About this file
This is a Request for Proposal (RFP) issued by Black Hills State University (BHSU) in Spearfish, South Dakota, seeking a contractor to perform summer cleaning services for the Yellow Jacket Apartments. The RFP #25RFP14505 requests a by-apartment rate for deep cleaning services across 63 apartments (8 apartments in each of 7 buildings, plus 7 apartments in an eighth building), with a minimum of 37 apartments guaranteed for cleaning. The cleaning is scheduled for three periods: first after Spring 2025 students move out (starting May 10, 2025), second before the 2021 Sturgis Motorcycle Rally (between July 12-30, 2025), and a final cleaning between August 11-21, 2025. The initial contract term is from approximately May 10, 2025, to May 20, 2026, with potential annual extensions for up to four additional years.
The cost proposal requires bidders to provide a per-apartment cleaning rate, with detailed cleaning checklists for both wipe-through and deep cleaning provided as attachments. Bidders must submit an electronic PDF proposal by May 1, 2025, at 3pm Mountain Time to Barbara Mustard. The evaluation will consider factors including cost, experience, reliability, personnel expertise, references, ability to meet timelines, and crew size. The contractor must provide their own cleaning products and equipment, understanding that BHSU is a "green" facility. Proposals must include documentation of the contractor's license, liability insurance, and past performance references. The State reserves the right to negotiate with the highest-ranked offeror and may terminate negotiations if a fair compensation level cannot be reached.

Agreement may not be amended except in writing, which writing shall be expressly identified as a part hereof and be signed by an authorized representative of each of the parties hereto.

3.0 SCOPE OF WORK
Deep cleaning of BHSU Yellow Jacket Apartments (specified apartments only). The term “clean” shall mean free from soil, spots, marks, stains, smudges and includes disinfection using chemicals and cleaning solutions provided by the contractor. The contractor will be required to provide their own cleaning products and equipment. The bidder must provide a list of chemicals and cleaning solutions. The bidder must understand that BHSU is a “green” facility.
Cleaning will commence after the Spring 2025 students have moved out and before any summer conferences commence or summer students move into the apartments, for the Summer of 2025.
The first deep cleaning can begin on May 10, 2025, at 8:00 am MDT, with the summer students’ apartments to be cleaned, first, and must be completed as soon as possible after May 10, 2025. A second deep cleaning will take place before the Yellow Jacket apartments are rented to law enforcement, for the 2021 Sturgis Motorcycle Rally, and can begin as early as July 12, 2025, and must be finished no later than July 30, 2025. A final cleaning, as necessary, will be conducted between August 11 and August 21, 2025. This cleaning would consist of a wipe-down instead of a deep cleaning, depending on the need and use of each apartment. All cleanings will be scheduled based on use of each apartment. Not all apartments will require three (3) cleanings and the initial deep clean may not occur in the month of May for all apartments.
There are 63 apartments (8 apartments in each of 7 buildings plus 7 apartments in an eighth building). A minimum of 37 apartments are guaranteed for cleaning and potentially additional apartments may be added from the other 2 buildings, depending on the departures (if any) of the monthly renters. The size of each apartment is 790 sq. ft. A list of apartments to be cleaned will be provided throughout the term of the contract and before each required cleaning.
Cleaning shall include the following:
A. Kitchen: Clean and degrease the surface and interior of the stove, refrigerator/freezer and the range hood/vent. This will include removing and washing any and all pieces, separately.
If drip pans need replacement, contractor will notify the BHSU Summer Conferences Coordinator, with that information, including the building and apartment number. The range must be cleaned on the top surface, as appropriate to the surface, drip pans (if any), under the stove lid, and interior of stove drawer and oven. All external surfaces of appliances should be cleaned on the tops and sides. Appliances need to be cleaned under and behind, as well as cleaning the top, front and interior of all kitchen cabinets, including under the sink, and clean the sink and faucets. Disinfect all surfaces, with particular attention to high-touch areas.
B. Bathroom: Clean the sink, bathtub or shower, and the toilet, including all surfaces, faucets/fixtures, clean mirrors, clean bathroom vent and clean top, front and interior of any cabinets, including drawers. Disinfect all surfaces, with particular attention to high-touch areas.
C. Bedrooms: Clean the dressers, including inside the drawers and all external surfaces, closet shelves, beds and all doors. Vacuum the floor, including inside the closet. Disinfect all surfaces, with particular attention to high-touch areas.
D. Living area: Clean the front of the air conditioner and air conditioner filter and inform BHSU Summer Conferences Coordinator if any of the filters need to be replaced. Vacuum and disinfect the couch. Disinfect all surfaces, with particular attention to high-touch areas.
E. General: This is in reference to all rooms of the apartment. Wipe down walls, around door frames, windows and air conditioner. Wash insides of windows and blinds. Clean the interior and exterior of light fixtures and notify BHSU Summer Conferences Coordinator of any bulbs needing replacement. Disinfect outlet covers, baseboard heaters and light switches.
Vacuum all carpeted areas. Sweep and wet mop all hard surfaced floors, including under the refrigerator and stove. Move furniture, as needed, to accommodate cleaning.
Cleaning checklists will be provided and must be completed for each apartment at each cleaning.
Completed checklists (or copies) will be submitted to the Summer Conferences Coordinator after each cleaning.
Invoices can be submitted on the contractor’s schedule but must identify all apartments cleaned and included on the invoice. Apartments are identified by building (A through H) and apartment number (1 through 8), for example apartment G-7. Invoices may be submitted weekly, monthly, or each time cleaned, but apartments may be included only when cleaned just before that particular invoice and must be identified on the invoice.
