About this file

This is an Automobile Lease Agreement template between the City of Beaverton, Oregon (Lessor) and an unnamed Lessee contractor for downtown parking enforcement services. The agreement covers the lease of two vehicles—specifically two Hyundai Elantra Hybrid automobiles with designated license plates and VINs—to be operated exclusively for parking enforcement and compliance operations in Downtown Beaverton. The contract term aligns with the primary parking enforcement contract, which runs from approximately April 1, 2025, to July 1, 2029, with two potential one-year renewal options. A pre-proposal conference is scheduled for January 15, 2026, at 10:00 AM via Zoom, with electronic proposals due by February 4, 2026, at 2:00 PM. Interviews are tentatively set for February 11, 2026, and the Contract Review Board is expected to award the contract by March 17, 2026.

The City of Beaverton provides the two vehicles to the contractor at no monthly lease cost ($0 monthly), with the contractor assuming all operational expenses including maintenance, insurance, fueling, and storage. The Lessee is responsible for maintaining comprehensive automobile liability insurance with a $1,000,000 combined single limit and shall maintain all vehicles in serviceable condition consistent with standard industry practice. The contractor must obtain and maintain additional commercial general liability insurance of at least $2,000,000 per occurrence. The Lessee is fully responsible for any damage or destruction to either vehicle and must comply with the Equity Procurement Program with a 15 percent aspirational participation goal for firms certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID). Evaluation criteria include knowledge and experience (20%), project approach and understanding (30%), relevant experience (20%), Equity in Procurement Program compliance (12%), and contract price (18%). The pricing model is based on 10,400 service hours per year, with the contractor responsible for all operating costs including labor, supervision, equipment, and technology maintenance.
