1.0 INTRODUCTION
The purpose of this survey was to identify potential hazardous building materials (such as, asbestos and lead) and its location associated with the proposed Renovation Area of the
Cliftondale Multi-Purpose Facility located at 4645 Butner Road in College Park, Georgia.
The survey was conducted on April 14, 2021 by accredited facility inspector Michael Robarts of Robarts Environmental Group, LLC (REG).
The renovation areas were unoccupied at the time of this effort; destructive testing was limited due to the unknown presence of hazardous building materials. No pre-existing asbestos or other inspection data was provided to REG prior to this effort.
This report includes analytical data and reports generated by the physical inspection performed by REG. Generally, all renovation areas of the subject facility were accessible to the facility inspector. Even though limited destructive sampling was authorized, interior areas such as voids, cavities, and other hidden spaces not discovered by REG inspectors may contain hazardous building materials.
2.0 BUILDING/FACILITY DESCRIPTION
The subject property consists of a former school structure built circa 1960 with multiple additions and renovations. The facility was unoccupied at the time of this assessment. The facility structure is a one-story building consisting of concrete and brick walls erected over a concrete slab floor. The original school structure appeared to be wood flooring over a crawlspace. Various interior building materials included carpet and vinyl floor covering, wallboard interior walls, suspended acoustical ceiling tile system and fiberglass insulated
HVAC mechanical equipment.
The perimeter metal framed windows were installed with caulks and glazing materials. The interior wood framed windows also included glazing material. The mechanical rooms, auditorium, rear classrooms and other locations were not included in this effort.
As-built drawings defining the work areas were not available to REG at the time of the survey.

The paint chip sample analytical results indicate the paint coating surfaces tested were below the State of Georgia Environmental Protection Division (EPD) and US Environmental Protection
Agency (EPA) lead regulations.
Paints and coatings containing lead greater than 1mg/cm2 or 0.5 percent by weight are defined as lead-based paint (LBP) by EPA’s Lead Standards. However, all other paints and coatings that tested less than this concentration are regulated under OSHA’s Lead Standards
(29 CFR 1910.1025 and 1926.62). OSHA does not have a lower concentration limit for lead hazards in construction or general industry.
4.0 RECOMMENDATIONS
Asbestos-containing materials in good condition do not present an asbestos hazard unless these materials are disturbed or damaged. If the renovation plans include disturbance of these building materials, we recommend that they be removed prior to any activities that will impact or disturb these materials.
The removal (abatement) of these materials must be performed in strict compliance with applicable federal, state, and local regulations. It is the facility Owner’s responsibility to be aware of these regulations and to ensure compliance. A project notification must be submitted to Georgia EPD 10 business days prior to any demolition activity, or a renovation/asbestos removal event which exceeds 10-linear feet or 10-square feet of friable asbestos abatement.
Deteriorated and/or delaminating paints and coatings were identified in the renovation area and should be stabilized to remove the hazard. Paint chip samples were analyzed lead and found to contain lead results below Georgia EPD and EPA lead regulatory limits. However, the paints and coatings that tested less than this concentration are regulated under OSHA’s
Lead Standards (29 CFR 1910.1025 and 1926.62). If other painted surfaces are discovered, further testing bay be warranted.
When planning renovation and/or demolition activities, contractors must be informed of the known hazards, and employ qualified personnel to perform the disturbance of asbestos (29
CFR 1926.1101) or lead-containing or contaminated materials (29 CFR 1926.62). Proper lead waste disposal methods should be addressed in accordance with Georgia Solid Waste
Management Program.

Suspect PBC-containing components may be present at the facility. Additional assessment of the bulk waste product should be performed in compliance with EPAs 40 CFR Part 761 to confirm or rebut the PCB designation. TCLP waste characterization may be necessary if components are confirmed to contain PCBs. Packaging and disposal of PCB-containing components must also be performed in accordance with EPA and Georgia EPD waste disposal regulations.
5.0 ASBESTOS SURVEY GUIDELINES
Prior to the performance of this asbestos survey, the Owner notified all respective facility representatives and managers that this inspection would be performed.
STEP 1
Building Document Review
If available, the inspector(s)(s) examined any building construction documentation (specifications, drawings, etc.), as well as documents on any renovations made since the building was originally constructed.
This review familiarized the inspector(s) with the building design and products and materials used during construction and/or renovation activities.
STEP 2
Survey Procedures
The inspector(s) made an effort to gain access to all interior areas of the facility. Identification of ACM was made by the following procedures:
1. Conducting a thorough visual survey of the building. Where possible, a person familiar with the facility accompanied the inspector(s) on the building survey.
2. Identification of Homogeneous Areas based upon texture, appearance, use, and age of material.
3. Identification of all areas which contained suspect ACM and documentation of the reasons for not collecting samples.
STEP 3
- 6 -
Sampling Strategy
1. The inspector(s) collected bulk samples of friable and non-friable suspect ACM. A representative number of samples were collected from each homogeneous area following the
Environmental Protection Agency's (EPA's) Asbestos Hazard
Emergency Response REG (AHERA, 40 CFR 763.86) protocols and
State of Georgia, Environmental Protection Division asbestos survey guidelines. The only noted exception to these protocols is the use of EPA's "Simplified Random Sampling Procedure." Due to business operation factors, samples of materials were collected from locations that would have the least impact on business operations and still provide quality data regarding identification of ACM.
2. All sample locations were logged with the description of the sample locations. Standard industrial hygiene and safety practices were followed when collecting bulk samples to minimize fiber release. Friable materials were collected utilizing wet procedures.
3. The inspector(s) took the necessary precautions required to prevent asbestos exposure to himself, the building occupants, and the public.
4. Each bulk sample was placed in a plastic bag and immediately marked with its unique sample number.
5. The inspector(s) used the following sampling protocol to obtain representative samples:
a. Surfacing Material - Friable
• Less than 1,000 square feet - 3 samples
• Between 1,000 square feet - 5,000 square feet - 5 samples
• Greater than 5,000 square feet - 7 samples
• One additional sample for each additional 10,000 square feet - up to 9 samples
b. Thermal Insulation Material
• Less than 6 square feet -1 sample
• Greater than 6 square feet - 3 samples
• Patched areas -1 sample/area
- 7 -
• Joints, Elbows, Hangers -1 sample
c. Miscellaneous Materials
• Ceiling and Floor Tiles, Linoleum or Vinyl Floor
Coverings, Baseboard, similar products and their adhesives:
a. Less than 100 square feet - 1 sample
b. Between 100 square feet - 5,000 square feet - 2 samples
c. Greater than 5,000 square feet - 1 sample for each addition 5,000 square feet up to 9 samples
• Roofing (If Applicable)
d. Up to 10,000 square feet - between 3 and 5 samples
e. One additional sample for each additional 10,000 square feet up to 9 samples
f. Roofs in excess of 50,000 square feet may require additional samples, as deemed necessary by the facility inspector(s).
STEP 4
Sample Submission
A Chain-of-Custody form was submitted with each group of samples sent out for analysis. The form was signed by laboratory personnel handling the sample(s) and returned with the sample results. Chain-of-Custody records are shown in Appendix B.
STEP 5
Sample Analysis
Bulk samples were submitted to Eurofins/CEI (CEI) of Cary, a NIST
NVLAP accredited laboratory located at in Cary, North Carolina. QA/QC samples, approximately 10 percent of all samples, were also submitted to CEI with its unique sample number. CEI is accredited by the National
Voluntary Laboratory Accreditation Program (NVLAP). All building material samples were analyzed using Polarized Light Microscopy (PLM) following the EPA's "Method for Determination of Asbestos in Bulk
- 8 -
Building Materials," Method No. EPA/600/R-93/116. Analytical results can be found in Appendix C.

7.0 ASBESTOS HAZARD ASSESSMENT EXPLANATION
The Hazard Assessment rankings included in this report were made using a "Decision Tree" format which included the following steps:
STEP 1
- 11 -
The inspector(s) determined the present condition of the suspect ACM and classified it into one of three (3) categories: Good, Fair (AHERA "Damaged"), or Poor (AHERA "Significantly Damaged"). Criteria for determining the Present
Condition classifications are:
A. ACM is classified in "Good" condition if it shows no visible damage or deterioration.
B. Asbestos-containing surfacing or miscellaneous material is classified in
"Fair" condition if the damage is less than 10% overall (if the damage is evenly distributed) or less than 25% (if the damage is localized).
C. Asbestos-containing thermal system insulation is classified "Fair" if missing jackets, water stains, or insulation damage on less than 10% of the tank, vessel, pipe runs/risers (if the damage is evenly distributed) or less than 25% (if the damage is localized).
D. Asbestos-containing surfacing or miscellaneous material is classified as
"Poor" if 10% or more of the overall surface is damaged (if damage is evenly distributed) or if the damage is localized in an area representing 25% or more the total material. Damage typically would include surface crumbling or blistering, material hanging, delamination or showing other evidence of adhesive failure, water stains, gouges, vandalism, or other damage.
E. Asbestos-containing thermal system insulation is classified as "Poor'' if jackets are generally missing or the insulation is crushed, gouged, punctured for 10% or more the tank, vessel, pipe runs/risers (if the damage is evenly distributed) or 25% or more (if the damage is localized).
STEP 2
The inspector(s) determined the potential for future damage or deterioration for material classified as good or fair. The potential for future damage is classified as High, Moderate, or Low. Many factors are considered including potential for physical contact and the influence of environmental factors such as vibration, air erosion, the likelihood of water damage, etc.
Criteria for determining the Potential for Future Damage are:
A. The potential for contact is classified "high" in any area of public access where the material can be reached by members of the general public.
The potential for contact is also classified as high in areas such as mechanical or boiler rooms where maintenance, custodial, or service
- 12 -personnel work in the immediate vicinity of the material, more frequently than once a week.
B. The potential for contact is classified as "moderate" for areas where the material is accessible to building employees, but where contact is unlikely or can be avoided with appropriate informational training.
Asbestos-containing wall or ceiling treatments in office areas is an example. In mechanical rooms, work by maintenance, custodial, or service personnel in the vicinity of the material once a week to once a month is cause to classify the exposure potential as moderate.
C. Where the ACM is not visible (i.e., an acoustical or fire-retardant treatment on a high ceiling) to the building occupants, the potential for contact is considered "low" as long as there was no frequently serviced equipment, such as computer or telephone lines, in the immediate area. In service or maintenance areas, the potential for future damage is considered low where work in the vicinity of the ACM occurs less frequently than once a month.
D. Examples of environmental factors indicative of "high" potential for future disturbance include vibration from nearby large noisy motors or engines, proximity to a major airport or highway, and high velocity air movement such as that associated with the presence of an elevator shaft or in a fan room.
E. Examples of environmental factors causing "moderate" potential for future damage include the presence of motors or engines that are not particularly intrusive, vibrating ductwork, music rooms, and other areas with occasional loud noise, and noticeable (but not high velocity) air movement such as that commonly associated with HVAC systems.
F. "Low" potential for future damage from environmental factors is in areas with none of the above.
STEP 3
The inspector(s) assigned a ranking number ranging from "1" to "7" to each homogeneous area.
The rank of "1" indicates material in "good" condition with "low" potential for future damage. These areas have a low abatement response priority. A rank of "5" indicates material in "fair" condition with "moderate" potential for future damage. It has a higher priority for abatement response action. A rank
- 13 -of "7", material in "poor" condition, indicates top priority for abatement response action.

Dear Customer:
Enclosed are asbestos analysis results for PLM Bulk samples received at our laboratory on April 16, 2021. The samples were analyzed for asbestos using polarizing light microscopy (PLM) per the EPA 600 Method.
Sample results containing >1% asbestos are considered asbestos-containing materials (ACMs) per EPA regulatory requirements. The detection limit for the EPA 600 Method is <1% asbestos by weight as determined by visual estimation.
Thank you for your business and we look forward to continuing good relations.
