About this file

This is a building evaluation report from the Kentucky Transportation Cabinet's Facilities Support Services Design & Construction Branch regarding the Clark County Rest Area (RA25-64E1) conducted on December 15, 2020. The inspection identified numerous deficiencies including a deteriorating asphalt roll roofing system that has reached the end of its life expectancy and is causing ceiling and wall damage throughout the facility, stained and damaged ceilings with black substance requiring testing, cracked concrete floors, outdated wall and floor tiles with damage and mismatched repairs, and deteriorating restroom partitions with worn finishes and mismatched repair parts.

The electrical system is in poor condition with multiple non-functioning outlets, broken conduits, and ongoing circuit breaker issues that require staff to keep several breakers off to prevent tripping. The vending shelter requires fascia board replacement, gutter re-hanging, and roof vent replacement. The report concludes that the facility needs comprehensive renovation, with the scope of work exceeding the threshold for single quotes. The recommendation is to request finance department approval to hire a consultant to determine estimated costs for bringing the facility up to current standards.
