About this file
This is a Long-Term Contract Market Research Questionnaire issued by the Defense Logistics Agency (DLA) Weapons Support on March 16, 2026, for Electronic Module, Standardized (NSN 5963015902418). DLA is conducting market research to inform the development of an Indefinite Delivery Contract (IDC) or Long-Term Contract (LTC) solicitation and requests responses by March 20, 2026, at 4:00 PM EST. The questionnaire targets potential suppliers in NAICS 334418 (Printed Circuit Assembly Manufacturing), with a small business size standard of 750 employees. DLA seeks five-year contracts with no option years, preferring firm fixed price terms with reasonable escalation rates supported by data; Economic Price Adjustment (EPA) using Producer Price Indexes will be considered as an alternative. Respondents must address pricing breaks, inventory availability, hazardous material content, GSA Schedule listings, Buy American compliance under DFARS 252.225-7001, and export control certifications for technical data access.
Suppliers must demonstrate higher-level contract quality requirements compliance, specifically AS9003 or ISO 9001 tailored to AS9003 standards for manufacturers, or evidence that non-manufacturers acquire items from compliant facilities. Respondents should clarify commercial versus non-commercial status with supporting documentation, including commercial sales history, catalogs, and proof of public availability. The acquisition requires Surge and Sustainment capability with an Average Wartime Rate of five units, and suppliers must identify any production limitations or minimum delivery order quantities. Distributors and non-manufacturers must provide manufacturer traceability documentation (invoices, authorization letters) with any future proposal; failure to do so will render submissions technically unacceptable. Respondents should indicate willingness to provide Certified Cost or Pricing Data or Information Other Than Cost or Pricing Data, particularly for contracts exceeding $2,500,000, and confirm ability to obtain such data from subcontractors or manufacturers. First Destination Transportation with FOB Origin terms will apply, meaning the Government handles transportation.
