About this file
This document is a clarification response issued by Clackamas County, Oregon, Department of Finance regarding RFP 2026-74 for a Learning Management System (LMS) and eLearning solution. The clarifications address eight substantive questions submitted by interested vendors and provide critical details to support proposal development. Key clarifications include confirmation that Prositions is the current contract holder (not ClearCo, which is merely the licensed platform), that historical completion data from 2021 through 2025 totaled 15,182 completions from 2,866 unique users, and that all proposed solutions must identify subcontractors in accordance with RFP sections 4 and 5, with the prime proposer contracting directly with the County. The County confirmed the contract will utilize a Goods and Services form and that LMS Platform Licensing fees should commence at contract start to allow for administrator configuration and testing prior to the July 1, 2027 go-live date. The RFP deadline for proposals is November 5, 2026 at 2:00 PM Pacific Time, with clarifying questions due by October 29, 2026 at 5:00 PM Pacific Time, and implementation must be completed by June 30, 2027.
The County's current environment consists of 130 internal courses, comprising 85 instructor-led classes, 43 uploaded files, and 2 SCORM packages, with approximately 750 monthly completions. Of the 1,177 custom reports in the current system, the most frequently used are User reports (for course rosters), Assignment reports (for all assignment activity), and Activity reports (for object status tracking). The scope excludes custom course development and staff-facing learning materials, focusing instead on platform licensing and off-the-shelf content aligned with public sector needs in workplace safety, leadership, compliance, and professional development. Financial wellness and retirement readiness education may be listed as optional content topics. Proposers must provide separate pricing for LMS platform licensing, content access and subscription, implementation, data migration and validation, training, annual maintenance and support, and custom report development, with distinct pricing for Year 0 and Years 1-4, based on 2,800 active users with historical retention for 2,000 inactive users.

REQUEST FOR PROPOSALS #2026-74
LMS-eLearning System
RESPONSE TO CLARIFYING QUESTIONS
October 21, 2026
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. Is the current provider and or contract holder Prositions or ClearCo?
Answer: Prositions is the current contract holder. It was incorrectly stated on the last clarifying questions #1 as ClearCo. For clarity, the ClearCo LMS is licensed, managed, and supported by Prositions.
2. Clarifying Questions 1 gives two figures for historical completions from 2021 through 2025: 15,182 completions (answer 2) and 5,182 completions (answer 8), both from 2,866 unique users. Which figure should proposers use?
Answer: The correct answer is 15,182.
3. Section 2.20. If a proposer offers a commercial LMS subscription and content library supplied by the software manufacturer, and passes the subscription price through to the County at cost with no added fee, will the County treat the manufacturer as a subcontractor requiring pre-authorization, and may the proposer request that pre-authorization in its proposal? Does the County consider such a proposer a broker under Section 2.20?
Answer: Whoever is proposing is considered the prime proposer to the County. The County will contract with them directly. All proposed solutions must be identified in accordance with section 4 and 5.
4. Section 3.3.2 refers to the Sample Goods and Services Contract on the County's finance terms page, but that page lists a Sample Personal Services Contract. Which form applies, and will the County accept the LMS manufacturer's subscription terms as an exhibit to the contract?
Answer: This will be a Goods and Services contract, the link will be updated.
5. Year 0. Does the County expect LMS subscription fees to begin at contract start, so administrators can configure and test before go-live, or on July 1, 2027?
Answer: If LMS Platform Licensing is required for county administrator configuration & testing, include that for time needed prior to July 1, 2027.
6. Of the 130 internal courses, approximately how many are instructor-led class records, uploaded files (documents or video) and SCORM or other e-learning packages?
Answer: 85 instructor-led; 43 uploaded files; 2 SCORM.

7. Of the 1,177 custom reports in the current system, can the County identify the 10 to 15 reports used most often, so proposers can price their re-creation?
Answer: The 3 types of reports most often used: User (to create course rosters), Assignment (all assignment activity), & Activity (status for all objects not assigned).
8. Does the requested scope include custom course development, adaptation of existing training, or staff-facing learning materials beyond the LMS and off-the-shelf catalog?
Answer: No.
9. Would the County see value in incorporating financial wellness and retirement readiness education as an optional content component within its broader LMS offering?
Answer: Clackamas County places a high priority on the availability of off-the-shelf course content aligned with public sector, workplace safety, leadership, compliance, and professional development needs. See 3.3.1. #8.
Financial wellness and retirement readiness can be listed as an additional Content Topic in Appendix C.
