About this file
This document is an Applicant Checklist for the Cloud Global Notice of Funding Opportunity (NOFO) issued by the U.S. Department of State, Bureau of Cyberspace and Digital Policy (CDP). The NOFO is for a cooperative agreement of up to $4,000,000 to work with partner countries to adopt cloud-based cybersecurity, data protection, disaster response, and recovery solutions, with an initial focus on the Pacific Island Nations.
The Applicant Checklist outlines the required documents for proposal submission, including completed and signed federal forms (SF-424, SF-424A, SF-424B, and SF-LLL), a cover page and executive summary, proposal narrative, scope of work, project logic model, budget and budget narrative, timeline, key personnel summary, and contingency plan. Additional required attachments include an audit or explanation for lack of an audit, negotiated indirect cost rate agreement (if applicable), and letters of support for project partners. The NOFO is assigned to the Cyberspace and Digital Policy federal grant program (CFDA 19.665) administered by the U.S. Department of State.
