About this file

This is a Blue Cross and Blue Shield of Texas utilization analysis report for the City of Edinburg's employee medical insurance plan for the benefit period of October 1, 2023 through September 30, 2024. The report provides comprehensive claims data analysis including enrollment metrics, cost trends, diagnostic categories, high-cost claimant analysis, and utilization patterns across inpatient facility, outpatient facility, professional services, and pharmacy benefits for 1,744 members (1,099 subscribers and 645 dependents).

The plan's overall paid expenses per member per month (PMPM) increased 6.8% year-over-year to $371.45, which was 26.0% lower than benchmark. Significant findings include a 36.1% increase in inpatient facility PMPM driven primarily by surgical admissions (>100% increase) while medical admissions decreased 11.4%; a 71.4% increase in high-cost claimants from 14 to 24 members, accounting for 35.7% of total paid expenses; and a 9.1% increase in pharmacy PMPM to $107.79. The top diagnostic cost drivers were neoplasms (15.0% of medical costs, down 25.2%), circulatory conditions (13.7% of costs, up >100%), and health status issues. Emergency room visits declined 20.3% per 1,000 members, with 29.9% classified as potentially non-emergent. The plan demonstrated strong preventive care engagement with cervical cancer screening at 30.0%, mammogram screening at 41.9%, and childhood immunizations at 57.8%, though some metrics remained below benchmark levels. Network performance remained strong with 99.9% in-network paid percentage and 75.5% negotiated discounts.
