Marion County Public Schools Facilities Construction Management Services Continuing Contract

Submittal Review Final Meeting Minutes

Meeting Information 2:00 PM on June 16, 2025 Facilities Conference Room, 1105 S.W. 7th Road, Ocala, FL 34471

Meeting Agenda I. Opening Remarks & Roll Call

The meeting was called to order at approximately 2:00 PM by Nick Hill, Procurement

Lead with JBPro, on behalf of the Marion County Public Schools (MCPS) Facilities

Department. A roll call was conducted, confirming that all Selection Committee members were present.

II. Scoring Instructions

At approximately 2:02 PM, Mr. Hill reviewed each scoring criterion aloud and asked if any

Committee members had questions or comments. No questions were raised.

Mr. Hill explained that Criteria C (Office Location) and Criteria D (Minority-, Woman-

Owned, or Small Business Status) had been pre-scored by the MCPS Facilities Team, as both are objective and do not require subjective evaluation.

Mr. Hill then asked if Committee members wished to discuss their individual scores before reading them aloud. Committee member Mr. Assumpcao acknowledged some differences in firm experience levels but noted that the District is open to working with smaller or less-experienced firms to meet construction management needs while also fostering local workforce and industry development.

No additional comments were provided. All Committee members proceeded to submit their final scores.

III. Scoring

At approximately 2:15 PM, each Selection Committee member read aloud their final scores by criterion for each firm. Afterward, Ian Daniels of JBPro announced the total scores. The final rankings are provided as follows:

IV. Shortlist Discussion

Following the scoring, Mr. Hill reminded the Committee that they could recommend all firms for continuing contract award or conduct shortlist interviews to further refine the selection.

At approximately 2:35 PM, Committee member Stephen Ayers made a motion to recommend all 12 firms for award, citing the following considerations:

• The District currently maintains 12 construction management contracts;

• Exactly 12 firms submitted sufficient responses under this solicitation;

• There were no significant score outliers warranting further differentiation.

Mr. Assumpcao seconded the motion. The motion passed with a vote of 6–1.

V. Adjournment

Mr. Hill then adjourned the meeting at 2:39 PM.
