About this file

This is a Brand Name Only Justification Form from the State of Illinois Chief Procurement Office for General Services (CPO-GS) for snow and ice control equipment, repair parts, and accessories. The request (Req/Bid Number: 25-416CMS-BOSS4-R-249536) covers specific brand names including Monroe, Wausau, Raiko, Western, BOSS, Swenson, Bonnell, Force America, Certified Power, and Dickey John. The justification was submitted on January 8, 2025, by Agency Procurement Officer David W. Thomas and approved by State Purchasing Officer Gina Jacaway.

The justification for brand name only specification is based on ensuring compatibility with existing systems and preserving warranty coverage. The State of Illinois Department of Transportation maintains a fleet of snowplows and spreaders from these manufacturers, and OEM parts are required to maintain warranty coverage and ensure proper functionality. The justification emphasizes the need for parts interchangeability between vehicles, snowplows, and spreaders within districts, which is achieved by maintaining consistency in equipment brands.

Brand Name Only Justification

State of Illinois Chief Procurement Office for General Services Brand Name Only Justification Form v.25.1

Req/Bid Number: 25-416CMS-BOSS4-R-249536 Buyer/Requester: Jack Eck

Brand Name: Monroe, Wausau, Raiko, Western, BOSS, Swenson, Bonnell, Force America, Certified Power and Dickey John

Description: Snow And Ice Control Equipment as well as repair parts and accessories for new and existing equipment

In accordance with Section 1.2050 d) of the Chief Procurement Officer for General Services Standard Procurement Rules and pursuant to the requirements of the Illinois Procurement Code (30 ILCS 500/20-50), the agency is requesting to use a Brand Name Only specification for the following reason:

To fill medical prescription needs

To stock State retail-type operations

To ensure compatibility in existing systems

To preserve warranty

Requires certified dealer to perform repair or maintenance

Other For all reasons given, explain why the use of Brand Name Only specification is necessary:

The State of Illinois has a fleet of different snowplows and spreader brands that are used throughout the State to provide public safety on our highways. The fleet of snow and ice control equipment the State maintains often requires that only OEM parts are used for replacement parts on the equipment to void any warranty that may occur and to ensure proper functionality as well as compatibility. Many of the brands mentioned above are mainly used by the Department of Transportation so that the districts can keep utilizing the same equipment for parts and interchangeability if needed from vehicle to vehicle, snowplow to snowplow and spreader to spreader.
