Section One – Introduction

1. INTRODUCTION

A. PROJECT TITLE AND NUMBER

Repair EMCS & Meters

Project No. FTQW 16-2602

B. SCOPE

266,695 Square Feet (SF) total for all Air National Guard facilities.

The base requires a properly configured Energy Management Control System (EMCS) and utility meters to support the 168th mission providing Global Air Refueling, Missile Warning and Space Surveillance for the State and Nation. This project will upgrade the existing EMCS system to accommodate meter data collection and the capability to export the data via CD/DVD due to cyber-security restrictions. The upgrade will also use the meter data to optimize operations to reduce energy consumption charges.

Recent energy audits have shown elements of the base to be extremely inefficient with respect to energy management and energy conservation. The Energy Independence and Security Act of 2007 requires components by 2020 to monitor 85% of the electricity, steam and water use in high use facilities.

The current EMCS system was installed in 1996 and has not been comprehensively upgraded since.

Most buildings are currently controlled by the original Siebe Environmental/Barber-Colman GCM equipment installed in 1996. Building 3180 was recently renovated and a new Schneider Electric

Struxureware system was installed. Both of these systems currently utilize the Air Force network infrastructure to communicate with the “head end” located in Civil Engineering, Building 3225.

Recent security changes have made it difficult for the Siebe equipment and the newer Schneider electric equipment to communicate over the existing modern communications infrastructure. The existing antiquated equipment does not have the capability to communicate via modern security protocols. The current DDC equipment makes use of the secure military network and is separated logically, and not physically, from the remainder of the military network traffic. The existing situation creates ongoing communications problems and necessitates Air Force COMM staff and ANG staff spending hours solving connection issues. Troubleshooting of energy consuming systems in each building is limited due to the lack of tools available in the current system and the ongoing communications trouble.

This project will upgrade the main supervisory controller and network communications devices in each facility. This new equipment will communicate over a physically separate comm system over modern infrastructure and because one of the focuses of the project is the physically separate DDC controls from all other network traffic the DDC and energy management functions of all facilities will be improved.

Facilities that are included in the scope of this project include:

Building 1168 – Aircraft Maintenance Shop

Building 1171 – Fuel Systems Maintenance Hangar

Building 1172 – AGE Storage Building

Building 1173 – Tug & Deicer Warm Storage

Building 1174 – Refueling Pump Station

Building 1176 – Composite Maintenance Facility

Building 1180 – GOX’s Covered Storage

Building 3127 – ANG Headquarters

Building 3128 – Alert Parking Garage

Building 3129 – Squadron Operations Facility

Building 3130 – Base Supply Equipment Warehouse

Building 3131 – Supply Hazardous Storage

Building 3132 – Supply Cold Storage

Building 3133 – Vehicle Maintenance Shop

Building 3180 – Communications Facility

Building 3225 – Base Composite Engineering and Maintenance Facility

Building 32251 – CE Covered Storage Facility

Building 3345 – Medical Training Facility

Phasing

Project construction will be phased in order to minimize interruptions to the operation of all buildings.

Commissioning

Commissioning will be incorporated into the final design documentation. The commissioning will help to ensure that the requirements of the design are met by the installing contractor and that the system functions as designed. The selected commissioning agent will verify the accuracy of the graphics and will require that a significant sample of controls points are tested.

C. AT/FP CLASSIFICATION

Per UFC 4-010-01, Section 1-8.2 Applicability AT/FP standards apply to existing buildings when triggered by one or more of subsections 1-8.2.1 through 1-8.2.4.

• 1-8.2.1 – Major Investments: The scope ($1,360,000) of this project is assumed to be less than 50% of the Plant Replacement Value.

• 1-8.2.2 – Change of Occupancy Level: This project does not change the overall use of the existing facility.

• 1-8.2.3 – Window, Skylight, and Glazed Door Replacement and Installation: This project does not include window, skylight and glazed door replacement.

• 1-8.2.4 – Roadway Improvement Projects: This project does not include roadway improvements.

Because none of these triggers apply to this project, no AT/FP upgrades are proposed. New systems installed in the facility will meet current UFC 4-010-01 requirements.

D. SUMMARY OF APPLICABLE PERMITS

Each project that involves excavation dewatering within 1,500 feet of a known or suspected contaminated site or groundwater plume requires separate authorization under the APDES General Permit for

Excavation Dewatering. Excavation permits for work on the Eielson AFB will be required.

E. MAXIMUM CONSTRUCTION COST

Maximum Construction Cost (MCC) is $1,360,000.

Controls System Descriptions

Existing Controls and Metering Systems

Building 1168 – Aircraft Maintenance Shop

This building is served by an existing DDC control system that consists of (1) Siebe GCM supervisory controller and (10) Barber-Colman Microzone II controllers. These devices control the air handling, steam, heating glycol and other HVAC systems.

Energy Management Systems Proposed for this Project

New supervisory controllers will be provided to replace the existing GCM supervisory controllers. A new head end operator workstation will be located in Building 3225 to serve as the central point for monitoring all buildings. All new controllers will utilize the ASHRAE 135 BACnet standard communication protocol for building automation and control networks. Graphics for all buildings and systems will be re-generated for the new energy management system. The graphics will contain, at a minimum, an overall base map displaying all facilities, floor plans of each facility and system schematics displaying the real-time status of all controlled systems and devices.

New supervisory JACE DDC controllers will be installed in each building to replace the outdated Siebe

GCM controllers. The existing Barber-Colman Microzone field level controls will be retained along with all associated sensors, actuators, valves, etc. The existing-to-remain Microzone controllers and associated control points and sequence of operations will not be modified by this project but will be integrated into the new JACE controllers. The new supervisory controller will be provided with software drivers capable of communication with Microzone controls points. All of the existing Microzone controls points will be

‘mapped’ and integrated into the new controls system.

The JACE controller features a global design that functions with legacy systems and has the ability to scale for future needs. It’s open nature allows installation of any number of controllers and communications protocols. The JACE controllers provides integrated control, supervision, data logging, alarming, scheduling and network management. The JACE controllers provide all supervisory level facility scheduling and alarms. The scheduling and alarm data will be received at the Building 3225 operators workstation where it can be monitored or modified.

The existing Liebert computer room unit controls, swamp cooler, associated gauges and pumps in

Building 3180 will be integrated into the new system for monitoring of that equipment. All other existing systems that are currently without DDC control will remain without DDC control.

The current Eielson communications network is no longer available for use by the DDC facilities controls.

This project will create a new dedicated network for the DDC controls system by installing new network switches in the existing comm racks in each building that currently has communications capability. The communications will be transmitted over the existing underground base communications infrastructure but will be entirely segregated from secure military networks. The system will not be connected to Internet and will have to be supportable as an independent and isolated communication network system.

Buildings 3128, 3131, 3132 and 32251 do not currently have communications infrastructure in place.

Building 3128 will be connected to building 3127 via new underground conduits that will be direct buried or directionally bored between handholes near each building and a new cable pulled into place. Buildings

3131 and 3132 will be connected to building 3130. For these facilities, new underground conduits that will be direct buried or directionally bored between handholes near each building and a new cable pulled into place. The new cables will be terminated inside each building for future comm/controls use. Due to soil contamination between building 3225 and 32251 underground comm infrastructure will not be installed.

The communication for this facility will be provided by a new line-of-site wireless system. This system will utilize highly directional antennas mounted on the exterior of buildings 3225 and 32251 that are in direct site of one another. These antennas will be connected to the DDC network through line-of-site access points/bridges. This type of wireless system typically utilizes radio frequencies, microwaves or infrared lasers to communicate.

Currently utility usage meters are not integrated into the EMCS so actual energy consumption for each facility can only be determined by visually reading meters. All existing, recently replaced and newly installed meters will be integrated into the new DDC controls system allowing the actual energy consumption data to be gathered. Locations without electricity, water or steam condensate meters will be provided with new meters and those will also be integrated into the new DDC. The meters provided will match the existing meters for consistency throughout the base.

The following table summarizes the meter work to be completed by this project:

Electrical controls for exterior engine block heaters will be integrated for buildings 1176, 3130, 3225.

The new energy management system can be provided by any of the following contractors: Tridium-

Niagara.

The contractor listed above is capable of providing the supervisory level controls system proposed. Due to the open nature of the Tridium JACE controllers and because no controls or controllers on the field level will be replaced it is not necessary for the base to establish a field level controls standard at this time. All contractors must provide support local to the Fairbanks area.

Technology Systems

Technology Systems for this project consist of the following systems: Telecommunication System (Voice and Data)

Site Utility

New 1-1/4” or 1-1/2” innerduct conduits with communications cable between buildings 3130, 3131, 3132.

New communications cable is to be direct buried or directionally bored between buildings 3127 and 3128.

Proposed Telecommunication Systems

Communications system infrastructure (including cable, boxes and conduit) is included by the contractor under this project contract.

Cybersecurity

The proposed network structure created by this project will physically separate the new EMCS data communications from the remainder of the military network traffic. The EMCS and the associated network will not be capable of internet communication. No outside communicating devices will be provided to allow connection to the base DDC network.

National Guard Bureau and Eielson COMM staff has been consulted to evaluate the security impact risk of the proposed controls system/network according to UFC 4-010-06 – Cybersecurity of Facility-Related

Control Systems, with Change 1; 1-18-17 and the five steps for cybersecurity design.

Step 1:

The Confidence-Impact-Availability (C-I-A) rating has been determined for this project: LOW–LOW–LOW

Step 2:

A list of relevant security control has been determined according to NIST SP 800-82. A tabulation of controls has been included in Appendix C of this report.

Step 3:

A list of Control Correlation Identifiers (CCI) has been created using the security controls determined in step 2. A tabulation of CCI’s has been included in Appendix C of this report.

Step 4:

Each of the Control Correlation Identifiers (CCI) has been categorized into one of the following categories: DOD-Defined, Designer, Non-Designer, Platform Enclave, Impractical. See the tabulation of

CCI’s that has been included in Appendix C of this report.

Step 5:

Each of the Control Correlation Identifiers (CCI) that are categorized Designer have been incorporated into the project specifications. Specification section UFGS 25 05 11 Cybersecurity For Facility-Related

Control Systems has been included.

Cybersecurity Design Requirements

Design to Minimize Failure:

Dependency on the network will be achieved because the new EMCS system will not contain the control sequences required to operate mechanical/HVAC equipment in each facility. Those sequences reside at the field level controllers for each piece of equipment and do not require the EMCS or IT network to function. The EMCS will serve as a means to monitor, trend and schedule equipment. This project design will integrate the existing control points required to operate the facility equipment and will not increase or add to the complexity of the existing control strategies.

Design to Manage Failure:

As stated above, the new EMCS system will not contain the control sequences required to operate mechanical/HVAC equipment in each facility. Those sequences reside at the field level controllers for each piece of equipment and do not require the EMCS or IT network to function.

Do Not Implement Standard IT Functions:

The project specifications and drawings have been designed to establish a physically isolated EMCS network that includes cybersecurity measures as required by specification section 25 05 11. This network has been designed and specified to prevent the use of standard IT functions such as VoIP communications, public access and collaborative computing technologies.

Do Not Provide Remote Access:

The project specifications and drawings have been designed to prevent the new EMCS system and the existing DDC controls from connecting to the internet WAN and therefore blocking remote access. EMCS network access will only be allowed through the workstation located in Building 3225 or laptop connected via network cable at a DDC controller.

D. PHASING NARRATIVE

In order to keep buildings operational, the EMCS construction schedule will be organized to minimize system downtime. The phasing of the construction will make every effort to isolate work and minimize any operational disruption. The general intent is that the new EMCS will be in place and buildings will be integrated in a sequential manner into the new system. Phasing will be prioritized first by the amount of site work required and next how critical each building is to the ANG mission. Final phasing will be determined by the AKANG and the installing contractor.

Phasing Priority List (most site work first then descending least critical to most critical):
