About this file
The document is a Response to Clarifying Questions for Invitation to Bid #2025-73 for Video Laryngoscopes issued by Clackamas County's Department of Finance, Procurement & Contracting Services in Oregon City, Oregon. The bid involves purchasing 80 video laryngoscopes (VLs) over a 5-year period, with vendors allowed to submit multiple product options on separate bid sheets. Key requirements include devices with IP67 rating for submersion, automatic recording capabilities (not manual start/stop), and technical support with a response time of 24-48 hours.
The county is seeking a price agreement for future purchases, with flexibility for contract negotiations and potential exceptions to standard terms and conditions. Technical support expectations include a 30-day or less turnaround for equipment repair or replacement. Vendors must submit separate bid sheets for each product, ensuring each meets the county's specified criteria. The bid allows for multiple product submissions and indicates an openness to finding mutually beneficial contract terms between the county and potential vendors.

RESPONSE TO CLARIFYING QUESTIONS
October 2, 2025
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the ITB as published.
1. Can we bid more than one option of Video Laryngoscope? If so, how would you like to receive them? For example, in more than one bid packet or all together on the same sheet/packet?
Answer: You may submit as many products as you would like as long as each one meets our criteria listed. You should submit a separate bid sheet for each product.
2. The bid says 80 VLs will be purchased initially over a 5-year period. Are renewals considered annually after the first year if there are cost changes that occur?
Answer: No. The ITB will result in a price agreement for future purchases as needed.
3. If there are bid terms and conditions the Vendor may not be able to agree to, will the County allow the Vendor to include clarifications or exceptions as part of its bid submission?
Answer: The referenced contract is a sample contract, and we are open to negotiations for a contract that is beneficial for both parties.
4. If there are insurance requirements that the Vendor may not be able to agree to, will the County consider exceptions to insurance terms and conditions?
Answer: Yes. As applicable.
5. If the device being proposed is not recommended to be entirely submerged for cleaning, but instead recommends cavi-wipes or similar to be used, would that disqualify it from award evaluation?
Answer: For cleaning purposes, using wipes is acceptable. However, the product must still meet the IP67 rating stating the equipment may be submerged up to 1 meter for 30 minutes.
6. Could you define how the “automatic recording” option operates? If the device being proposed has a single button to start and stop recording, would that disqualify it from award evaluation?
Answer: Yes, a button to start and stop recording would be disqualified from being awarded. Automatic recording is an essential feature for our program.

7. Could you clarify what a “suitable” response time is for 24/7 EMS operations? Does that mean technical support must be available 24/7?
Answer: Technical support does not have to be available 24/7. Our expectation is to receive a response within 24
– 48 hours from the time we call for assistance. Additionally, if the equipment needs to be sent in for repair or replacement, we expect a 30-day or less turnaround.
