Clarification Questions and Answers for RFP 171-180000002112 Amendment #2
This document contains bidder questions and official State of Michigan answers for a request for proposal concerning equipment maintenance, environmental monitoring, and infrastructure services at the State's hosting centers and switch rooms. The RFP seeks ongoing maintenance services with a transition period between September 1, 2018 and September 30, 2018, with the contract intended to commence upon execution. The scope includes preventative maintenance, break-fix services, SiteScan environmental monitoring software maintenance, and equipment solutions for the Lansing State Hosting Center (LSHC). Key service requirements mandate a two-hour response time for all service calls and comprehensive coverage including labor, parts, and travel costs within the fixed annual pricing structure.
The pricing structure comprises fixed annual costs for preventative maintenance and break-fix services under Tabs 1, 2, and 5 of Attachment 1, with a separate Fixed Hourly Rate Card (Tab 4) for infrastructure not covered under fixed pricing. Current facility electrical load is 25 kilowatts with expected capacity of no more than 100 kilowatts within five years. The incumbent contractor currently performs maintenance through Vertiv/Emerson with warranty or maintenance coverage through September 30, 2018. Bidders must provide minimum percentage discounts from MSRP for equipment and software purchases, with the flexibility to propose multiple equipment types and pricing lines. The State reserves the right to award multiple optional-use contracts or award by contract activity. All water detection cable for the LPL1150 LiquiTect Water Detection system requires full parts and labor coverage.

Request for Proposal No. 171-180000002112 Amendment #2 Bidder Questions and State Answers Posted: May 3, 2018
1) QUESTION: Notification – is the State allowing the incumbent to monitor their environment 7X24X365 at a help desk outside of the State? Or is it just being monitoring at a State’s NOC and the State then notifies the incumbent? (Schedule A – State of Work, Section 1.104, Page 12, Equipment Environmental Monitoring and Maintenance)
ANSWER:
Currently, the State of Michigan monitors the environment and notifies vendors.
2) QUESTION: Is the Sitescan annual maintenance in the pricing spreadsheet done by an Emerson employee as noted in this section or is the electrical contractor doing the checklist 15? (Schedule A – State of Work, Section 1.104, Page 12, Equipment Environmental Monitoring and Maintenance)
ANSWER:
The Electrical Contractor is responsible for the SiteScan annual maintenance, which is currently performed by Emerson employee(s) through the existing Contract. SiteScan annual maintenance shall be priced in Attachment 1, Tab 1A - Maintenance.
3) QUESTION: When does the annual maintenance through Vertiv expire? (Schedule A – State of Work, Section 1.104, Page 12, Equipment Environmental Monitoring and Maintenance)
ANSWER:
Please see RFP Section 1.001, page 8 as this applies to the SiteScan Environmental Monitoring software maintenance:
For preparing proposals, bidders shall assume the State’s current equipment is under warranty or maintenance through 9/30/2018 and provided for by the current Contractor. The State seeks ongoing maintenance services transition anytime between September 1, 2018 and September 30, 2018. The State intends to leverage the awarded Contract to source equipment, software and other services as of the contract execution date.
4) QUESTION: What constitutes a 2-hour response time? All service calls or just emergency? (Schedule A – State of Work, Section A.1.7 & B.1.7, Page 14 & 17)
ANSWER:
All service calls will be required to meet this requirement, unless otherwise agreed upon by the State at the time the service is requested.
5) QUESTION: How is after hour labor rate handled? (Schedule A – State of Work, Section F.2, Page 21)
ANSWER:
The RFP requires the Contractor to provide an annual cost for Break Fix and Preventative Maintenance at the State of Michigan Hosting Centers and Switch Rooms. The Contractor’s Total Annual Price for Preventative Maintenance provided in Tab 1, Tab 2 and Tab 5 of Attachment 1, shall include 100% of all labor, parts and travel costs
The Fixed Hourly Rate Card provided in Tab 4 of Attachment 1 is intended to cover electric or mechanical infrastructure that is not currently under the fixed price portion of the Contract. Usage of this rate card will be minimal, since the State desires to place all equipment purchases (including future new purchases) under a fixed Annual Price for Preventative Maintenance (this includes break/fixes).
If the bidder wishes to provide after hour labor rates for Tab 4 of Attachment 1, they shall clearly identify them as such in Attachment 1.
6) QUESTION: what does the State mean by dual awarding?
ANSWER:
Per RFP Section 10. Reservations subsection k., the state reserves the right to: “Award multiple, optional-use contracts, or award by Contract Activity.”
7) QUESTION: Is the Alber Plus System stand alone or tied into Sitescan? (Page 1, Spreadsheet)
ANSWER:
The Alber Plus System is tied into SiteScan.
8) QUESTION: Is the non Vertiv equipment managed and monitored via SiteScan? If not, how is it being managed and monitored? (Page 1, Spreadsheet)
ANSWER:
Not all Vertiv equipment is monitored via SiteScan. Depending on the location, manual or visual inspections and or walk throughs along with temperature sensors may be installed in the environments to monitor temperature changes.
9) QUESTION: In order to properly size the use case scenario equipment, we would like to know what the current room electrical load is and an estimated additional capacity that may be required in the next 5-10 years.
ANSWER:
The current facility load is 25 KW, the expected load is no more than 100 KW in 5 years.
10) QUESTION: On the new equipment solutions module 1B and 2B listed in attachment 1, table 1, should the equipment listed in this table include rated capacities equivalent to what is currently at the LSHC hosting center.
ANSWER:
In Tab 3, “New Equipment & SW Purchases”, the State is requesting a Minimum % Discount from MSRP Cost (Fixed for Contract Duration) that will be applied to the Manufacture and Product Type listed by the bidder. The bidder can provide as many equipment types and pricing lines as they choose in Table 1 and may add additional rows as necessary.
The Minimum % Discount from MSRP Cost, will be applied to the Manufacturer and Product Type as identified by the bidder.
11) QUESTION: Under checklist 18 on attachment 8 it is required to transfer each AC unit's chilled water supply. Is it required to switch the electrical feed to it's alternate source as well.
ANSWER:
The bidder shall rotate the power source at each preventative maintenance check if an alternate power source is available at that location. This shall be documented by the Contractor and the State will add this requirement to Checklist 18 or another appropriate checklist in the Contract.
12) QUESTION: Does Module 2A Equipment Coverage Cost to include break/fixes for the building chilled water piping feeding the AC units?

13) QUESTION: Does the LPL1150 LiquiTect Water Detection system require full parts and labor coverage for ALL water detection cable.
ANSWER:
