About this file

This document is a clarifying questions response issued by Clackamas County, Oregon in connection with RFP 2026-74 for a Learning Management System (LMS) with integrated e-learning content. The county seeks a comprehensive web-based LMS platform to serve approximately 2,800 active county employees across 20 departments, with cloud-hosted infrastructure supporting active users and historical retention for inactive users. The solution must support multiple learning modalities including asynchronous, synchronous, blended, and mastery-based learning, with required integrations including automated employee data feeds from Oracle PeopleSoft HCM, Single Sign-On with Microsoft Entra ID, and SCIM 2.0 user provisioning. The county currently operates 130 internal courses and 2 third-party SCORM courses with approximately 750 monthly completions across nine content domains. Proposals were due November 5, 2026 at 2:00 PM Pacific Time, with clarifying questions submitted by October 29, 2026 at 5:00 PM Pacific Time. Implementation must be completed by June 30, 2027. Technical support availability is Monday through Friday, 8:00 AM to 5:00 PM Pacific Time.

The specific clarifying question addressed in this document concerns virtual classroom integration requirements. The county confirmed that it currently uses both Zoom and Microsoft Teams for virtual training and that integration with either platform satisfies the "Built-in Virtual Classroom" requirement stated in the RFP. Pricing must separately itemize LMS platform licensing, off-the-shelf content access and subscription, implementation, data migration and validation, training, annual maintenance and support, and custom report development, with distinct pricing for Year 0 (contract start through June 30, 2027) and Years 1-4 (fiscal years). Proposers must provide per-user pricing based on 2,800 learners and describe content cost scaling over time. Required insurance includes Professional Liability ($1 million per occurrence/$2 million aggregate), Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($500,000 per occurrence), and Cyber Liability ($1 million per occurrence). Proposals must not exceed 20 pages and include implementation timelines, data security measures, compliance certifications, and references from at least three similar public sector clients. Evaluation criteria include proposer qualifications (0-30 points), ability to meet system objectives and requirements (0-45 points), and fees (0-25 points).
