Statement of Work and Information for Bidders
The overall scope of this contract is to replace the existing, outdated EMCS control system, install advanced metering systems for building utilities, installation of isolated data network systems for DDC controls, and incidental related work.
The Government will be awarding two projects, both of which involve similar work, under a single contract. The primary project is FTQW 16‐2602, Repair EMCS and Meters. This project will comprise the base bid and three (3) options on the contract. The secondary project is FTQW 20‐2004, Install Metering
(Companion). This project will comprise one (1) option on the contract. The Period of Performance is 180 days after the Notice to Proceed.
Project FTQW 16‐2602 involves the replacement of select utility meters across the campus. FTQW 16‐
2602 then incorporates both the new and compatible existing meters into the proposed new EMCS system. If not quoting the suggested product meters, a specifications sheet must be included to prove quoted product is greater than or equal to the specifications of the suggested meters.
The work in FTQW 16‐2602 was originally scoped in 2017. In the last three years, there have been issues/irregularities with the compatible existing meters to be tied into the new EMCS system.
Therefore, FTQW 20‐2004 increases the quantity of meters to be replaced. FTQW 20‐2004 will use the same materials, specifications, etc as identified for FTQW 16‐2602.
Bidders should reference the provided plans and specifications for FTQW 16‐2602. This project will include:
• Base Bid
• Contractor Manpower Reporting (CMRA)
• Option 1 (identified in the plans): Underground Work between Buildings 3127 and 3128
• Option 2 (identified in the plans): Underground work between Buildings 3130 and 3131/3132
• Option 3 (identified in the plans): Wireless bridge communication between Buildings 3225 and
3225‐1
Bidders should reference the attached Statement of Work for FTQW 20‐2004. The work identified for this project will be performed using the same materials and specifications as identified for FTQW 16‐
2602.
Option 4: Replacement of an additional 12 steam condensate meters, 3 water meters, and 2 electric meters

However, existing, DDC compatible meters are either failing or appear to be inaccurate. Therefore, this project (to be solicited as an Option to FTQW 16-2602) will replace all legacy meters that were identified to stay in place under the base bid of FTQW 16-2602.
