Service Center Support Task Order PWS ii
Introduction
The Federal Aviation Administration (FAA) Office of Information and Technology (AIT) have a requirement for Service Center support.
1. Background The background information for this requirement is provided in the Integrated Service Center (ISC) Indefinite Delivery/Indefinite Quantity (IDIQ) Base Contract Performance Work Statement (PWS).
The Federal Aviation Administration (FAA) provides all infrastructure, hardware, and software necessary to support its workforce and mission in a consistent, cost-effective, and manageable manner. The FAA Office of Information and Technology (AIT) is responsible for ensuring that this infrastructure remains fully operational. In some cases, incident resolution requires support personnel to be physically on-site when issues cannot be effectively resolved remotely. Consequently, the Contractor must provide on-site hardware and software support for FAA Executives in response to incidents and service requests.
This document also defines the designation and characteristics of a Very Important Person (VIP) within FAA IT Executive Support. VIPs include executive leadership, mission-critical personnel, high-impact external stakeholders, and users with specialized access or operational dependence on IT systems and FAA IT equipment (e.g., laptops, iPhones, iPads, and other mission-critical devices). Designated VIPs receive priority IT support, rapid escalation, and tailored troubleshooting to ensure uninterrupted operations, decision-making, and communications. VIP status is documented in the FAA IT Service Management system and reviewed annually, with any changes approved by Executive Support leadership.
Additional background information for this requirement is provided in the Integrated Service Center (ISC) Indefinite Delivery/Indefinite Quantity (IDIQ) Base Contract Performance Work Statement (PWS).
1.1 FAA Facilities
All FAA facilities are listed in Base Contract Exhibit C-001 – Background Information: Worldwide FAA Facilities.
1.2 Hours of Operation
The FAA’s regular/core business hours are 0600-1800 local time. Service Center support hours of operation are 24 hours a day, 7 days a week, and 365 days a year (24x7x365). Executive Support hours of operation are five days a week, Monday through Friday. Additionally, technical dispatch coverage is required during normal business days:
a. On-site technicians must work during regular/core business hours and be available on an on-call basis when not on-site. Hours may be adjusted based on local conditions.
b. On-demand technicians must deploy during regular/core business hours if an on-site technician is unavailable.
c. Availability for on-demand, weekend, and after-hours support for mission-critical needs must be provided as needed.
1.3 Desired Outcomes
The FAA seeks to achieve a series of desired outcomes through the implementation of this Service Center initiative, aimed at transforming IT service delivery and enhancing user satisfaction across the organization. A key outcome is the establishment of a reliable and efficient Single Point of Contact (SPOC) that significantly improves first-call resolution rates and reduces service disruptions. This SPOC will ensure that end users experience seamless and timely support, leading to increased operational efficiency and satisfaction.
Additionally, the FAA envisions a Service Center that fosters a culture of continuous improvement and operational excellence. By integrating FAA and Contractor processes and advancing IT operational maturity through industry best practices, the Service Center will contribute to higher service quality and innovation. The enhancement of knowledge management will lead to quicker incident resolutions and informed decision-making, while robust data security measures will protect organizational information and ensure business continuity.
