cost estimate, or other matters pertaining to the project, please call me at (850) 631-2443 or via e-mail at brad.anders@wsp.com.
Sincerely, WSP USA, INC.
