About this file
This document contains questions and answers related to the Illinois Department of Natural Resources (IDNR) solicitation for the DNR Clinton Lake Food Operation & Swim Beach Concession. The solicitation seeks vendors to operate the food and beach concession at the Clinton Lake State Park. Key details include the availability of utilities at the site, the timeline for removing the current concession building, the requirement for the vendor to obtain a county health permit, IDNR's plans to build a new concession building in the future, the vendor's responsibility for providing a dumpster, and the previous rental payment of $500 per year, which was supplemented by an additional $20,000 from the beach lease. The IDNR indicates that the percentage of gross receipts required from the vendor is fair given Clinton Lake's status as the most visited campground in the state.
The document provides pricing and contractual details, including the previous vendor's rental payment and the new vendor's responsibility for providing a dumpster. It also notes that the concession has unique circumstances that the IDNR takes into account when setting the percentage of gross receipts requirement.

ILLINOIS DEPARTMENT OF NATURAL RESOURCES
VENDOR QUESTIONS
Date: February 6, 2024
24-422DNR-REALT-B-40720
LOCATION: Clinton Lake State Recreation Area
PROJECT TITLE: DNR Clinton Lake Food Operation & Swim Beach Concession
Vendor Question 1:
Are the utilities, water and electric, at the Site location?
IDNR Answer 1:
There is a main power box but no outside outlet currently. DNR will work with awarded vendor on size of service needed to provide power for the concession.
Vendor Question 2:
When is the current concession building removal going to be completed?
IDNR Answer 2:
Building will be removed by Feb. 9th. Weather permitting the following week gravel where the building was located will be spread.
Vendor Question 3:
Has the County Health Department approved the temporary building permit?
IDNR Answer 3:
No, but the previous Concessionaire did have a valid permit from the county, so DNR does not foresee any issues with a new Concessionaire obtaining a permit.
Vendor Question 4:
Is DNR going to build a new Concession Building at the Park?
IDNR Answer 4:
Yes but not in the immediate future.
Vendor Question 5:
Is the Vendor responsible for supplying their own dumpster or are we using IDNR’s dumpster?
IDNR Answer 5:
The Vendor is responsible for supplying their own dumpster for use at the Park. Additional language has been added to the IFB for clarification.
Vendor Question 6:
What was the rental payment for the previous vendor?
IDNR Answer 6:
The rental payment for the lease was $500.00 per year. However, the total amount provided to IDNR was over $20,000 when combined with the amount the Vendor provided IDNR with beach lease.
Vendor Question 7:
Why is the percentage of gross receipts requirements for this concession higher than other locations that were recently Bid out?
IDNR Answer 7:
Each Concession has different circumstances that DNR takes into account when placing requirements on Reserve Payments. Clinton Lake is the most visited campground in the state and DNR feels that the percentage of gross receipts required to be paid by the vendor is an fair amount for this location.
