About this file

This is a Request for Proposal (RFP) issued by the City of Orlando Procurement and Contracts Division for citywide towing and roadside assistance services. The solicitation, designated RFP26-0026, seeks qualified contractors to provide 24-hour, 7-day-a-week towing, roadside assistance, storage, and recovery services throughout the City of Orlando for multiple departments including Fleet Management, Orlando Police Department (OPD), Orlando Fire Department (OFD), Parking Division, Code Enforcement Division, and Orlando Venues. The Pre-Proposal Conference is scheduled for July 9, 2026 at 10:00 AM via Microsoft Teams, with a question submission deadline of July 17, 2026 at 5:00 PM. Proposals are due electronically by July 28, 2026 at 2:00 PM, with public opening to follow. The City reserves the right to award multiple contracts to responsible proposers and intends to award an initial three-year contract with options to extend for three additional 12-month periods, up to a cumulative total of 72 months. Contractors must be established towing and recovery businesses with a minimum of three years of prior experience, maintain adequate facilities within 15 miles of the City's Fleet and Facility complex, and possess appropriate equipment including Class A, B, C, and D wreckers, rollback carriers, and specialized recovery vehicles.

Proposers must submit comprehensive pricing proposals for all towing, roadside assistance, storage, and recovery services with fixed rates for various service categories. Prices are firm for the initial contract term with adjustments permitted for renewal periods based on the Consumer Price Index. No fuel surcharges or convenience fees are permitted. Contractors must accept cash, cashier's check, money order, debit cards, and credit cards (minimum VISA and Mastercard) without additional fees, with options to accept mobile payment services. The contractor must maintain a storage facility with outside storage of at least one-half acre, 24-hour availability for vehicle release, and video surveillance with 10 days of recorded storage capacity. Evaluation criteria include proposer experience and management qualifications (35 points), operating plan and capacity (35 points), price proposal (28 points), and Veteran Business Enterprise participation (2 points). The City anticipates routing calls among multiple awarded contractors on a rotating basis, subject to contractor performance, availability, and emergency conditions.

1. INTRODUCTION

1.1. Summary

The City of Orlando’s Procurement and Contracts Division requests Proposals from interested and qualified Proposers to provide Citywide Towing and Roadside Assistance services. The City needs these services and related dispatch capabilities 24 hours a day

/ 7 days a week / 365 days per year basis in accordance with the terms, conditions, and specifications contained in this Request for Proposal (RFP). Roadside assistance, towing, storage, and recovery services are needed; including, but not limited to motor vehicle accidents, break downs, code enforcement, and parking violations for the Fleet

Management Division, Orlando Fire Department (OFD), Orlando Police Department

(OPD), Parking Division, Code Enforcement Division, Orlando Venues, and other City

Divisions as needed throughout the City limits.

If the City determines that multiple contracts are needed, the City will award one or more additional contracts to the responsible Proposers. The City has a number and variety of potential customer departments. In order to assure that any ensuing Contracts will allow the City to fulfill current and future requirements, the City reserves the right to award

Contracts to multiple companies. The actual utilization of any Contract will be at the sole discretion of the City. The fact that the City may make multiple awards should be taken into consideration by each Proposer.

The City will offer the right of first refusal for incoming jobs on a rotating basis among awarded contractors. A contractor who declines an offer forfeits their place in that contractor rotation. Offers shall generally rotate sequentially; however, the City reserves the right to deviate from the rotation based on contractor performance, availability, workload, emergency conditions, project requirements, or other factors reasonably determined to be in the best interest of the City.

For Proposers seeking to provide services related to Orlando Police Department forensic evidence for towing and recovery services, please see City of Orlando solicitation RFP26-

0222.
